TO SHARE THE SPOTLIGHT CAFETERIAS WITH TASTE. THANK YOU, MADAM CHAIR. APPRECIATE YOU. GOOD TO SEE EACH AND EVERY ONE OF OUR BOARD MEMBERS HERE. THIS EVENING AND THE PUBLIC AS WELL. OF COURSE, THERE'S ALWAYS BEEN CONVERSATION AROUND CAFETERIAS AND TODAY'S SPOTLIGHT IS SPECIFICALLY AROUND CAFETERIAS WITH TASTE. PLEASE ROLL THE FOOTAGE. OF SCHOOL CAFETERIAS. DRAB PLACES RIGHT? HARDLY WORTH A SECOND GLANCE. BUT WHO SAYS THEY CAN'T HAVE PLENTY OF PIZZAZZ? JUST LOOK AT THE SHINY NEW FURNITURE, BRIGHT COLORS AND WALL ART THAT ARE UPPING THE DINING EXPERIENCE AT CAFETERIAS THROUGHOUT PRINCE GEORGE'S SCHOOLS. OKAY, WHEN I FIRST WALKED IN, HONESTLY SPEAKING, IT'S LIKE, OH, THIS IS NEW. THIS IS COOL. I SAW THE RAIDER FACE EVERYWHERE AND I DO LIKE THE HIGH CHAIRS, THOUGH IT FEELS LIKE LIKE I'M ASKING KIND OF A RESTAURANT, MAYBE EACH CUSTOMIZED MAKEOVER OF WHAT OUR DECADES OLD CAFETERIAS AND KITCHENS IS BEING COORDINATED BY PGK FOOD AND NUTRITION SERVICES. WE'LL BE DOING ABOUT 8 OR 9 OF THE HIGH SCHOOLS OF THE OLDER HIGH SCHOOLS, AND WE'RE ALSO GOING TO BE DOING THURGOOD MARSHALL MIDDLE SCHOOL, I JUST HOPE THAT THE STUDENTS ENJOY THE SPACES AS MUCH AS WE DID, PUTTING THESE SPACES TOGETHER FOR THEM. IT LOOKS FANTASTIC, ESPECIALLY COMPARED TO HOW IT USED TO BE. IT USED TO HONESTLY LOOK LIKE A PRISON, BUT NOW THERE'S LIKE MUCH MORE LIFE.

AND, YOU KNOW, COLOR IS MUCH MORE ENJOYABLE TO BE HERE FOR REAL. FOR REAL. IT'S VERY DIFFERENT. I WOULD SAY. IT'S LIKE VERY VIBRANT AND JOYFUL BECAUSE LIKE, IT'S A SOCIAL CENTER AND MORE PEOPLE ARE CONNECTING WITH OTHERS AND NEW PEOPLE AS WELL. AND I FEEL AS IF

[00:10:03]

IT'S BRINGING PEOPLE TOGETHER. YES. I FEEL LIKE THIS WHOLE LUNCHROOM IS LIKE A GOOD ENVIRONMENT, LIKE A HAPPY ENVIRONMENT. AND EVERYTHING, AND LIKE IT JUST BRINGS JOY AND HAPPINESS AND MAKES THEM FEEL MORE ALIVE. COMING HERE. THEY'RE ALREADY A BIG HIT. CAFETERIAS WITH GOOD TASTE. IT LOOKS NICE. IT'S HONESTLY GIVING US A LITTLE UPGRADE, MAKING US LOOK A LITTLE MORE SCHOOL SPIRITED. NICER. I LIKE IT. THANK YOU, SUPERINTENDENT HOUSE AND THE COMMUNICATIONS TEAM. AND WE SEE THAT OUR SCHOLARS ARE EXCITED ABOUT WHAT THEY SEE AS WELL.

SEPTEMBER IS RECOGNIZED AS NATIONAL SUICIDE PREVENTION AWARENESS MONTH. LET'S TAKE TIME TO REMEMBER THE LIVES LOST TO SUICIDE AND PEOPLE WHO ARE CURRENTLY LIVING WITH DEPRESSION. DEPRESSION IS A VERY SERIOUS MATTER. IT IS MORE THAN JUST FEELING SAD OR HAVING A BAD DAY. IT INTERFERES WITH ONE'S NORMAL FUNCTIONING. SOME SIGNS OF DEPRESSION INCLUDE THE FOLLOWING. FEELING SAD OR ANXIOUS OFTEN OR ALL THE TIME. LOSS OF INTEREST IN ACTIVITIES THAT USED TO BE FUN. BEING IRRITABLE, FRUSTRATED, OR BEING RESTLESS. DIFFICULTY SLEEPING OR SLEEPING TOO MUCH DIFFICULTY CONCENTRATING. REMEMBERING DETAILS OR MAKING DECISIONS.

FEELING EXTREMELY TIRED EVEN AFTER YOU HAVE BEEN SLEEPING VERY WELL. FEELINGS OF GUILT, WORTHLESSNESS OR HELPLESSNESS. THOUGHTS OF SUICIDE OR SELF-HAR. IF YOU ARE EXPERIENCING ANY OF THESE SYMPTOMS AND BELIEVE IT'S AFFECTING YOUR DAILY FUNCTIONING, PLEASE SPEAK TO A FRIEND, FAMILY MEMBER OR A COLLEAGUE. IF NO ONE IS AROUND. THE THREE DIGIT NUMBER TO REMEMBER IS 988. IT IS CURRENTLY ON YOUR SCREEN. YOU CAN CALL OR TEXT 988 AND IMMEDIATELY BE DIRECTED DIRECTLY CONNECTED TO THE NATIONAL SUICIDE PREVENTION LIFELINE. YOU ARE NOT ALONE. ONE OTHER IMPORTANT TOPIC I WOULD LIKE TO BRIEFLY TOUCH ON, AS I KNOW THE SUPERINTENDENT WILL REPORT ON THIS IS THE SAFETY OF OUR SCHOLARS. WE TAKE BULLYING, HARASSMENT AND INTIMIDATION EXTREMELY SERIOUSLY. IF YOU EVER FEEL BULLIED OR HARASSED, WE ASK THAT YOU REPORT IT TO YOUR SCHOOL AND MAKE USE OF THE RESOURCES THAT ARE READILY AVAILABLE WITHIN PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS AT THIS TIME, I WOULD LIKE TO CALL FOR A MOMENT OF SILENCE AS WE HONOR THE MEMORY OF THE FOLLOWING PGK STAFF, FAMILY AND COMMUNITY MEMBERS. RICKY, A JONES BUILDING SUPERVISOR, ARDMORE ELEMENTARY SCHOOL. MARQUITA HUNTER, PARAPROFESSIONAL EDUCATOR BARNABY MANOR ELEMENTARY SCHOOL, TEN M HORN, FOOD ASSISTANT, SERVICE ROBERT GODDARD MONTESSORI LAQUITA HARRIS FOOD SERVICE ASSISTANT, NORTH FORESTDALE ELEMENTARY SCHOOL TANISHA PARKER, FOOD SERVICE ASSISTANT, CLINTON GROVE ELEMENTARY SCHOOL XAVIER EASTERLING, PRESS OPERATOR FOR PRINTING SERVICES. AT YOUR THREE MINUTE MARK, THERE WILL BE A BUZZER AND I WILL SAY THANK YOU FOR YOU TO END. THERE ARE 12 CONFIRMED LIVE PUBLIC COMMENTS TONIGHT. WE ALSO RECEIVED FIVE WRITTEN COMMENTS WHICH WILL BE UPLOADED TO BOARD DOCS WHICH WERE UPLOADED TO BOARD DOCS UPON RECEIPT. OUR FIRST SPEAKER IS CHRISTY RAY. INDIVIDUAL TRANSPORTATION.

WELCOME. HI, HOW ARE YOU? HELLO. GOOD EVENING. MY NAME IS CHRISTY AND I HAVE TWO GIRLS AT MAYA ANGELOU. FRENCH IMMERSION. ON AUGUST 26TH AND 27TH, THE BUS DRIVER OF A M ROUTE 891 PLAYED LOUD, DISTASTEFUL AND VULGAR MUSIC DURING THE BUS RIDES, WHERE IT SHOULD HAVE CAUSED CONCERN FOR ANYONE RESPONSIBLE FOR DRIVING 20 OR SO CHILDREN ON A BUS. IT WAS UNSAFE AND HIGHLY INAPPROPRIATE. ALSO, HE PULLS OFF AS SOON AS THEY STEP ON THE BUS, CAUSING THEM TO STUMBLE. SO I CALLED TRANSPORTATION MONDAY AND TUESDAY, WHERE ON TUESDAY I WAS ON HOLD FOR AN HOUR AND TWO MINUTES TRYING TO ALERT SOMEONE. SO I MADE A COMPLAINT THAT WAS CLEARLY REPORTED BACK TO THE DRIVER, BECAUSE THE FOLLOWING MORNING HE RETALIATED AND SCOLDED MY 84 YEAR OLD FATHER AND TOLD HIM HE COULD NOT APPROACH HIS BUS TO HELP HIS SIX YEAR OLD GRANDDAUGHTER ONTO THE FIRST STEP OF THE BUS. THEY'D BETTER BE OUTSIDE THE CAR WAITING OR HE WASN'T PULLING ONTO OUR STREET, HE SAID. MY FATHER COMPLIED, AND THEN HE MOVED ON AND INFORMED MY 13 YEAR OLD DAUGHTER. AS SHE GOT ON THE BUS, SHE BETTER NOT HAVE HER PHONE OUT. AND IF SHE DID, HE'D WRITE HER UP EVERY TIME UNTIL SHE WAS KICKED OFF HIS BUS. SO I REACHED OUT TO CPS. WHAT WOULD YOU DO IF THIS WAS YOUR CHILD? MY CHILDREN ARE SCARED TO GET ON THE BUS. I REACHED OUT VIA EMAIL BUT ONLY GOT GENERIC RESPONSES. WE SHOWED UP AT THE BUS STOP THE NEXT MORNING WITH MY DAUGHTERS AND TO GET THEM ON THE BUS, I HAD MY SIX YEAR OLD BESIDE ME AND AS THE BUS SWUNG AROUND AND STOPPED IN FRONT OF US, HE MADE A GESTURE, THEN SPED OFF WITHOUT OPENING THE DOOR. THIS YOUNG MALE BUS DRIVER HAS DISPLAYED DANGEROUS AGGRESSION NOT ONLY TO MY GIRLS AND 85 YEAR OLD FATHER, BUT TO OTHER CHILDREN. HE'S BLOCKED A YOUNGER SISTER OF ANOTHER CHILD FROM GETTING ON THE BUS AND ALMOST GOT INTO AN ALTERCATION WITH ANOTHER PARENT AT THE SCHOOL. THIS IS WHO YOU HAVE ENTRUSTED TO GET OUR CHILDREN TO SCHOOL SAFE. I DO NOT FEEL SAFE WITH THEM ON THE BUS. ALSO, MY ELDEST DAUGHTER'S EIGHTH GRADE FRENCH INSTRUCTION STARTS AT 8:30 A.M, AND HE WASN'T GETTING THEM TO SCHOOL UNTIL 905, WHICH CAUSED HER TO MISS THE ENTIRE CLASS FOR A WEEK. THERE ARE MANY MORE COMPLAINTS SIMILAR TO THIS. THIS IS POOR MANAGEMENT FROM THE TOP.

IF BY NOW YOU HAVEN'T FIGURED OUT A WAY TO ACQUIRE DECENT PEOPLE TO DRIVE CHILDREN ON SCHOOL BUSSES, MAYBE THOSE OVERSEEING IT NEED TO BE RELINQUISHED OF THEIR DUTIES.

THEY CANNOT PERFORM. WE'RE BEING TOLD TO BE THANKFUL FOR RUDE, AGGRESSIVE PEOPLE THAT DRIVE OUR KIDS TO SCHOOL AND DELAY THE START OF THEIR EDUCATION DAILY DUE TO INCONSISTENT PICKUP TIMES. YOU'RE SHORT OF DRIVERS, WHICH GIVES PERMISSION TO SOME OF THE BUS DRIVERS TO DO WHATEVER THEY WANT AND NOT TO GENERALIZE, BECAUSE I HAVE NEVER HAD AN ISSUE OF SAFETY WITH ANY OF MY CHILDREN BUS DRIVERS UNTIL THIS MAN I GRACIOUSLY THANK MY CHILDREN'S BUS DRIVERS, GIVE GIFTS OFTEN. I KNOW IT'S A HARD JOB, SO THEN PLEASE HAVE SOMEONE THAT WANTS THE JOB OR MAKE IT SO THAT PEOPLE THAT WANT THE JOB WILL HAVE AN INCREASE IN INCENTIVES. I JUST ASK YOU TO

[00:20:04]

JUST THINK ABOUT IF THIS WAS YOUR CHILD OR YOUR TWO YOUNG FEMALE CHILDREN THAT WERE ADDRESSED BY A MAN ON THE BUS, RIGHT? INTIMIDATION AND RETALIATION WERE NOT. WE'RE NOT FOR THAT. WELL, THIS IS EXACTLY WHAT MY CHILDREN HAVE BEEN GOING THROUGH. SO WE'VE BEEN DRIVING THEM TO SCHOOL EVERY MORNING BECAUSE WE DO NOT ENTRUST THEM IN THE CARE OF THIS DRIVER.

THANK YOU. THANK YOU. JAMAL TEA, INDIVIDUAL TRANSPORTATION. THANK YOU SO MUCH. THE NEXT IS CAMILLA HOUSE. MAYA ANGELOU, FRENCH IMMERSION PTSA. TRANSPORTATION GOOD EVENING.

BOARD MEMBERS. AS YOU HEARD, MY NAME IS CAMILLA. HOUSE AND I'M THE LEGISLATIVE CHAIR OF THE MAYA ANGELOU FRENCH IMMERSION PTSA. I AM A LONG TIME PRINCE GEORGE'S COUNTY RESIDENT. I'M AN ATTORNEY AND I'M A PROUD MOTHER OF TWO. MAYA ANGELOU, FRENCH IMMERSION STUDENTS. AS AN ATTORNEY, I HAD THE OPPORTUNITY TO WORK AT A HIGH LEVEL IN THE BIDEN ADMINISTRATION ON EQUITY ISSUES IN EDUCATION. THROUGH THIS WORK, I'VE SEEN FIRSTHAND HOW ESSENTIAL, EQUITABLE ACCESS TO EDUCATION IS FOR OUR COMMUNITIES, AND RELIABLE TRANSPORTATION IS A CRITICAL PART OF THAT ACCESS. MAFFEI. JUST TO GIVE YOU A LITTLE BIT OF BACKGROUND ABOUT OUR SCHOOL MAFIA IS A FOUR STAR SCHOOL AND GROWING IT CONSISTENTLY DELIVERS EXCEPTIONAL ACADEMIC RESULTS WITH 66% OF EIGHTH GRADE GRADERS COLLEGE AND CAREER READY AND EARNING ACCOLADES LIKE LABEL FRANK EDUCATION AWARD, OUR STUDENTS THRIVE IN A DIFFICULT, BILINGUAL INTERNATIONAL BACCALAUREATE PROGRAM AND WE MAINTAIN SOME OF THE HIGHEST ACADEMIC STANDARDS IN THE DISTRICT AND FRANKLY, DON'T GET ENOUGH CREDIT FOR IT. BUT DESPITE THESE ACCOMPLISHMENTS, AND DESPITE HAVING STUDENTS THAT CROSS MANY OF YOUR DISTRICT'S TRANSPORTATION ISSUES ARE HOLDING OUR STUDENTS BACK CONSISTENTLY. AND FRANKLY, THIS YEAR I'VE HEARD MORE COMPLAINTS AS THE LEGISLATIVE CHAIR THAN ANY OTHER YEAR. THE BUSSES ARE ROUTINELY LATE, AND SOME CHILDREN, INCLUDING ONE YESTERDAY, ARE SPENDING UP TO FOUR HOURS SITTING ON A BUS, WHICH LEAVES THEM NOT ONLY EXHAUSTED BUT LEAVES PARENTS IN TEARS, NOT KNOWING WHERE THEIR CHILDREN ARE WITH COMMUNICATION THAT IS SO POOR THAT IN THAT FOUR HOURS IT TOOK THEM ALMOST THE ENTIRE DURATION TO FIND OUT WHERE THEIR CHILD WAS. AND FOR THOSE STUDENTS GOING TO SCHOOL, MANY ARRIVE SO LATE THAT THEY MISS BREAKFAST AND IF THEY ARE ABLE TO EAT BREAKFAST, THEY MISS CRITICAL PORTIONS OF THEIR EDUCATION AND I SAID BILINGUAL EDUCATION IS VERY DIFFICULT.

THESE ARE LANGUAGE. THESE ARE KIDS WHO ARE GETTING LANGUAGE SKILLS THAT THEY THAT THEY ONLY GET IN THE CLASSROOM. SO TO MISS THAT FIRST 20 AND 30 MINUTES IS CRUCIALLY IMPORTANT OR CRUCIALLY PROBLEMATIC TO THEIR LEARNING. AND IN ADDITION TO THAT, THEY ARE MISSING VITAL SOCIAL EMOTIONAL LEARNING, WHICH AS YOU KNOW, THE MORNING MEETING IS SOMETHING THAT HAPPENS IN THE MORNING. THESE TRANSPORTATION FAILURES DISPROPORTIONATELY IMPACT WORKING FAMILIES AND STUDENTS WITH SPECIAL NEEDS. PARENTS ARE FORCED TO ADJUST THEIR WORK SCHEDULES, AS YOU'VE HEARD, AND LEAVE CHILDREN WAITING IN UNSAFE CONDITIONS. STUDENTS WITH DISABILITIES AND NEURODIVERGENT CHILDREN IN PARTICULAR, SUFFER FROM THESE ROUTINES, WHICH ARE DISRUPTED.

THIS SETS AN EXAMPLE FOR STUDENTS. THAT IS A PROBLEM THAT EDUCATION IS NOT IMPORTANT IN THIS COUNTY. IF A CHILD CAN GET TO SCHOOL LATE WITH NO CONSEQUENCES, THAT IS A PROBLEM THAT SETS A POOR EXAMPLE. THANK YOU SO MUCH. PLEASE RECTIFY THE SITUATION. THANK YOU. THANK YOU.

NEXT WE'LL HAVE, DR. MARCIANO HUDLEY INDIVIDUAL TRANSPORTATION CHALLENGES. NEXT, WE'LL GO TO JORDAN WILLIAMS. INDIVIDUAL TRANSPORTATION CHALLENGES. OKAY NEXT, WE'LL GO TO TATSU. ARE WE WAS THE PERSON HERE? NO. YOU ARE? YES OKAY. INDIVIDUAL TRANSPORTATION ISSUES TO AND

[00:25:03]

FROM MAYA ANGELOU. FRENCH IMMERSION. WELCOME. THANK YOU. THANK YOU. GOOD EVENING. BOARD MEMBERS. COMPLAINTS ABOUT TRANSPORTATION ISSUES. I WISH TO COMPLAIN ABOUT ISSUES WITH TRANSPORTATION THAT OCCUR DAILY. SINCE THE SCHOOL YEAR STARTED, EITHER THERE HAVE BEEN NO BUSSES TO PICK UP OUR SONS TO SCHOOL, OR THEY ARE MORE THAN AN HOUR LATE. LAST TWO MONDAYS I WAS AT WORK AND COULD NOT TAKE THE KIDS TO SCHOOL. WE CALLED THE SCHOOL AT 9:30 A.M. AND OUR KIDS WERE NOT YET AT SCHOOL BECAUSE THE BUS WAS EXTREMELY LATE. CLASSES START AT 8:30 A.M. IT IS THE SAME WITH COMING BACK HOME. THEY SOMETIMES STAY OVER AN HOUR BEFORE THE BUSSES TAKE THEM HOM.

LAST FRIDAY, SEPTEMBER 28TH, OUR KIDS LEFT THE SCHOOL AT 4:20 P.M. AND THE OFFICIAL TIME TO PICK THEM UP FROM THE BUS STOP IS 4:30 P.M. IF WE ARE NOT ABLE TO PICK THEM UP FROM SCHOOL, THEY GET HOME AFTER 5:30 P.M. EVERY DAY. HOW CAN A FIVE YEAR OLD LEAVE HOME AT 4:30 A.M.

EVERY DAY AND GET HOME AT ABOUT 6 P.M. EVERY DAY, AND BE EXPECTED TO LEARN EFFECTIVELY EVERY DAY? HE SAYS HE DOESN'T LIKE SCHOOL BECAUSE HE'S EXHAUSTED. THEY USUALLY HAVE TO STAND AND WAIT AT THE BUS STOP FOR OVER AN HOUR IN THE MORNINGS, IN THE COLD OR RAINY WEATHER BEFORE THE BUS ARRIVES. WHEN I CALL THE TRANSPORTATION SERVICE, IT USUALLY TAKES OVER 40 MINUTES FOR SOMEONE TO ANSWE. I HAD TO STOP WORK LAST YEAR TO TAKE MY KIDS TO SCHOOL EVERY DAY. IT ALSO SEEMS I CANNOT EFFECTIVELY WORK THIS YEAR IF THE TRANSPORTATION ISSUES ARE NOT RESOLVED. HOW CAN I PROVIDE FOR MY CHILDREN IF I HAVE TO STAY HOME TO TAKE THEM TO SCHOOL AND BRING THEM BACK HOME? MAYA ANGELOU IS AN INTENSIVE PROGRAM, BUT MY KIDS CANNOT FLOURISH AS THE WHOLE DAY IS ABOUT SCHOOL. NO TIME FOR AFTER SCHOOL ACTIVITIES, NO TIME TO DO HOMEWORK, NO TIME TO REVIEW LESSONS LEARNED AT SCHOOL. THEREFORE, EVEN WEEKEND IS USED UP TO MAKE UP FOR HOMEWORK. DO PROJECTS OR OTHER SCHOOL ASSIGNMENTS. WHEN DO MY KIDS AND MAYA ANGELOU GET TO BE KIDS? NO WONDER THEY ARE STARTING TO DISLIKE SCHOOL. MY FIVE YEAR OLD CRIES EVERY MORNING THAT HE DOESN'T WANT TO GO TO SCHOOL, AS OPPOSED TO LAST YEAR WHEN HE WAS VERY HAPPY TO GO TO SCHOOL BECAUSE I TOOK HIM TO SCHOOL EVERY DAY. IT IS SAID THAT ALL WORK AND NO PLAY MAKES JACK A DULL BOY. I DON'T WANT MY KIDS TO BE DULL. THEY ARE VERY SMART.

CAN YOU PLEASE DO SOMETHING TO ADDRESS THESE ISSUES WITH TRANSPORTATION? THANK YOU FOR YOUR PROMPT RESOLUTION SO OUR KIDS CAN BECOME EFFECTIVE, EFFECTIVE LEARNERS. THANK YOU.

NEXT WE'LL HAVE DOLORES, MILHOUSE INDIVIDUAL ACCOUNTABILITY. WELCOME. GOOD EVENING. WE ARE ALL HERE BECAUSE OF THE CHOICES WE'VE MADE. WHETHER YOU'VE GOTTEN HERE BY CAMPAIGNING, ACED THE INTERVIEW, OR YOU WERE GRACIOUSLY APPOINTED BY GOD TO BE A PARENT OR GUARDIAN, WE ARE HERE BECAUSE WE'VE DECIDED THAT WE WANT TO PLAY A SIGNIFICANT ROLE IN SHAPING THE LIFE AND THE FUTURE OF THESE STUDENTS. IT IS TIME FOR US TO EMBRACE THE RESPONSIBILITY FULLY AND HOLD OURSELVES ACCOUNTABLE TO ALL AREAS OF THE WORK THAT WE DO.

WHAT IS ACCOUNTABILITY? WELL, IT ENTAILS YOUR ACTIONS AND YOUR THAT AFFECT THE ACTIONS AND THEIR EFFECTS. WHILE RESPONSIBILITY INCLUDES EFFICIENTLY COMPLETING TASKS REQUIRED BY YOUR ROLE. THERE'S A QUOTE BY BRENE BROWN THAT STATES WHO WE ARE IS HOW WE LEAD SELF-AWARENESS, KINDNESS, VISION, ACCOUNTABILITY, TRUST. JUST THE BASIC THINGS OF BEING A HUMAN BEING AND HOW WE TREAT OTHER HUMAN BEINGS. BUT I ASK YOU, IF YOU HAD TO RATE YOURSELF, WOULD YOU BE RATED AS BEGINNING PROFICIENT OR DEVELOPING AND HOW YOU LEAD AND HOW YOU ARE LEADING EACH OF US, WHETHER ELECTED OR APPOINTED OR ANOINTED, WE CHOSE THIS PATH. SO NO MORE BLAMING OR PRESENTING EXCUSES. SWADDLED IN THE REQUEST FOR OTHERS TO BE PATIENT WITH THE LACK OF TRANSPARENCY, WE MUST FOCUS ON THE IMPACT, NOT INTENT OF OUR ACTIONS AND DECISIONS. SUPERINTENDENT AND EXECUTIVE TEAM, YOU ARE THE LEADERS OF THIS DISTRICT. YOUR ACTIONS AND DECISIONS SET THE TONE FOR THE ENTIRE ORGANIZATION. IT IS ESSENTIAL THAT YOU CREATE A CULTURE OF ACCOUNTABILITY, TRANSPARENCY, COLLABORATION AND EQUITABLE ENGAGEMENT TO OUR FULLY ELECTED BOARD. CONGRATULATIONS! YOU ARE ENTRUSTED WITH THE RESPONSIBILITY OF OVERSEEING THE DISTRICT POLICIES AND PROCEDURES. IT IS YOUR DUTY TO FOLLOW THEM IN ITS ENTIRETY. YOU DON'T GET THE RIGHT TO CHOOSE WHEN IT SUITS YOU, AND WHEN IT'S BEST FOR WHAT YOU ARE DOING FOR YOUR OWN GAIN. YOUR VALUES STATE CONTINUOUS IMPROVEMENT IN

[00:30:04]

TEACHING LEADERSHIP. ACCOUNTABILITY IS THE KEY TO OUR DESTINY. WELL, HOW ARE YOU PLANNING TO COMPLEMENT OR IMPLEMENT THE KEY STRATEGIES IN HOW YOU GOVERN PARENTS? WE MUST BE ACTIVE AND ENGAGED PARTNERS. WE MUST JOIN OUR LOCAL PARENT GROUPS TO BUILD A STRONG COALITION AT THE SCHOOL LEVEL. BUILD COMMUNITY. LEARN HOW TO SUPPORT YOUR CHILD'S LEARNING JOURNEY. THEY NEED US. ASK QUESTIONS. STAY ENGAGED AND DON'T EVER STOP ADVOCATING FOR YOUR CHILDREN. DO UNDERSTAND THAT WE ARE HERE TO HOLD EACH OTHER ACCOUNTABLE. AND SO LET'S CREATE A NEW CULTURE HERE AT CPS AND DO WHAT'S RIGHT FOR ALL OF US. BECAUSE WHEN WE DO THE RIGHT THING, NO MATTER WHAT'S HAPPENING, THEN THE ONES THAT WE SAY THAT WE'RE DOING IT FOR, THEY HAVE A BRIGHTER FUTURE. THANK YOU. THANK YOU. NEXT, WE'LL MOVE TO SHAYNA CHISLEY INDIVIDUAL EMPLOYMENT. OKAY TERESA SMITH, INDIVIDUAL PARENT ENGAGEMENT. SHE HAS ON A BLACK AND WHITE DRESS WITH POLKA DOTS AND A RED BOW. THIS WAS MY STATEMENT I PROVIDED TO THE POLICE DEPARTMENT LAST NIGHT BECAUSE MY DAUGHTER HAD NOT ARRIVED FROM SCHOOL. I'M TOLD IT WAS DUE TO HER ROUTE BEING COUPLED WITH OTHERS, AND THERE WAS A LAPSE IN COMMUNICATION AND SIMPLE ENGAGEMENT WITH ME AS A PARENT. NEVER, NEVER WOULD I HAVE ANTICIPATED THAT WHEN I TRANSFERRED RESPONSIBILITY OF MY CHILD TO THE SCHOOL SYSTEM, THAT THEY WOULD HAVE FAILED AT PROPERLY ENGAGING WITH ME ABOUT HER WHEREABOUTS. IT AMAZES ME HOW I CAN BE CONTACTED ABOUT A BROKEN RULER, BUT NOT WHEN A DETOUR WAS TAKEN FOR A POTTY BREAK AT A PLACE THAT I HAVE NEVER SEEN OR CAN EVEN FIND AN ADDRESS FOR ON THE CPS WEBSITE UNDER NO CIRCUMSTANCES SHOULD THE WHEREABOUTS OF MY CHILD OR ANY STUDENT BE IN QUESTION. YESTERDAY WAS NATIONAL DAUGHTER'S DAY. I HAD A FLOWER AND A ROCK READY FOR HER. SIMPLE THINGS THAT SHE ENJOYS, BUT CPS, YOU TOOK THAT MOMENT AWAY FROM US WITH ONLY MORE EXCUSES. MY DAUGHTER WAS NOT ASKED FOR HER PHONE NUMBER, NOR WAS HER BACKPACK CHECKED FOR THIS INFORMATION. LIKELY ONE OF THE YOUNGEST SCHOLARS ON THAT BUS, AND NO ONE THOUGHT IT WAS IMPORTANT ENOUGH TO TRACK HER FAMILY DOWN. TRANSPORTATION SERVICES HAS A BROKEN SYSTEM, ESPECIALLY WITH PARENT ENGAGEMENT. MY NEIGHBOR SHARED WITH ME THIS MORNING THAT THIS HAS BEEN THE CASE SINCE 1975. A BAD REPUTATION IN THE COMMUNITY. MY EXPERIENCE IS NO DIFFERENT FROM ANY OTHER PARENT, AND ESPECIALLY THOSE WHO HAVE SCHOLARS AS SPECIALTY SCHOOLS, TRANSPORTATION SERVICES HAVE PUSHED THE BURDEN TO FAMILIES TO SEARCH FOR INFORMATION. IT SHOULD NOT WORK LIKE THIS. WHILE MOST STAFF ENJOY THEIR EVENING ROUTINES, PARENTS ARE SITTING AT BUS STOPS TRYING TO TRACK THEIR CHILDREN DOWN. I CAN SHOW GRACE, BUT I EXPECT CHANGE. SOME FOLLOW UP QUESTIONS HAVE BEEN SHARED WITH OPERATIONS, AND I LOOK FORWARD TO RECEIVING ANSWERS. I AM GRATEFUL FOR THE SWIFT ACTION TAKEN BY THE BOARD MEMBERS AND THE CONTACT MADE BY THE OPERATIONAL SUPERVISORY STAFF. I AM, HOWEVER, CONCERNED ABOUT A GENERIC MESSAGE THAT I RECEIVED EARLIER TODAY THAT DIDN'T SPEAK DIRECTLY TO ME AS THE IMPACTED INDIVIDUAL, IT DOESN'T SHOW GENUINE CARE. LASTLY, MY DAUGHTER GAVE ME A BEAR HUG BEFORE WE COULD EVEN GET OFF THE BUS. SHE WOULDN'T LET GO. I HAD TO DO A BUNNY HOP TO THE CAR. THIS ILLUSTRATES THE EMOTIONAL DISTRESS WE ENCOUNTERED FOR THREE HOURS. THANK YOU. THANK YOU. S'S ESSENCE. HERNDON PRESIDENT ACE, AFSCME. LOCAL 2250 CONCERNS WITHIN THE DISTRICT. WELCOME GOOD EVENING EVERYONE. SO WE ARE ALL AWARE THROUGHOUT THE SCHOOL SYSTEM THERE IS SHORTAGE JUST ABOUT EVERY DEPARTMENT. ONE OF THE MAINSTAYS THAT I DO HEAR ARE NEW HIRES THAT ARE LOOKING TO COME ABOARD, WHERE THERE IS A SLOW, VERY SLOW RESPONSE FROM HR. ABSENCE MANAGEMENT. THERE'S AN EVEN SLOWER RESPONSE FOR THOSE THAT ARE IN THE TCW PROGRAM. TRANSITION TO WORK, WHEREAS WHEN THEY'RE TOLD THEY'RE DUE TO

[00:35:09]

RETURN, IT RUNS INTO, WELL, THEIR DATE HAS PASSED, SO THEY DON'T KNOW. ARE THEY STILL ON LEAVE? ARE THEY TO USE THEIR LEAVE? THEIR QUESTIONS UNKNOWN, THAT ARE LOOKING TO BE ANSWERED? PAYROLL. WELL I'VE SPOKEN ON THIS BEFORE. STILL, PAYROLL ISSUES THAT ARE THERE AND WHEN THEY ARE, WHEN EMPLOYEES REACH OUT, THERE IS VERY LITTLE TO NO RESPONSE. WHEN MY MEMBERS SPEAK OUT ABOUT CONCERNS WITHIN THEIR SPECIFIC JOBS, IT RAISES EYEBROWS AND CONCERNS FOR ME.

PARAPROFESSIONALS, WHILE THEY'RE ALREADY DOING THEIR JOB, THEY'RE DOING A DOUBLE. AND SOMETIMES TRIPLE JOB AS TEACHERS, SUBSTITUTE TEACHERS, SECURITY SERVICES, SOMETHING I RECENTLY LEARNED THAT I KNOW WE HAVE STARTED TO RAMP UP METAL DETECTORS IN CERTAIN SCHOOLS, BUT TO LEARN THAT THEY WOULD HAVE TO BREAK DOWN THE SCREENER TO THEN RECONSTRUCT IT FOR OUTDOOR EVENTS LIKE FOOTBALL GAMES. WELL, THAT'S THE THING. AND NOT ALL SCHOOLS HAVE SECURITY WANDS. THE ISSUE ALSO IS THERE IS A LACK OF SECURITY WHEN FACILITIES ARE CONTRACTED OUT, LEAVING STAFF AND STUDENTS VULNERABLE TO THE UNKNOWN, MEANING THERE ARE SCHOOLS THAT OFFER THEIR CAFETERIAS FOR CHURCH SERVICES, AND THERE IS NO SECURITY THERE TO MAKE SURE THAT THE BUILDING IS SECURE. TRANSPORTATION. WELL YOU'VE ALL HEARD EVERYTHING TONIGHT. THERE ARE SAFETY CONCERNS, THOUGH. LACK OF PROTOCOL WHEN SCHOOLS GO ON LOCKDOWN, IF THERE IS AN ACTIVE SHOOTER OF THE SUCH ROUTING CONCERNS AND ISSUES, THERE'S A BUS WE HAVE ROUTED WITH 136 KIDS, WHICH IS KNOWN AS A TRIPLE BACK FOR THE DRIVER. STUDENTS ARRIVING TO SCHOOL AFTER SCHOOL STARTS. ONE BUS HAS ARRIVED AN HOUR AFTER, MEANING THAT STUDENTS ON THOSE BUSSES HAVE MISSED TWO CLASSES AND THE SCHOOLS HAVE ACTUALLY REACHED OUT TO EXPRESS THEIR CONCERN.

FOOD SERVICE WORKERS BEING MOVED AROUND BASED UPON THE ENROLLMENT IN SCHOOLS, WHICH HAS BROUGHT HARDSHIP ABOUT. I AM HERE TO SIT DOWN WITH WHOMEVER SO WE CAN COME TO SOME TYPE OF UNDERSTANDING OF HOW THIS CAN BE RECTIFIED, BECAUSE SOMETHING NEEDS TO BE DONE. THANK YOU.

THANK YOU. TAMMY O'DONNELL. INDIVIDUAL SCHOOL FURNITURE. WELCOME THANK YOU. GOOD EVENING.

MY NAME IS TAMMY O'DONNELL, AND I'M A HIGH SCHOOL ENGLISH TEACHER AT CMIT NORTH HIGH SCHOOL. WHILE WRITING OUT MY COMMENTS FOR THE BOARD MEETING THIS WEEK, I TOOK A BREAK AND CHECKED OUT MY FACEBOOK ON MY PHONE, AND I NOTICED THAT ONE OF MY COLLEAGUES AT FREDERICK DOUGLASS HIGH SCHOOL POSTED HER DONORS CHOOSE PROJECT AND ASKED FRIENDS TO SHARE IT. SO I TOOK A LOOK. NOW WE KNOW THAT PGK DOESN'T PROVIDE US WITH ALL OF THE SUPPLIES THAT WE NEED TO DO OUR JOBS. WE KNOW THAT THE NATIONAL AVERAGE SPENDING OF TEACHERS FROM THEIR OWN POCKETS IS ABOUT $750. HERE IN PRINCE GEORGE'S COUNTY, IT'S MUCH MORE. MOST OF OUR TEACHERS SPEND $1,000 OR MORE ON SUPPLIES, MOSTLY BINDERS, LINED PAPER, NOTEBOOKS, PENS, HIGHLIGHTERS, PENCILS, THINGS THAT STUDENTS FORGET OR SIMPLY DON'T HAVE TO DO TO DO THE WORK, BUT I DIGRESS. I DECIDED TO SCRAP MY ORIGINAL TOPIC AND SHARE THE STORY. IN THE CASE OF MY COLLEAGUE, HER NEEDS TOTALED NEARLY $7,000. YES $7,000. AND WHAT SHE'S ASKING FOR CLASSROOM TABLES FOR HER STUDENTS TO SIT AT DURING CLASS BECAUSE THE FOUR TABLES SHE CURRENTLY HAS IN HER ROOM ARE BROKEN, STUDENTS HAVE TO PUT BOOKS UNDER THEIR LEGS SO THEY WON'T COLLAPSE OR WOBBLE.

THE TOPS ARE WORN AND STUDENTS HAVE TO PUT BOOKS UNDER THEIR PAPERS SO THEY CAN WRITE. THESE TABLES ARE USED AS DESKS BECAUSE 40 DESKS WON'T FIT IN HER SMALL ROOM. SHE HAS 40 STUDENTS IN AN ENGLISH CLASS AND LET THIS HAPPEN. CLASSROOM FURNITURE IS NOT THE RESPONSIBILITY OF THE TEACHER. YOU SAY YOU WANT THE STUDENTS TO BE SUCCESSFUL IN ALL THEIR ACADEMIC PURSUITS, BUT YOU FAIL TO PROVIDE WHAT IS NECESSARY FOR THE TEACHERS TO ENSURE THAT THAT HAPPENS. WHY ARE WE SUBMITTING PROJECTS TO PLACES LIKE DONORSCHOOSE AND ASKING STRANGERS TO FUND OUR CLASSROOM SUPPLIES? NOW WE HAVE TO ASK FOR FURNITURE. WHEN I KNOW AND YOU KNOW THAT THERE IS A WAREHOUSE FULL OF USABLE FURNITURE THAT WAS REPLACED BECAUSE PEOPLE HIGHER UP PROBABLY HAD THEIR OFFICES REDONE. LET'S ASK TEACHERS WHAT THEY NEED. LET'S FIND THE RESOURCES OUR STUDENTS NEED AND DESERVE, AND LET'S HELP OUR TEACHERS DO THE JOB THAT THEY'RE HERE TO DO. THANK YOU. THANK YO. MICHAELA HARLEY, INDIVIDUAL REASONABLE ACCOMMODATION FOR

PARENTS AND FACILITY. ADA COMPLIANCE CIP PROGRAM. WELCOME GOOD EVENING. I'M SURE THAT THE CHAIR, THE VICE CHAIR AND THE SUPERINTENDENT ARE VERY FAMILIAR WITH MY NAME BECAUSE I SPENT MUCH OF AUGUST EMAILING YOU ALMOST EVERY DAY ASKING FOR AN ACCOMMODATION FOR MYSELF. I'M NOT GOING TO START THERE, THOUGH. I HAVE THREE TOPICS I WANT TO TALK ABOUT. THE ONE I WANT TO START WITH. I HAVE SEEN HEAVILY DISCUSSED IN THE VARIOUS PCP'S FACEBOOK GROUPS. IT IS THAT IT IS TIME TO DIVERSIFY THE LOCATIONS OF THESE BOARD MEETINGS. THIS LOCATION IS VERY FAR AWAY FROM THOSE AT THE OTHER SIDE OF THE COUNTY, WHO MAY NOT HAVE TRANSPORTATION TO GET TO THESE MEETINGS TO REPRESENT THEMSELVES. SO I ASK YOU TO LOOK INTO THAT. THE SECOND THING I WANTED TO BRING IT UP, BRING UP IS THE ACCESSIBILITY PROVIDED ACROSS GCPS LOCATIONS. I HAVE A 28 YEAR OLD, A 24 YEAR OLD, I THINK SHE IS, AND A 15 YEAR OLD. EACH OF THEM HAVE GONE TO GCPS SCHOOLS. MOST OF THE TIME I AM NOT ABLE TO GET TO THEIR CLASSROOMS. THAT IS NOT A SITUATION THAT SHOULD BE HAPPENING IN ANY SCHOOL, BECAUSE THAT VIOLATES THREE LAWS AND NOW AN EXECUTIVE ORDER. P GCPS IS REQUIRED TO PROVIDE PROGRAM ACCESS BASED ON THE REHABILITATION ACT OF 19. I THINK IT'S 61, WHICH REQUIRES YOU ALL TO PROVIDE PROGRAM ACCESS TO PEOPLE WITH DISABILITIES. ALSO, THE AMERICANS WITH DISABILITIES ACT, WHICH REQUIRES STATE AND LOCAL GOVERNMENTS TO PROVIDE ACCESSIBLE ACCOMMODATIONS IN YOUR FACILITIES. AND THEN BECAUSE YOU ARE FEDERALLY FUNDED, THE ACT WHAT IS IT? THE ARCHITECTURAL BARRIERS ACT ACCESSIBILITY STANDARD REQUIRES YOU ALL TO ALSO MAKE SURE YOU NOT ONLY PROVIDE THE MINIMUM LEVEL OF ACCESS, BUT THE MAXIMUM LEVEL OF ACCESS. PRESIDENT BIDEN, IN HIS FIRST SIX MONTHS IN OFFICE, CAME BACK AND ISSUED EXECUTIVE ORDER 1403 FIVE. THAT REQUIRES ALL FEDERALLY FUNDED AND FEDERAL BUILDINGS TO INCREASE DIVERSITY. EDUCATION.

I'M SORRY, WHAT IS IT? DIVERSITY EQUITY, INCLUSION AND ACCESSIBILITY THAT REQUIRES YOU ALL TO MAKE SURE ALL FACILITIES ARE COMPLIANT AND THERE IS NO GRANDFATHERING? I WENT TO GO TO THE TRANSFER OFFICE AT THE LOCATION OVER BY INDIAN HEAD HIGHWAY. I COULDN'T EVEN GET IN THE BUILDING WHEN I WENT TO PARK IN THE ACCESSIBLE SPACE WITH THE ACCESSIBLE AISLE, I HAD TO WALK ALL THE WAY TO THE ROAD, ROLL ALL THE WAY TO THE END OF THE DRIVEWAY. I'M SORRY. THE PARKING LOT GO AROUND AND COME BACK. GUESS WHAT? NO RAMP TO GET UP ON THE SIDEWALK. GUESS WHAT? 15 STEPS TO GET TO THE ENTRANCE AND NOBODY THERE TO HELP ME. I HAD TO ASK THE AMAZON GUY TO GO KNOCK ON THE DOOR, TO BRING SOMEONE DOWN TO TALK TO ME SO I CAN FIND OUT WHY THE TRANSFER OFFICE WAS NOT OPEN, WHICH HAPPENED TO BE ACCESSIBLE. THEY TOLD ME THERE IS AN ACCESSIBLE ENTRANCE ON THE OTHER SIDE, BUT THERE'S NO SIGN TO THAT. AND I WENT TO THAT DOOR AND YOU HAVE TO KNOCK. THAT'S NOT THE ONLY PLACE I'LL COME BACK NEXT TIME TO TALK ABOUT MORE. AND I ALSO WILL BE EMAILING YOU BECAUSE MY REASONABLE ACCOMMODATION THAT JANICE BRISCOE, THE AREA DIRECTOR, SAID SHE WAS GIVING M, WAS NOT PROPERLY PROVIDED TO ME. THANK YOU. THANK YOU. PUBLIC COMMENTS THAT WERE WRITTEN WERE FROM BRANDY TEAL. INDIVIDUAL TRANSPORTATION. ALETA HUNTER, INDIVIDUAL PUBLIC COMMENTS. ALETA JERRY CARTER, COUNCIL FOR FAMILY AND EDUCATION.

EMPOWERMENT. THE AGENDA HAS NOT BEEN RELEASED AT THE TIME OF THIS SUBMISSION. DINA GONZALEZ, INDIVIDUAL TRANSPORTATION MARTHA MORA. INDIVIDUAL FINANCING OF NEW BUILDING FOR HYATTSVILLE ELEMENTARY SCHOOL. TRANSLATED FROM SPANISH TO ENGLISH. ENGLISH LANGUAGE. AND THANKS EVERYONE FOR YOUR COMMENTS. THE CHAIR RECOGNIZES SUPERINTENDENT HOUSE FOR HIS REPORT. THANK YOU, MADAM

[11. Report of the Superintendent]

CHAIR, AND GOOD EVENING AGAIN, BOARD MEMBERS. I DO HAVE A FEW UPDATES THAT I WOULD LIKE TO SHARE WITH BOTH. BOTH YOU AND THE COMMUNITY AT LARGE. THE FIRST IS IN REFERENCE TO SAFETY AND SECURITY. ENSURING, OF COURSE, SAFETY AND SECURITY IS THE, THE HIGHEST PRIORITY OF, OF ANYTHING THAT WE DO IN THE SCHOOL DISTRICT. I'D LIKE TO ACKNOWLEDGE THE CONCERNS OF THE PJC COMMUNITY, AS THERE HAVE BEEN AN INCREASED NUMBER OF SOCIAL MEDIA THREATS ACROSS NOT

[00:45:05]

ONLY THE DISTRICT, BUT ALSO SCHOOL DISTRICTS ACROSS THE UNITED STATES. THREATS OF ANY KIND WILL NOT BE TOLERATED, PERIOD, THREATS WILL BE INVESTIGATED AND FOCUSED ON WITH LOCAL LAW ENFORCEMENT AND AGENCIES THAT WE WORK WITH THIS YEAR. WE'VE CONTINUED OUR SAFETY MEASURES IMPLEMENTED, AS YOU'VE HEARD EARLIER, FROM LAST YEAR, INCLUDING OUR CLEAR BACKPACKS, FOR MIDDLE SCHOOL AND HIGH SCHOOL STUDENTS AND ADVANCED SECURITY TECHNOLOGY IN ALL OF OUR HIGH SCHOOLS AND SOME OF OUR MIDDLE SCHOOLS AS WELL. NOW, I'M PLEASED TO SHARE THAT THESE EFFORTS HAVE LED TO A SIGNIFICANT REDUCTION IN WEAPONS AND CONTRABAND. AS A DISTRICT, WE'VE STARTED TO IDENTIFY ADDITIONAL MIDDLE SCHOOLS FOR SECURITY ENHANCEMENT AND IMPLEMENTATION. THE MIDDLE SCHOOL SELECTED WILL BE, WILL NEED ADDITIONAL STAFF AS YOU ALL MAY KNOW, TO REALLY COMPENSATE FOR THE USE OF THE DEVICES THAT WERE IN THE PROCESS OF, OF ASSESSING AND UTILIZING OUR FOCUS ON THE NEW BUILDINGS WILL BE WILL BE AI BASED, WHICH IS A LITTLE BIT DIFFERENT THAN THE CURRENT SECURITY ENHANCEMENTS THAT WE HAVE IN OUR BUILDINGS AND OUR CAPITAL PROJECTS TEAM IS LEADING THAT PARTICULAR EFFORT. ADDITIONALLY, WE'RE ALSO UPGRADING OUR ALARM AND SURVEILLANCE SYSTEMS AND ENHANCING OUR THREAT ASSESSMENT RESPONSE WITH OUR COUNTY AND LAW ENFORCEMENT PARTNERS. ALSO, WE'RE IMPLEMENTING THE INTERNAL TRACKING AND NOTIFICATION SYSTEM TO ENSURE THAT A SWIFT COORDINATION OF RESPONSES AND EMERGENCY HAPPENS ON A CONSISTENT BASIS, AS WELL. NOW, TO REALLY MAINTAIN THE PREPAREDNESS AND CONDUCT QUARTERLY SAFETY DRILLS COVERING SCENARIOS LIKE ACTIVE SHOOTERS, LOCKDOWNS, BUSSES, EVACUATIONS, FIRES AND SEVERE WEATHER ACROSS THE DISTRICT CONTINUES TO HAPPEN AND BE PRACTICED, PLEASE REMAIN VIGILANT AND REPORT SUSPICIOUS ACTIVITIES, IS REALLY THE MESSAGE THAT WE'RE SENDING TO MANY OF OUR PATRONS, OUR STUDENTS, TO MAKE SURE THAT THEY REPORT ANY ANONYMOUS THREATS THAT THEY SEE THROUGH OUR SAFE SCHOOL TIPS LINE, AND DIRECTLY TO SCHOOL STAFF AND OR POLICE. NOW BEYOND SCHOOL GROUNDS, WE'RE COMMITTED TO PEDESTRIAN SAFETY AS WELL. WE'VE ADDED A SAFE PASSAGE COORDINATOR. AS MANY OF YOU MAY KNOW, WHO WORKS WITH THE COUNTY CROSSING GUARD UNIT AND COMMUNITY PARTNERS TO ENSURE STUDENTS TRAVEL SAFELY TO AND FROM SCHOOL ON FOOT. PLEASE BE ASSURED THAT WE WILL CONTINUE TO EVALUATE OUR SECURITY MEASURES, ADOPT PRACTICES, AND MAKE ONGOING IMPROVEMENTS TO ENSURE THAT THE SAFETY OF OUR STUDENTS AND STAFF IS A1. NOW. IN REFERENCE TO LITERACY UPDATES, AS WE KNOW, THERE'S BEEN QUITE A BIT OF CONVERSATION AROUND LITERACY. I'D LIKE TO PASS IT TO OUR CHIEF ACADEMIC OFFICER, DOCTOR, DOCTOR JUDITH WHITE TO SHARE A LITTLE BIT HERE IN REFERENCE TO OUR LITERACY LITERACY INITIATIVE. DOCTOR WHITE. HELLO. SO I'M HERE TO PROVIDE AN UPDATE AROUND THE LITERACY PLAN, OF WHICH WE WERE ALL CONCERNED ABOUT WHEN IT FIRST CAME OUT, I'M HAPPY TO SAY THAT LAST WEEK THEY HAVE RELEASED A THIRD VERSION. SO WITH ALL OF THE FEEDBACK YOUR COMMUNITIES WERE PROVIDING FEEDBACK. OUR SCHOOL DISTRICT AND OTHER LEAS AROUND THE STATE PROVIDED FEEDBACK, AND IT'S BEEN HEARD. SO THERE ARE SEVERAL NEW BOARD MEMBERS AT THE STATE LEVEL, AND THEY WANT TO GIVE THEM AN OPPORTUNITY TO GO THROUGH THE PLAN AND SO THAT PLAN WILL NOT BE LOOKED AT AND VOTED ON UNTIL OCTOBER. WHAT I CAN TELL YOU, THOUGH, IT'S MOVED FROM A DEFICIT MODEL TO A GROWTH MODEL AROUND HOW WE DISCUSS STUDENTS, I ALSO WANT TO SAY THAT WE OURSELVES HAVE TO MOVE AWAY FROM SAYING IT'S A RETENTION PLAN, OR IT'S A THIRD GRADE PLAN. THE REALITY IS, IT'S A PRE-K THROUGH THIRD GRADE PLAN WHERE WE NEED TO MAKE SURE THAT AS A DISTRICT, WE'RE FOCUSED ON WHAT WE'RE DOING WITH OUR YOUNGEST LEARNERS TO ENSURE THAT BY THE TIME THEY GET TO THIRD GRADE THAT THEY ARE READY, IT ALSO WILL LOOK AND SUPPORT MTSS, WHICH WE HAVE ALREADY STARTED DOING HERE IN OUR DISTRICT, SO WE'RE EXCITED ABOUT THAT. IT ALSO FOCUSES ON MORE ENGAGEMENT WITH OUR COMMUNITY AND OUR FAMILIES, HAVING PARENTS AT THE TABLE TO HAVE THOSE CONVERSATIONS. AND THEN IT ALSO LOOKS AT WHAT ARE THE SUPPORTS THAT WE WOULD GIVE TO STUDENTS IF WE GET TO A PLACE WHERE THEY'RE NOT READY. THE BIGGEST THING THAT I THINK THAT IT DOES FOR US IS IT TALKS ABOUT NOW ALL STUDENTS FOR US. WHEN YOU TALK ABOUT OUR MULTILINGUAL LEARNERS AND OUR SPECIAL EDUCATION STUDENTS, THE VERY FIRST DRAFT DID NOT MENTION THEM. SO WHEN YOU THOUGHT ABOUT THAT THIRD GRADE RETENTION, IT NOW TALKS ABOUT THE GROWTH. IT TALKS ABOUT STUDENTS BEING ABLE TO TEST OUT ON OTHER ASSESSMENTS. SO I'M EXCITED ON WHERE IT'S HEADED, WHAT I WILL SAY TO YOU IS THAT I WILL NOT BE ABLE TO TALK ABOUT THE BARRIERS UNTIL IT IS FINALLY ADOPTED. AND WHEN I SAY BARRIERS, NOT BECAUSE OF THE INTENT, BUT BARRIERS AROUND WHAT IT COULD MEAN FOR US, FOR STAFFING, FOR FINANCIAL OBLIGATIONS, FOR MOVING THINGS AROUND, HOW THE WORK WOULD LOOK UNTIL IT'S FINALLY APPROVED. AND I CAN OVERLAY THAT WORK TO WHAT WE'RE CURRENTLY DOING, IDENTIFY GAPS, AND COME BACK TO YOU WITH RECOMMENDATIONS ON HOW WE'RE GOING TO MOVE FORWARD. THANK YOU, DOCTOR WHITE. I'D LIKE TO TRANSITION TO T-26 IN REFERENCE TO OUR STRATEGIC PLANNING. OF COURSE, THE TRANSFORMATION 2026 PLAN IS REALLY PGC'S ROADMAP OF SORTS OF ACHIEVING EXCELLENCE AND ENSURING SUCCESS FOR EVERY

[00:50:01]

STUDENT YOU SHOULD HAVE AT YOUR AT YOUR PODIUM. A COPY OF THIS TRIFOLD, WHICH IS KIND OF A NIFTY WAY TO REALLY SHARE EXACTLY WHAT WE'RE DOING. IT HIGHLIGHTS THE FOCUS OF THE 2425 SCHOOL YEAR, WHICH ALIGNS SPECIFICALLY WITH THE BLUEPRINT PLAN. THERE ARE AREAS THAT OUTLINE SPECIFIC PRIORITIES AS WELL, INCLUDING COLLEGE AND CAREER READINESS, MATH ACHIEVEMENT, CHRONIC ABSENTEEISM, CULTURAL RESPONSIVENESS, IMPROVED PHYSICAL ENVIRONMENTS, AND TRANSPORTATION, AND SAFE SCHOOLS OF OUR STUDENTS AND OUR STAFF.

NOW TRANSITIONING TO GRADE TASK FORCE, WHICH I'D LIKE TO JUST PROVIDE A SNAPSHOT OF A OF A UPDATE HERE THIS FALL, OF COURSE, WE WILL BE RECONVENING THE GRADE AND REPORTING TASK FORCE, THIS THIS COMMITTEE, OF COURSE, MET REGULARLY PRIOR TO LAST SCHOOL YEAR. NOW, LAST YEAR, MSDE SHARED ITS INTENTIONS OF ESTABLISHING A STATE POLICY GOING INTO EFFECT THIS SCHOOL YEAR. HOWEVER, THE LATER THEY LATER SHARED THAT THEY ARE ABANDONING THAT PARTICULAR EFFORT FOR NOW. SO THERE'S MORE TO COME. SPECIFICALLY ON IT. NOW, THE COMMITTEE WILL REVIEW THE EFFECTIVENESS OF OUR EXISTING POLICIES, AS WELL AS MAKE RECOMMENDATIONS FOR IMPROVEMENTS MOVING FORWARD. WE'LL CONTINUE TO KEEP THE BOARD OF EDUCATION UPDATED AS MORE INFORMATION COMES AVAILABLE, SPECIFICALLY AROUND THE TASK FORCE ON GRADING WORK NOW 2024 CPS CLIMATE AND CULTURE SURVEY. IT'S ABOUT THAT TIME OF THE YEAR. SO I'D LIKE TO INVITE, INVITE VANESSA WETHERINGTON AND RASHEEDA TYLER TO THE PODIUM BRIEFLY TO SHARE.

GOOD EVENING. SO WE'RE REALLY EXCITED TO LAUNCH OUR UPCOMING CLIMATE AND CULTURE SURVEY, AND WE WANTED TO SHARE WITH YOU ALL INFORMATION ABOUT THE SURVEY, THIS RIGHT HERE, YOU'LL SEE A FEW FACTS AGAIN THIS YEAR WE ARE PARTNERING WITH HANOVER RESEARCH TO CONDUCT THE SURVEY. IT'S OPEN FOR STAFF, STUDENTS AND FAMILIES FROM OCTOBER 1ST TO OCTOBER 31ST AND STUDENTS FROM FOURTH TO 12TH GRADE WILL COMPLETE THIS SURVEY IN THEIR SOCIAL STUDIES CLASS. WE'RE REALLY EXCITED THIS YEAR FOR THE FIRST TIME TO PILOT IT WITH OUR FOURTH AND FIFTH GRADERS. WE HAVE A LOT OF FEEDBACK WHERE SCHOOL STAFF AND PRINCIPALS AND ADMINISTRATORS WANT TO HEAR FROM THEIR YOUNGEST SCHOLARS AND JUST KNOW ABOUT THEIR EXPERIENCE IN SCHOOLS AND WITH CPS AND SOME OF THE THINGS THAT YOU'LL SEE ON THE SURVEY IS I FEEL MY CHILD OR MY CHILD OR I FEEL SAFE AT SCHOOL, STAFF IN MY BUILDING USE EFFECTIVE STRATEGIES TO TEACH STUDENTS WITH DISABILITIES AND OTHER ITEMS SUCH AS CPS PROVIDES OPPORTUNITIES FOR ME TO COLLABORATE WITH COLLEAGUES, AGAIN, LIKE SUPERINTENDENT HOWE SAID, OUR T26 GUIDES A LOT OF THE WORK THAT WE DO, AND OUR SURVEY IS USED TO MEASURE A LOT OF OUR CRITICAL SUCCESS INDICATORS, OUR SURVEY SEEKS TO UNDERSTAND THE PERSPECTIVES OF STUDENTS, STAFF AND FAMILIES DIRECTLY ALIGNED TO OUR T26 STRATEGIC PLAN AROUND EDUCATIONAL EXCELLENCE. EXCELLENCE AND EQUITY, WORKFORCE AND OPERATIONAL EXCELLENCE AND MENTAL HEALTH. HERE WE JUST WANTED TO SHOW YOU ALL SOME LONGITUDINAL DATA AND SOME RESPONSE RATES. YOU CAN SEE, LIKE WE SHARED LAST YEAR, OUR STUDENTS REALLY KNOCKED IT OUT OF THE PARK WITH RESPONDING. WE HAD ALMOST 19,000 STUDENTS, AROUND 5000 STAFF AND AROUND 5000 PARENTS, A HUGE INCREASE YEAR OVER YEAR. AND WE'RE HOPEFUL THAT THIS YEAR WE WILL WORK HARD TO HEAR FROM MORE OF OUR STAFF NEW THIS YEAR. SO THIS YEAR WE HEARD FROM A LOT OF STAKEHOLDERS AND THEY REQUESTED WE HAVE THREE UNIQUE SURVEYS. SO LAST YEAR WHERE THERE WAS A DROP DOWN AT THE TOP OF THE SURVEY AND STAKEHOLDERS HAD TO NAVIGATE TO THEIR PREFERRED LANGUAGE. THIS YEAR, THERE ARE THREE UNIQUE QR CODES AND THREE SURVEYS THAT WILL INITIATE IN THEIR LANGUAGE ENGLISH, SPANISH AND FRENCH. SO FAMILIES AND STAKEHOLDERS NO LONGER HAVE TO READ BE GREETED IN ENGLISH. THEY CAN BE GREETED WITH THE SURVEY ALSO IN SPANISH AND IN FRENCH. AND AGAIN, OUR FOURTH AND FIFTH GRADERS WILL ALSO TAKE THE SURVEY, AND WE WILL HAVE SOME IN-PERSON SURVEY ADMINISTRATION SUPPORT FOR SCHOOL EVENTS AND MEETINGS. WE'VE MET WITH OUR PCAC AND OUR PIECE AS WELL, JUST TO SHARE INFORMATION ABOUT THE SURVEY AND GET EVERYBODY EXCITED TO TAKE THE SURVEY THIS YEAR. WE WANT TO THANK BOTH SUPERINTENDENT HOUSE AND BOARD MEMBER LASALLE FRAZIER FOR RECORDING VIDEOS TO LAUNCH OUR SURVEY, BOARD MEMBER LASALLE FRAZIER RECORDED A SPANISH VERSION OF THE VIDEO. WE'RE NOT GOING TO PLAY IT TONIGHT, BUT THEY ARE BOTH AVAILABLE ON OUR YOUTUBE PAGE AS WELL AS STUDENTS

[00:55:04]

PERSPECTIVE OF LAST YEAR'S VIDEO. SO WE ENCOURAGE YOU TO TAKE A LOOK AT THOSE VIDEOS TO SHARE THEM WITH YOUR COMMUNITIES, BOTH IN ENGLISH AND IN SPANISH, AS WELL AS LOOK AT OUR STUDENTS PERSPECTIVES SO THAT YOU CAN BETTER UNDERSTAND HOW YOUR SCHOOLS AND YOUR COMMUNITIES FEEL ABOUT PJC, AND WHERE WE STILL HAVE A LITTLE BIT OF WORK TO DO. MATERIALS FOR THE LAUNCH. SO QUEUED UP FOR YOU ALL FOR YOUR FRIDAY UPDATE IS A COMMUNICATIONS TOOLKIT. IN THAT TOOLKIT, WE HAVE CRAFTED FOR YOU ALL, A SAMPLE EMAILS, NEWSLETTER, BIRD BLURBS, SOCIAL MEDIA POSTS, AND TEXT MESSAGE LANGUAGE SAMPLE EMAIL SIGNATURES THAT YOU ALL CAN USE TO CRAFT MESSAGES. YOU DO NOT HAVE TO USE THE MESSAGE, BUT IT'S A GOOD STARTING POINT SO THAT YOU CAN MESSAGE YOUR SCHOOL, FAMILIES, AND YOUR PARENTS AND YOUR COMMUNITIES ABOUT THE UPCOMING SURVEY. AND LASTLY, LIKE I SAID, NEXT STEPS FOR YOU ALL. WE'RE ASKING IF YOU ALL CAN ALSO UPDATE YOUR EMAIL SIGNATURES ON OCTOBER 1ST. IN THAT TOOLKIT, YOU'LL SEE A SIGNATURE LINE THAT YOU CAN JUST COPY AND PASTE. WE'RE ASKING THAT YOU USE THE TOOLKIT TO COORDINATE MESSAGES SO WE CAN HAVE A UNIFIED COMMUNICATION STRATEGY FOR THE CLIMATE AND CULTURE SURVEY TO SHARE THE VIDEOS WITH YOUR COMMUNITY MEMBERS AND POST IT ON YOUR SOCIAL MEDIA, WEB PAGES AND THINGS OF THAT NATURE. AND AS I SAID BEFORE, WE NEED YOUR HELP THIS YEAR. OUR GOAL IS TO GATHER FEEDBACK FROM 38,000 STAKEHOLDERS. AND AT LEAST 6000 STAFF MEMBERS. WE HEAR FROM A LOT OF OUR SCHOOL BASED STAFF, SO WE'RE REALLY ENCOURAGING ALL OF OUR OTHER STAFF ACROSS ALL OF OUR OTHER CENTRAL OFFICES AND BUS LOTS TO ALSO TAKE THE SURVEY THIS YEAR. THANK YOU VANESSA. WE DEARLY APPRECIATE YOU. AND I'D LIKE TO BEFORE I MOVE ON TO MY LAST PRESENTATION, WHICH WILL BE AN UPDATE AS WE'VE PROMISED, THE BOARD AROUND TRANSPORTATION ON A ON A QUARTERLY BASIS. I'D LIKE TO SHARE SOME SOME SPECIFIC DATES THAT I'D LIKE THE COMMUNITY AS WELL AS THE BOARD TO BE AWARE OF. ON OCTOBER THE 1ST, I WILL HOST OUR FIRST EMPLOYEE TOWN HALL. THAT WILL BE A TELE TOWN HALL. THE FEEDBACK IS EXTREMELY IMPORTANT AND HELPS GUIDE THE WORK. THAT NEXT DAY WILL HOST A DRIVING GREEN ACTION IN GCPS. IT'S A MEDIA EVENT TO SPOTLIGHT THE DISTRICT'S LEADERSHIP IN SUSTAINABILITY, INCLUDING NEW ELECTRIC SCHOOL BUSSES, NET ZERO SCHOOL BUILDINGS AND RENEWABLE ENERGY. THE MOST GREEN SCHOOLS QUITE FRANKLY, IN THE STATE OF MARYLAND. SOMETHING TO BE VERY PROUD OF AND A CONTINUING, RICH TRADITION IN REFERENCE TO BUILDING FACILITIES AS SUCH. NOW, ON OCTOBER THE 25TH. THIS MARKS THE DATE OF OUR PGCC HALL OF HALL OF FAME GALA, WHICH WE'RE EXCITED ABOUT. AN ANNUAL EVENT WHERE WE'LL HONOR DISTINGUISHED ALUMNI AND CELEBRATE THEIR CONTRIBUTIONS TO THIS TERRIFIC COMMUNITY. ON NOVEMBER THE 8TH, WE'LL HOST OUR SECOND LEGISLATIVE DAY AT ELLEN OCHOA MIDDLE SCHOOL. WE'RE REALLY EXCITED TO BRING OUR LEGISLATORS IN. OUR CHAIR HAS HAS ALREADY GOTTEN INTO THE SPIRIT OF MAKING THESE CONVERSATIONS HAPPEN. JUST EARLIER THIS WEEK, WE HAD KIND OF A PRE LEGISLATIVE MEETING THAT SHE LED AND DID A GREAT JOB. AND THEN FINALLY ON NOVEMBER THE 9TH, WE'LL HOLD OUR ANNUAL FAMILY INSTITUTE CONFERENCE AT OXON HILL HIGH SCHOOL. SO WITH THAT BEING SAID, I'D LIKE TO PASS IT OVER TO OUR CHIEF OF OPERATIONS, DOCTOR OSCAR COLEMAN, AND HE AND OUR DIRECTOR OF TRANSPORTATION WILL SHARE SOME OF OUR TRANSPORTATION UPDATES. DOCTOR COLEMAN. THANK YOU. SUPERINTENDENT HOUSE. SO GOOD EVENING, BOARD MEMBERS, PARENTS, GUARDIANS, STAFF MEMBERS AND MEMBERS OF THE COMMUNITY. AGAIN, MY NAME IS OSCAR COLEMAN. I HAVE THE PRIVILEGE OF SERVING AS THE CHIEF OPERATING OFFICER FOR PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS. THANK YOU FOR THIS OPPORTUNITY TO PROVIDE A BRIEF FIRST QUARTER UPDATE OF THE IMPLEMENTATION OF OUR TRANSPORTATION ACTION PLAN.

JOINING ME THIS EVENING TO DELIVER THIS INFORMATION IS THE DIRECTOR OF TRANSPORTATION AND CENTRAL GARAGE, MR. KAIBA BALDWIN, SENIOR ADVISOR, MR. LUIS MORALES AND SENIOR HUMAN RESOURCES PARTNER MR. CURTIS EUGENE. ALSO IN ATTENDANCE, VIRTUALLY TO RESPOND TO ANY QUESTIONS YOU MAY HAVE FOR HER IS MISS MARY DILLMAN, CHIEF OF CLIENT SERVICES FOR THE TRANSPORTATION CONSULTING FIRM FORMATIVE. THE TRANSPORTATION DEPARTMENT IS PLANNING TO PROVIDE AN UPDATE TO THE BOARD OF EDUCATION AND THE PUBLIC ON THE IMPLEMENTATION OF THE TRANSPORTATION ACTION PLAN ON A QUARTERLY BASIS THROUGHOUT THIS SCHOOL YEAR. IT'S NOT CAN YOU ADVANCE THE SLIDE? IT DOESN'T SEEM TO BE RESPONDING. THANK YOU SO MUCH. SO BASED ON AN AUDIT CONDUCTED BY FORMATIVE LAST SCHOOL YEAR, OUR TEAM HAS PRIORITIZED FIVE RECOMMENDATIONS

[01:00:04]

AIMED AT IMPROVING OUR TRANSPORTATION SYSTEM. THE RECOMMENDATIONS CURRENTLY BEING IMPLEMENTED ARE AS FOLLOWS. SCHOOL BELL TIMES HAVE BEEN ADJUSTED. BUS STOP LOCATIONS ARE MOVING. WE'RE AUDITING BUS STOPS IN THE NON-TRANSPORTATION NON TRANSPORTATION ZONE TO DETERMINE IF A BUS IS STILL NEEDED. WE ARE ENCOURAGING FAMILIES TO OPT OUT IF THEY DO NOT NEED TRANSPORTATION AND WE ARE WORKING TO IMPROVE CUSTOMER SERVICE THROUGH ENHANCED COMMUNICATION AND INCREASING THE FUNCTIONALITY OF THE STOP FINDER APP. NEXT SLIDE PLEASE. THE FIVE PRIORITIZED RECOMMENDATIONS WE ARE IMPLEMENTING REPRESENT PHASE ONE OF A MULTI-PHASE AND MULTI-YEAR IMPROVEMENT PROCESS FOR CONTEXT, OUR TRANSPORTATION SYSTEM IS ONE OF THE TEN LARGEST IN THE COUNTRY WITH OVER 85,000 STUDENT RIDERS, AND IT IS VERY COMPLEX. IN ADDITION, WE ARE STILL GRAPPLING WITH A PERSISTENT NATIONAL BUS STRIKE. DESPITE THESE CHALLENGES, OUR TEAM IS MAKING PROGRESS TOWARDS BUILDING A BETTER TRANSPORTATION SYSTEM. HOWEVER, WE KNOW THAT THERE IS STILL A LOT OF WORK TO BE DONE TO FULLY ADDRESS ALL AREAS OF CONCERN AND THIS IMPROVEMENT PROCESS. EVERY CHILD AND FAMILY MATTERS, AND WHILE WE ARE SEEING SIGNS OF PROGRESS, OUR WORK IS NOT DONE UNTIL EVERY FAMILY HAS SATISFACTORY BUS SERVICE. AT THIS TIME, I WILL TURN THE PRESENTATION OVER TO MR. MORALES FROM THE DIVISION OF COMMUNICATIONS. NEXT SLIDE PLEASE. NEXT SLIDE AFTER THAT. THANK YOU, THANK YOU, THANK YOU DOCTOR COLEMAN, GOOD EVENING, BOARD MEMBERS. I'D LIKE TO ACKNOWLEDGE THE FEEDBACK WE'VE HEARD HERE TONIGHT. AND NOTE THAT OUR REPORT FOCUSES ON DATA SPECIFIC TO SOCIAL MEDIA AND NEWS COVERAGE, WHERE WE SAW SOME BRIGHT SPOTS AROUND TRANSPORTATION CHANGES. SO IN THIS SLIDE HERE YOU CAN SEE SOME OF THE FEEDBACK WE RECEIVED ONLINE. THIS INCLUDED IMPROVED SENTIMENT. WE SAW FEWER MEDIA INQUIRIES. WE SAW SOME POSITIVE NEWS COVERAGE. AND OVERALL WHAT WE SAW WAS A THEME OF PROGRESS NOT PERFECTION. I DO WANT TO HIGHLIGHT THAT SOME OF THE COMMENTS WE WERE SEEING, AS A PART OF OUR DATA COLLECTION AROUND PUBLIC SENTIMENT, WAS SOME INCREASED ON TIME BUS ARRIVALS, IMPROVED ARRIVAL TIMES, IN SOME CASES FROM HOURS TO MINUTES, BETTER EXPERIENCES WITH THE STOP FINDER APP AND IMPROVED CUSTOMER SERVICE, WE SAW A MARKED DECREASES IN A LOT OF THE COVERAGE THAT IT INFLUENCED MORE POSITIVE COVERAGE ACROSS SEVERAL STATIONS, INCLUDING ABC SEVEN PRINT MEDIA, AS WELL. AND SO THIS WAS HOW WE THIS IS HOW WE INFORM OUR SUPPORT OF THE TRANSPORTATION DEPARTMENT WHEN IT COMES TO COMMUNICATIONS.

THANK YOU. WE'RE COMMITTED TO MONITORING THE PRIORITIZED RECOMMENDATIONS THROUGH THE KEY PERFORMANCE INDICATORS. THIS OBJECTIVE DATA METRICS ARE OUTLINED IN THE FIRST QUARTER.

DATA REPORT FROM THE FORMATIVE AND WILL BE SUMMARIZED IN THIS PRESENTATION. I'M GOING TO SKIP THIS SLIDE. ALL RIGHT. THANK YO. AS WE COMPARE THE TRANSPORTATION METRICS FROM OCTOBER 23RD TO SEPTEMBER 24TH. NEXT SLIDE PLEASE. YEP. THERE'S MORE. THERE'S SOME SEVERAL NOTEWORTHY DEVELOPMENTS, IN OUR SYSTEM, THE SEAT UTILIZATION JUMPED FROM 52.9% TO 65.4%. THAT'S A 12.5% INCREASE. THAT SHOWS OUR EFFORTS TO OPTIMIZE ROUTES AND MAXIMIZE VEHICLE USAGE ARE PAYING OFF THE NUMBER OF STUDENTS BEING TRANSPORTED WERE SLIGHTLY OFF, BUT WE'RE STILL ENROLLING. WE'VE ALSO WORKED ON CONSOLIDATING STOPS AND STREAMLINING OUR ROUTES. THE TOTAL NUMBER OF UNIQUE BUS STOPS HAS DECREASED FROM 13,882 TO 11,483. THAT'S A REDUCTION OF 1651 STOPS. STILL, WHERE WE'VE HAD A MINIMAL CHANGE IS THAT WALK TO STOP DISTANCE WHERE WE WERE AT 0.24 AND WE'RE STILL CONSISTENTLY AT THE 0.27 MILES. THE NUMBER OF ROUTES HAVE BEEN REDUCED SLIGHTLY FROM 1095 TO 1063. WHILE THIS CHANGE IS MINIMAL, THERE HAS BEEN SIGNIFICANT IMPROVEMENT IN THE BALANCING OF BUS ROUTES PER BUS LOT, AND AGAIN, THE BUILD TIME ADJUSTMENTS HERE HAVE SIGNIFICANTLY IMPROVED THE BALANCE OF BUS TRIPS REQUIRED PER TIER IN THE MORNING, WHERE WE'VE HAD BEEN ABLE TO REDUCE BY 315 TRIPS AND IN THE AFTERNOON BY 188. WHEN COMPARING THE OCTOBER 23RD TO SEPTEMBER 2024, THE NUMBER OF AVAILABLE BUS DRIVERS HAS DECREASED FROM THE 858 AVAILABLE IN OCTOBER 20TH 3 TO 847 AVAILABLE IN AUGUST 2024. NEXT SLIDE. OVER THE PAST YEAR,

[01:05:11]

WE'VE MADE SIGNIFICANT STRIDES IN IMPROVING BOTH THE SEAT UTILIZATION AND THE STOP CONSOLIDATION, RESULTING IN A MORE EFFICIENT AND EFFECTIVE TRANSPORTATION SYSTEM. STOP CONSOLIDATION WE'RE CONTINUING TO STREAMLINE THE ROUTES BY REDUCING THE NUMBER OF BUS STOPS ACROSS THE SYSTEM. AGAIN THAT REDUCTION OF 1651 STOPS REPRESENTS A FOCUSED EFFORT TO ELIMINATE UNNECESSARY STOPS, MAKING OUR ROUTES MORE DIRECT AND EFFICIENT. THE SEAT UTILIZATION OUR EFFORTS TO OPTIMIZE OUR BUS ROUTES HAVE LED TO AN INCREASE IN THE SEAT UTILIZATION. THE UTILIZATION HAS RISEN AGAIN FROM 52.9 TO 65.4%, WHICH IS A 12.5 IMPROVEMENT AGAIN. NOW 65% OF OUR SEATS ARE OCCUPIED ON A TYPICAL TRIP, MEANING THAT WE'RE TRANSPORTING MORE STUDENTS PER BUS AND MAKING BETTER USE OF OUR FLEET. AS OF SEPTEMBER 2024, APPROXIMATELY 7300 OF OUR FAMILIES HAVE OPTED OUT OF TRANSPORTATION. WHEN OUR FAMILIES OPT OUT, IT ENABLES US TO REFINE OUR BUS ROUTES AND FOCUS ON STUDENTS WHO ACTUALLY REQUIRE TRANSPORTATION. THIS REDUCTION IS NECESSARY FOR OUR STOPS AND INCLUSION OF STUDENTS WHO DO NOT NEED A SEAT ON THE BUS, AND ALLOWS US TO CONCENTRATE OUR RESOURCES ON THOSE THAT DO. AS A RESULT, THE BUSSES THAT ARE IN OPERATION NOW ARE CARRYING A HIGHER PERCENTAGE OF STUDENTS WHO NEED THE SERVICE, RATHER THAN RUNNING WITH EMPTY OR UNDERUTILIZED SEATS. THE AVERAGE TRIP DURATION HAS GONE FROM 17.2 TO 19.3 MILES. AN ADDITIONAL TWO MILES. AND WHAT THAT DOES IS INDICATES THAT THE PATHS HAVE LIKELY BEEN OPTIMIZED TO ALLOW EACH VEHICLE TO COVER MORE GROUND UNDER THE SAME TIME CONSTRAINTS. NEXT SLIDE, HERE WE'RE TALKING ABOUT THE EFFICIENCY ACCOMPLISHMENTS FOR THE BUILD TIME ALIGNMENT. AND JUST THAT OUR DISTRICT HAS REDUCED THE A M BALANCE TO ABOUT 315 TRIPS. AND WE REDUCED THE PM NEXT SLIDE BY 188 TRIPS. SO HAVING SUFFICIENT STAFF TO EFFICIENTLY OPERATE OUR TRANSPORTATION SYSTEM IS AN ONGOING CHALLENGE. FROM AUGUST TO SEPTEMBER OF THIS YEAR, THE NUMBER OF AVAILABLE DRIVERS HAS DECREASED FROM 861 TO 847. IN ADDITION, OVER THE SAME TIME PERIOD, THE NUMBER OF UNFILLED DRIVER POSITIONS HAS REMAINED OVER 200. THIS PERSISTS THIS PERSISTENT GAP IN STAFFING CREATES A RISK FOR OUR OVERALL TRANSPORTATION SYSTEMS PERFORMANCE. BECAUSE THESE VACANCIES TRANSLATE TO OPEN BUS ROUTES THAT DON'T HAVE AN ASSIGNED DRIVER. PUT SIMPLY, EACH OPEN ROUTE SHOULD BE ASSIGNED TO AN INDIVIDUAL BUS DRIVER. BECAUSE EACH BUS ROUTE CONSISTS OF A COMBINATION OF AM AND PM BUS TRIPS, THE TRANSPORTATION TEAM HAS WORKED TO REDUCE THE NUMBER OF OPEN TRIPS OR EXCUSE ME, OPEN ROUTES FROM 224. IN AUGUST OF THIS YEAR TO 186 THIS MONTH, BUT THERE IS STILL A SIGNIFICANT NUMBER OF OPEN ROUTES THAT ARE NOT COVERED TO MANAGE THIS GAP, TRANSPORTATION MUST DOUBLE UP BUS TRIP ASSIGNMENTS USING OUR AVAILABLE DRIVERS DURING THE FIRST AND SECOND TIME TIERS. THIS APPROACH, WHILE NECESSARY, RESULTS IN DELAYS IN SCHOOL ARRIVAL TIMES AS OUR CURRENT DRIVER POOL IS STRETCHED TO COVER THE VACANT ROUTES. I WILL NOW TURN THE PRESENTATION OVER TO MR. CURTIS EUGENE FROM HUMAN RESOURCES TO DISCUSS STAFFING IN GREATER DETAIL. NEXT SLIDE PLEASE. GOOD EVENING EVERYBODY. AS REFERENCED BY DOCTOR BALDWIN AND BY DIRECTOR BALDWIN, THE NUMBER OF AVAILABLE DRIVERS HAS SLIGHTLY DECLINED OVER THE PAST YEAR, BUT WE REMAIN COMMITTED TO ENSURING THAT WE HAVE THE STAFF NECESSARY TO SAFELY TRANSPORT OUR SCHOLARS IN A TIMELY MANNER. AS NOTED IN THE FORMATIVE REPORT, OUR RECRUITMENT EFFORTS WERE DIVERSE AND STRONG IN PREPARATION FOR THE PRESENT SCHOOL YEAR, WE PARTICIPATED IN OVER 40 RECRUITMENT EVENTS, 27 OF THEM, 27 OF THEM WERE IN PERSON, AND IT ALSO INCLUDED WEEKEND AND EVENING EVENTS IN ADDITION TO VIRTUAL. TO DATE, WE HAVE 92 AND 92 INDIVIDUALS THAT HAVE BEEN HIRED AS A CPS EMPLOYEE. OUR ARE CURRENTLY IN VARIOUS STAGES OF EMPLOYMENT FROM OUR CDL PREP CLASS TO PARTICIPATING IN OUR CDL BUS DRIVER TRAINING CLASS. 25

[01:10:06]

TRAINEES HAVE COMPLETED THE CDL BUS DRIVER TRAINING PROGRAM AND THUS CERTIFIED. THEY SUBSEQUENTLY TRANSITIONED TO A PERMANENT BUS DRIVER POSITION. THE REMAINING TRAINEES, UPON COMPLETION OF THEIR BUS DRIVER TRAINING PROGRAM, WILL BE ASSIGNED TO A ROUTE AND BEGIN DRIVING OUR SCHOLARS WITH THE LACK OF QUALIFIED CDL DRIVERS AND THE TRAINING REQUIRED FOR THE MAJORITY OF THE TRAINEES HIRED, WE RECOGNIZE THAT THE RECRUITMENT PERIOD HAD TO BE MODIFIED AND HAVE IMPLEMENTED A YEAR WIDE AND TARGETED MARKETING AND MESSAGING GEARED TOWARDS INDIVIDUALS THAT ARE INTERESTED IN PAID TRAINING TO BECOME SCHOOL BUS DRIVERS. WITH CPS, OUR RECRUITMENT OFFICE IN COLLABORATION WITH COMMUNICATIONS, HAVE INCORPORATED AN AGGRESSIVE RECRUITING STRATEGY WHICH NOT ONLY INCLUDES VARIOUS MEDIA AND RADIO BUYS, BUT ALSO MARKETING BILLBOARD PLACEMENTS AND LOCATIONS AT VARIOUS AREAS THROUGHOUT THE COUNTY. AS IT RELATES TO COMPENSATION, WE RECOGNIZE THE IMPORTANCE OF THA.

EFFECTIVE JULY 1ST, THEY WERE COMPENSATION ENHANCEMENTS OR INCREASES, WHICH INCLUDED THE HOURLY RATE FOR BUS DRIVERS INCREASING FROM 21, INCREASING TO 2198 UP TO 4323. AND WE ALSO INCREASED THE RATE OF PAY FOR TRAINEES AS AN INCREASE INCENTIVE FROM $15 TO $18 PER HOUR. GIVEN THE NATIONAL SHORTAGE OF BUS DRIVERS IN ATTENDANCE. PGCMLS ALSO ENHANCED A PLUS IN COMPENSATION INCENTIVE FOR TEN MONTH DRIVERS AND ATTENDANTS WHO TAKE ON EXTRA RUNS. ALL TEN MONTH DRIVERS IN ATTENDANCE, INCLUDING NON CDL DRIVERS WORKING AS ATTENDANTS, WILL BE PAID FOR EACH TRIP COVERED THAT IS NOT PART OF THEIR BID ROUTE. TO FURTHER MINIMIZE ECONOMIC BARRIERS, CANDIDATES DO NOT NEED TO PAY FOR FINGERPRINTING AND BACKGROUND CHECKS. THIS ALSO INCLUDES THE DOT OR DEPARTMENT OF TRANSPORTATION, PHYSICAL AND TB TESTS, AND THAT IS COMPLETED VIA A PARTNERSHIP WITH CONCENTRA. WE, WITH A CONSISTENT LOOK, FOCUS ON RECRUITMENT, WE RECOGNIZED THAT WE ALSO NEED TO PAY ATTENTION TO RETENTION OF OUR CURRENT DRIVERS. WHILE THERE HAVE BEEN TREMENDOUS EFFORTS, WE ARE COMMITTED TO REALIZING GREATER RESULTS AS WE STRIVE FOR CONTINUOUS PROGRESS IN STAFFING AND STAFF EFFICIENCIES. WHILE PARTNERING WITH OUR LABOR PARTNERS. AND I NOW RETURN THE PRESENTATION TO DOCTOR COLEMAN OR TO DIRECTOR BALDWIN. ALL RIGHT. THANK YOU, GENTLEMEN, FOR YOUR REPORT. AND, MADAM CHAIR, I BELIEVE WE JUST HAVE ONE MORE SECTION BEFORE WE BEFORE WE CLOSE OUT. MR. BALDWIN. ALL RIGHT. THANK YOU. SO, AS WE KNOW, WE ARE DEALING WITH OUR BUS DRIVER SHORTAGE, WE'VE TRIED TO BE PROACTIVE AND STEP UP OUR COMMUNICATION TO OUR FAMILIES FOR UPDATING FOR BUS STATUS. TO ACCOMPLISH THAT, WE'VE STATIONED PERSONNEL AT EACH BUS LOT AND THOSE PERSONNEL HELP FACILITATE THE COMMUNICATION FOR BUS SUBSTITUTION AND COMMUNICATING. THE BUS STATUS. THEY'RE USING OUR SCHOOL MESSENGER APP IN ADDITION TO OUR STOCK FINDER APP. THE NOTIFICATIONS REGARDING THE BUS CHANGES AND DELAYED ARRIVALS ARE BEING SENT VIA EMAIL, TEXT AND PHONE.

ADDITIONALLY, WE'RE UPDATING THE APP DAILY WITH THE LATEST BUS INFORMATION. THIS IS NEW DATA THAT WE'VE BEEN ABLE TO TRACK, AND RIGHT NOW I'M HAPPY THAT WE'RE WORKING. THIS IS BRAND NEW FOR OUR TEAM AND SOME OF THE PIECES THAT WE'RE MONITORING. WE HAVE A 90% 90, EXCUSE ME, 96% FILL RATE. SO THAT WHAT THAT MEANS TO THE PUBLIC WHEN YOU ARE UTILIZING THAT STOP FINDER APP, YOU SHOULD SEE A FOUR DIGIT BUS NUMBER AND A THREE DIGIT ROUTE THAT WASN'T ALWAYS IN PLACE.

LAST YEAR. AND SO THAT'S VERY IMPORTANT FOR ACCURATE TRACKING OF THE BUS. COMBINED WITH THE WORK AT THE BUS LOTS, COMBINED WITH OUR PARENTS, CREATING GEO ALERTS ALLOWS FOR THOSE REAL TIME PUSH NOTIFICATIONS WHEN THEIR CHILD'S BUS ENTERS THE DESIGNATED ALERT ZONE. NOW, ONE OF THE THINGS THAT BECAUSE THIS IS NEW PARENTS ARE STILL STILL SEE ERRORS FOR EXAMPLE, YOU MAY SEE NO VEHICLE LOCATION ON YOUR APP AT TIMES, AND ONE OF THE REASONS WHY THAT MAY OCCUR IS THAT THE BUS IS NOT MOVING. SO ONE THING IF THE BUS HASN'T MOVED IN FIVE MINUTES, YOU MAY GET THIS MESSAGE POPPED UP ON YOUR SCREEN. SO WE WILL IF THERE'S QUESTIONS ABOUT THAT PLEASE. WE DON'T WE DO WANT IT. AND WE WILL EXPLAIN IT TO YOU. TO FINALIZE THIS AND WHAT WE'RE LOOKING AT, WE STILL ARE LOOKING TO OUTREACH TO OUR COMMUNITY. WE WANT TO MAKE SURE THAT WHAT OUR MESSAGE IS CLEAR IS TRANSPARENT. SO OUR TEAM WILL BE VISITING OUR SCHOOL PTA MEETINGS. WE'VE STARTED DOING SOME OF THE BACK TO SCHOOL NIGHTS JUST SO THAT WE CAN GET OUT AND TALK AND SHARE WHAT THE OUR PATH AND OUR TRANSPARENCY OF IMPROVING THE SYSTEM. WE STILL NEED OUR PARENTS TO DO THREE THINGS. MAKE SURE THAT YOU ARE ACTIVATING YOUR PARENT VIEW ACCOUNT THAT ALLOWS US TO SEND YOU AN INVITATION TO DOWNLOAD THE STOP FINDER APP. AND ONCE YOU'VE DONE THAT, WE NEED YOU TO CREATE GEO ALERTS. FOLKS. WE HAVE SENT OUT OVER A THOUSAND INVITATIONS OUT

[01:15:07]

OF THOSE THOUSAND INVITATIONS, WE HAVE NOW. MY LAST REPORT TO BAFA, WE HAD 24,000 ACTIVE USER.

THESE ARE FOLKS THAT HAVE DOWNLOADED THE APP. AND SO YOU MAY SEE THE BUS MOVING, BUT YOU'RE NOT GETTING THOSE PUSH NOTIFICATIONS. SO OUT OF THAT 24,000 THAT HAVE DOWNLOADED THE APP, ONLY 6000 HAS ACTUALLY CREATED THE GEO ALERTS. SO THAT MEANS THOSE ARE JUST THOSE SMALL AMOUNT OF FAMILIES THAT ARE GETTING THOSE PUSH NOTIFICATIONS TO LET YOU KNOW WHERE THE BUS IS. SO WE DO NEED THAT HELP TO PUSH OUR PARENTS TO DO THAT AT THAT POINT. THANK YOU, MADAM CHAIR. THAT DOES CONCLUDE MY SUPERINTENDENT'S REPORT FOR THE EVENING. THANK YOU, SUPERINTENDENT HOUSE, I DO SEE ONE COLLEAGUE WHO DOES HAVE A QUESTION. WE'LL GO TO MR. BRIGG.

THANK YOU SO MUCH. AND THANK YO. FIRST TO THE TRANSPORTATION TEAM FOR YOUR PRESENTATION, THIS EVENING, I DID WANT TO JUST QUICKLY GO THROUGH A FEW DIFFERENT SECTIONS. I WAS GOING TO START WITH STAFFING, BUT I'LL MOVE ON BECAUSE I DID WANT TO TALK ABOUT THE ENHANCED CUSTOMER SERVICE, I NOTICED THAT A LOT, A LOT HAS BEEN DONE TO ADDRESS THE STOP FINDER APP IN THE PRESENTATION THAT YOU ALL GAVE, AND I WANT TO MENTION THAT PGCB HAS GIVEN A SHOUT OUT, WAS GIVEN A SHOUT OUT BY THE GREENVILLE CITY COUNCIL MEMBERS WHO SHARED THAT THEY THINK THAT THE APP IS IN SOME WAY BENEFITING AT LEAST ONE OF THE MEMBERS THAT WAS ON THE CITY COUNCIL, WITH THAT SAID, ONE OF THE CUSTOMER SERVICE PIECES IS TECHNICAL ASSISTANCE. WHENEVER THERE ARE ISSUES IN REAL TIME, THERE IS AN ISSUE WITH GETTING A CALL BACK, TO ADDRESS ANY OF THOSE CONCERNS. AND I THINK WE HEARD SOME OF THAT TESTIMONY THIS EVENING, IN ANY OF THE PHASES OF PLANNING, WILL THERE BE A FOCUS ON BOLSTERING STAFF OR TECHNOLOGY THAT CAN FIELD CALLS? BECAUSE I DIDN'T SEE THAT IN THE PLAN. SO RIGHT NOW, EXCUSE ME. SO RIGHT NOW, THE TRES SYSTEM, AS WELL AS PHONE CALLS, WE HAVE SOMEONE THAT MONITORS THAT DAILY. WE'VE HAD, OF COURSE, AN INCREASED USE, OF REQUESTS. A LOT OF FOLKS ARE WAITING TO GET THE INVITATION. AND PART OF THAT TRAINING IS SENDING INVITATIONS OUT AND RIGHT NOW IT'S GOING TO BE PRIMARILY BY PHONE AND BY TRUCK TO BE ABLE TO PROVIDE THAT SUPPORT, NOT NECESSARILY ON DEMAND, BUT WE WILL FOLLOW UP ONCE WE GET THE MESSAGES. I SEE. OKAY, AND THEN I WANTED TO GO TO SEAT UTILIZATION AND STOP CONSOLIDATION. SO I NOTICED THAT YOU MENTIONED THAT 161,650 BUS STOPS HAVE BEEN REMOVED FROM THE SYSTEM, BUT THAT OVER 1000 STOPS HAVE BEEN ADDED SINCE AUGUST OF 2024. SO I JUST WANT TO KNOW THAT THAT'S A SIGNIFICANT NUMBER OF STOPS THAT WERE ADDED IN A MONTH, HOW IS THIS NOW GOING TO IMPACT STOPS AND BUS DRIVER EFFICIENCY? HOW DOES THIS IMPACT SEAT UTILIZATION, ESPECIALLY WITH THE TRIP DURATION INCREASING TO 66 MINUTES, UP FROM THE 63 MINUTES IN AUGUST 2024, WHICH IS NOW FOUR MINUTES LONGER. BUT WE APPARENTLY HAVE MORE STOPS. SO I JUST WANT TO KNOW WHAT'S WHAT DOES THAT LOOK LIKE? SO WITH THAT, WITH THAT THOUSAND STOPS, THAT'S A DUPLICATE. WELL, A COMBINED BETWEEN AM AND PM AND THAT IS ADDITIONALLY WITH NEW STUDENTS ENROLLING, NOT ALL STUDENTS FALL IN LINE WITH WHAT OUR CURRENT STOP BOUNDARIES. SO THAT IS THAT WAS TO BE EXPECTED. RIGHT NOW WE ARE STILL IN THAT OBSERVATION PHASE AS WE FINDING OR FINDING OUT WHAT STUDENTS ARE ACTUALLY GETTING ON AT, WHAT STOPS ARE NOT STOPS, SO THAT WE CAN MINIMIZE THAT, THE INCREASE IN THE MILEAGE ALSO IS BECAUSE WE'RE ABLE TO DO MORE WITH LESS.

THAT MEANS WE HAVE MORE STUDENTS RIDING THAT BUS IF THEY'RE GOING FURTHER. SO THAT INCREASES THAT UTILIZATION, THAT SEAT UTILIZATION. BUT IT ALSO IT PRESENTS THAT IMAGE THAT WE'RE DOING MORE WITH LESS. THANK YOU, I DID FORGET TO REMIND BOARD MEMBERS AS WE CONTINUE, WE HAVE A COUPLE MORE HERE. IS THAT OUR 2.5 MINUTE TIME IS REVISED TO YOUR QUESTION. AND YOUR ANSWER.

WE'RE GOING TO GO TO BRANDON JACKSON NEXT. AND THEN BOARD MEMBER DOCTOR KENNETH HARRIS.

ALL RIGHT I WAS TRYING TO FINISH MY QUESTION, SO ALL RIGHT, SO MY FIRST MY FIRST COMMENT, I GUESS, IS THAT I UNDERSTAND THAT THIS IS A HERCULEAN EFFORT. AND SO MY HAT GOES OFF TO YOU FOR TRYING TO SOLVE AN ISSUE THAT HAS PLAGUED PRINCE GEORGE'S COUNTY FOR QUITE SOME TIME, AND ALSO, I'VE SAID THIS AT NAUSEAM ABOUT THE KPIS, THE KEY PERFORMANCE INDICATORS, I'M GLAD TO SEE MORE STRUCTURE AROUND HOW WE'RE PERFORMING, AND THAT GIVES US AS SCHOOL BOARD MEMBERS AND ALSO AS CONSTITUENTS, A LITTLE BIT MORE VISIBILITY ON HOW WE'RE PROGRESSING, ALSO, I WANTED TO SAY, AS WE WORK THROUGH OUR TRANSPORTATION PLAN AS A WHOLE, IT STILL APPEARS THAT CUSTOMER

[01:20:01]

SERVICE IS SOMETHING THAT WE'RE STILL STRUGGLING AT. AND I WANT TO KNOW, IS THERE ANY KEY PERFORMANCE INDICATORS, AROUND CUSTOMER SERVICE, HOW WE'RE DOING FROM MONTH TO MONTH, AS FAR AS, LIKE ANSWERING CALLS ABOUT THE HAPPINESS OF, OUR CUSTOMERS, WHICH IS OUR CONSTITUENTS. WE'VE HEARD FROM SEVERAL OF THEM TONIGHT, ABOUT THE DISSATISFACTION THEY'VE HAD WITH THE CUSTOMER SERVICE AND RUNNERS. AND THEN ALSO, JUST FROM AN ACCOUNTABILITY STANDPOINT, I SAW ON THIS ON THE SLIDES THAT YOU SAID THE MEDIAN WAS 12.5%, WHICH IS VASTLY DIFFERENT FROM THE MEAN OR THE AVERAGE. SO THE MEDIAN IS LIKE RIGHT IN THE MIDDLE, AS YOU KNOW. SO I WANTED TO KNOW WHAT IS THE AVERAGE. AND ALSO, IS THE HIGHER OCCUPANCY OF THE BUSSES CAUSING MORE, LONGER RIDES FOR THE STUDENTS? THANK YOU. TO ADDRESS YOUR FIRST QUESTION, ENHANCED CUSTOMER SERVICE AND THOSE MEASURES, WE DO TRACK THE NUMBER OF HOURS, WE WERE UP TO BETWEEN AUGUST 12TH AND SEPTEMBER 17TH. WE HAVE RESOLVED OVER 1280, HOURS CONCERNS, AS FAR AS THE PHONE SYSTEMS WE'RE COLLECTING, THE NUMBER OF CALLS THAT WE RECEIVE, WE RECEIVED, UP TO 9400 CALLS IN A DAY. AND BY NO MEANS WE WERE ABLE TO ANSWER ALL 9400 CALLS. BUT WE ARE MEASURES IN TERMS OF TRACKING AND ACCESSIBILITY, OF BEING ABLE TO ANSWER AND HOW LONG THOSE CALLS ARE TAKING. TO RESOLVE OR THAT WERE TAKEN TO RESOLVE THEM. SO THAT IS AN INTERNAL PIECE THAT WE'RE WORKING ON. BUT I DO HAVE MEASURES THAT WE WILL BE MONITORING THROUGHOUT THE YEAR TO IMPROVE ON THAT. AS THE YEAR GOES ON, TO YOUR SECOND QUESTION, JUST ABOUT THE USE OF, OF THE UTILIZATION AND THE MEAN THAT SEAT UTILIZATION IS VERY IMPORTANT, BUT THAT'S STILL A PLANNED NUMBER, WE EVERYONE GETS A BUS STOP, AND WE GO THROUGH THIS PERIOD TO IDENTIFY WHO GETS WHO'S ACTUALLY RIDING FOR US TO BE ABLE TO CONSOLIDATE STOPS, BECAUSE ONCE WE SEE SOMEONE IS NOT RIDING, WE CAN CONSOLIDATE THAT STOP FREE UP DRIVERS TO WORK ON MORE OF THE OVERLOADED BUS ROUTES THAT WE HAVE. AND SO THAT'S KIND OF THE STAGE THAT WE'RE IN RIGHT NOW. THAT'S THE PROCESS. BUT HOPEFULLY WE'RE GOING TO DO SOME ACTUAL RIDERSHIP COUNTS TO IMPROVE ON THAT PROCESS AND MAKE THAT A LITTLE BIT MORE SMOOTHER IN THE FUTURE. BUT BOARD MEMBER JACKSON, CAN I ASK FOR YOUR OTHER THREE QUESTIONS THAT YOU HAD? IS IT POSSIBLE THAT HE CAN COME BACK FOR THE SECOND ROUND? IS THAT OKAY? DID YOU HAVE SECOND ROUND QUESTIONS AS WELL? ON TOP OF THAT ONE? THANK YOU. OKAY, I APPRECIATE THAT. THANK YOU SO MUCH, DOCTOR KENNETH HARRIS THANK YOU, CHAIR WALKER. AND THANK YOU FOR THE PRESENTATION, MR. BALDWIN AND DOCTOR COLEMAN AND THE REST OF THE TEAM. I'LL BE BRIEF. SO AND THIS IS ACTUALLY FOR DOCTOR ZUCKERMAN, BUT HOW OFTEN ARE WE ENGAGING WITH TRANSPONDER TO HOPEFULLY GET SOME OF THE FEEDBACK THAT WE'VE HEARD TIED INTO THE LOGIC OR THE BACK END OF STOP FUNDING? DO WE HAVE QUARTERLY MEETINGS WITH THEM? DO WE HAVE ANYTHING PLANNED TO MEET WITH THEM MOVING FORWARD? THANK YOU. THANKS FOR THE MICROPHONE. HE'S WORKING ON IT. GPS MEETS WEEKLY. OKAY. THE LONGER TERM DEVELOPMENT WORK IS NOT SOMETHING THAT'S GOING TO BE DONE ON A WEEKLY OR EVEN MONTHLY BASIS. THAT'S THAT'S A WE DON'T HAVE A TIMELINE ON THE LONGER TERM DEVELOPMENT WORK. SO OUR TEAM TRANSPORTATION, WE HAVE TECHNOLOGY STAFF ON THE CALL ARE CHECKING TO MAKE SURE THE FILES ARE TRANSFERRING PROPERLY. THERE'S A WHOLE OTHER STREAM OF WORK AROUND UPDATING TABLETS ON BUSSES THAT THAT ARE CONNECTED TO THE STOP FINDER APP, BUT THE DEEPER DEVELOPMENT WORK IS SOMETHING THEY'VE TAKEN AS OUR FEEDBACK. WE DON'T HAVE A TIMELINE ON IT YET THOUGH, RIGHT. THANK YOU. AND MY QUESTION WASN'T REALLY ABOUT HOW OFTEN WE'RE GETTING UPDATES OR PATCHES TO THE APP. IT'S REALLY JUST HOW OFTEN ARE THEY RECEIVING THAT FEEDBACK FROM THE SOFTWARE DEVELOPMENT LENS? I UNDERSTAND THAT THESE THINGS TAKE TIME TO IMPLEMENT, AND THEY HAVE, DOWNSTREAM IMPLICATIONS, IMPLICATIONS TO IT. SECOND QUESTION IS SUPERINTENDENT HOUSE LAST LAST MEETING WE DISCUSSED HOW, WE HAVE BEEN MARKING STUDENTS LATE WHEN THE BUSSES BRINGING THEM TO SCHOOL LATE. ONE ADDITIONAL LAYER TO THAT THAT I'D LIKE TO CONSIDER IS WHEN OUR FAMILIES THEN BECOME THE BUS OR THE TRANSPORTATION, AND THEY'RE STILL ARRIVING TO THE SCHOOL LATE, BUT BEFORE THE BUS. SOMETIMES THOSE STUDENTS ARE STILL BEING MARKED LATE, EVEN THOUGH THE PARENT SAID, OH, MY BUS IS 30 MINUTES LATE, I'M GOING TO TAKE MY STUDENT TO THE SCHOOL. BUT THEY'RE STILL GETTING THERE. AND SINCE THEY'RE NOT ARRIVING ON A BUS, THEY'RE MARKED LATE. AND SO I JUST WANT TO MAKE SURE THAT THAT'S GETTING DOWN TO THE PRINCIPAL LEVEL TO ENSURE THAT THAT'S NOT HAPPENING. WE'LL DEFINITELY TAKE THAT INTO CONSIDERATION. WE TOOK THE INITIAL FEEDBACK INTO CONSIDERATION AND MADE IT CLEAR WITH OUR ADMINISTRATORS AT THE SITE LEVEL TO NOT MARK STUDENTS LATE, BUT WE WILL REITERATE THAT, REGARDLESS OF WHETHER IT'S

[01:25:05]

A BUS OR A PARENT TRANSPORTING IN THOSE SITUATIONS. THANK YOU. APPRECIATE YOU. THAT'S MY TIME.

THANK YOU. SO MUCH, BOARD MEMBER ADAM STAFFORD. THANK YOU SO MUCH. AND SOME OF THESE QUESTIONS WE DISCUSSED AT OUR OPEN MEETING, BUT I WANTED TO BRING UP FOR A BROADER AUDIENCE, SO WE TALKED A BIT ABOUT, THE FACT THAT IN ORDER FOR A PARENT TO RECEIVE GEO ALERTS, THERE WERE SEVERAL STEPS THAT HAD TO HAPPEN PRIOR TO THAT. THEY NEED TO HAVE THEIR INFORMATION FROM SCHOOL. MAX, MOM MIGRATED OVER TO SYNERGY. THEIR SYNERGY EMAIL HAS TO BE IN CONNECTION FOR THEM TO THEN BE CONNECTED TO STARFINDER. AND THEN WITHIN STARFINDER THEY HAVE TO ACTUALLY SIGN UP FOR GEO ALERTS. AND SO I WAS HOPING MAYBE YOU COULD EXPOUND ON THE COMMUNICATION PLAN AND THE PUSH THAT WE'LL BE MAKING THIS FALL TO REALLY BRING FAMILIES INTO THE FOLD, BECAUSE THIS IS A MULTI-STEP PROCESS TO REALLY HAVE THAT LEVEL OF TRANSPARENCY THAT A LOT OF FAMILIES ARE ASKING FOR, AND THEN MY SECOND QUESTION, JUST IN TERMS OF FILLING THOSE 231 FULL TIME POSITIONS THAT WERE DOWN IN REGARDS TO BUS DRIVERS, YOU KNO, I'M, I'M WONDERING IF YOU COULD DISCUSS A LITTLE BIT ABOUT SOME OF OUR STRATEGIES TO REACH OUT TO, OUR MULTILINGUAL COMMUNITY, GIVEN SOME OF THE LAWS THAT WERE RECENTLY PASSED THAT WILL ALLOW FOR THE CDL TEST TO BE TAKEN IN OTHER LANGUAGES, AND SORT OF WHAT STRATEGIES WE'RE LEVERAGING TO REACH OUT TO OTHER COMMUNITIES. AND, I SAW THAT WE HAVE A TARGETED AD AND SOCIAL MEDIA CAMPAIGN, PERHAPS I'M WONDERING, HAVE WE EVER, YOU KNOW, DOUBLED BACK TO PEOPLE THAT APPLIED PREVIOUSLY, BUT MAYBE HAD, YOU KNOW, A SMALL ISSUE WHY THEY WEREN'T ABLE TO MAKE IT FULLY THROUGH AND PERHAPS THEY COULD, YOU KNOW, REAPPLY AGAIN. THANK YOU. SO MUCH. THANK YOU. IF I COULD JUST SPEAK TO THE FIRST PORTION OF THE QUESTION, SO CERTAINLY WE DO ACKNOWLEDGE THAT THERE'S A PROCESS, RIGHT, FOR PARENTS TO HAVE ACCESS TO ALL OF THE DIFFERENT TECHNOLOGY TOOLS, WHETHER IT BE SIGNING UP FOR PARENT VIEW, ENSURING THAT THEY'RE GETTING THE SCHOOL MESSENGER MESSAGES THROUGH THE EMAIL, TEXT MESSAGE, AS WELL AS SETTING UP THE STOP FINDER APP AND THE GEO ALERTS. SO WE'VE BEEN CONTINUING TO SHARE THAT MESSAGE THAT, THAT REQUEST CENTRALLY. BUT WE'RE LOOKING FORWARD TO WORKING WITH EACH OF OUR SCHOOL PARTNERS, THE PARENT ENGAGEMENT ASSISTANTS, THE SCHOOL PRINCIPALS AND ADMINISTRATIONS TO GET THE MESSAGE TO FAMILIES AND THE SUPPORT THAT THEY NEED WITH MANAGING THOSE MULTIPLE STEPS.

SO THAT'S THE NEXT STEP OF THE CAMPAIGN, IS TO WORK WITH EACH SCHOOL TEAM TO HELP SUPPORT THAT EFFORT. I'LL TURN IT TO DIRECTO, TO HR FOR THE SECOND PART. NO PROBLEM. THANK YOU SO MUCH FOR THAT QUESTION, AS IT RELATES TO WHAT WE DO IN TERMS OF WHAT INDIVIDUALS WE DO, CIRCLE BACK, WE LOOK AND SEE WHY INDIVIDUALS HAVE BEEN DECLINED FOR POSITION. AND ONE OF THE THINGS I CONSTANTLY SHARE WITH INDIVIDUALS AS BUS DRIVERS, THEY'RE CONSIDERED A SAFETY SENSITIVE ROLE, FROM THAT STANDPOINT. AND SO THE REQUIREMENTS TO BE A BUS DRIVER IS NOT SOMETHING THAT A LOT OF PEOPLE FOCUS ON. BUT THAT'S ONE OF THE REASONS WHY WE CURRENTLY HAVE A SHORTAGE IN TERMS OF YOU HAVE TO HAVE A CDL WITH A PASSENGER AND SCHOOL BUS ENDORSEMENT. SO EVEN IF YOU HAVE AN INDIVIDUAL THAT HAS A CDL, THEY MAY NOT BE ABLE TO GET THE ENDORSEMENTS. THEY'RE NOT ABLE TO DRIVE A BUS, IN TERMS OF THE AGE REQUIREMENT OF 21 YEARS, THEY MUST HAVE AT LEAST THREE YEARS OF EXPERIENCE. AND THERE ARE SEVERAL THINGS THAT THEY FALL UNDER IN TERMS OF KUMAR TRANSPORTATION, THE FEDERAL TRANSPORTATION CLEARINGHOUSE.

ALL OF THIS COMES INTO PLAY AS IT RELATES TO INDIVIDUALS AND THEIR ELIGIBILITY TO BE A BUS DRIVER. SO THAT'S WHY OFTENTIMES, THE INDIVIDUALS THAT TRANSITION INTO A BUS DRIVER POSITION ARE PEOPLE THAT WE ACTUALLY TRAIN. SOME OF THE THINGS WE'RE LOOKING TO DO AND EXPAND ON TO AS IT RELATES TO ADDITIONAL OUTREACH, IS WHAT WAS MENTIONED. REACHING OUT TO OUR PARENT ENGAGEMENT ASSISTANTS, BECAUSE THEY HAVE A FOOTHOLD IN THE COMMUNITY TO SEE HOW WE CAN REACH OUT TO THOSE INDIVIDUALS IN TERMS OF WHAT YOU WERE REFERRING TO ABOUT THE BILINGUAL TEST, THE TEST GIVING IN SPANISH, I THINK THAT WAS PASSED IN MARCH OF THIS YEAR, BUT THE TEST IS GIVEN IN SPANISH. BUT THE INDIVIDUALS THAT WORK WITH US, WHILE ENGLISH DOES NOT HAVE TO BE YOUR PRIMARY LANGUAGE, RIGHT, YOU DO NEED TO HAVE A LEVEL OF PROFICIENCY IN ENGLISH FROM THAT STANDPOINT. SO WHILE THAT'S BENEFICIAL IN TERMS OF BEING ABLE TO PASS THAT IN TERMS OF WORKING WITH US, YOU STILL NEED TO HAVE A LEVEL OF PROFICIENCY IN ENGLISH, BECAUSE AGAIN, IT DEPENDS ON WHAT BUS LOT YOU'RE GOING TO BE AT. AND IF THERE'S AN EMERGENCY SITUATION, WE NEED TO MAKE SURE THAT YOU'RE ABLE TO STILL COMMUNICATE BECAUSE WE ARE TALKING ABOUT OUR SCHOLARS THAT WE'RE TRANSPORTING, BUT THOSE ARE SOME OF THE THINGS THAT WE LOOK TO DO. ABSOLUTELY. AND IF I COULD JUST ADD, I MEAN, IF YOU HAVE TO HAVE THREE YEARS EXPERIENCE IN THE YOUNGEST AGE THAT YOU CAN APPLY AS 21, PERHAPS WE NEED TO LOOK INTO A GROW YOUR OWN PROGRAM WITHIN OUR SCHOOL SYSTEM AS SCHOLARS GRADUATE. IF THIS MIGHT BE SOMETHING THEY MAY BE INTERESTED IN, A CAREER OPPORTUNITY WITH BENEFITS WITH THE SCHOOL SYSTEM,

[01:30:04]

AND KIND OF PROVIDE THAT PATHWAY AS WELL. SO WE LOOK FORWARD TO THAT ANSWER ON THE SECOND ROUND, BECAUSE WE'LL COME BACK TO THAT ONE JUST SO YOU CAN GIVE A COMPREHENSIVE ANSWER TO THE AWESOME RECOMMENDATION THAT WAS MADE. THANK YOU SO MUCH, WE'RE GOING TO GO TO WE'LL MOVE FORWARD WITH OUR SECOND ROUND, AND WE'RE GOING TO. DID YOU HAVE A QUESTION 13 OKAY. YOU JUST CAME UP, MR. DJANGO DJANGO. OH, GOOD AFTERNOON. OH. GOOD EVENING. I'M SORRY, I JUST KIND OF HAD MORE OF A SUGGESTION IN A WAY, A LOT OF OUR, YOU KNOW, A LOT OF OUR STUDENTS, YOU KNOW, THEY'RE WITH US SINCE PRE-K, KINDERGARTEN, YOU KNOW, AND, YOU KNOW, PARENTS END UP LOSING, YOU KNOW, MAYBE ACCESS TO THEIR EMAILS OR THEIR NUMBERS THAT ARE OUTDATED. LIKE, I JUST FOUND OUT RECENTLY THAT MY PARENTS INFORMATION HAS BEEN OUTDATED. I WASN'T EVEN IN SCHOOL FINDER OR SCHOOL MESSENGER. SO, YOU KNOW, WE WANT OUR PARENTS TO, YOU KNOW, SIGN UP FOR A PARENT VIEW AND BE ABLE TO, YOU KNOW, MAKE SURE THEY HAVE ACCESS TO, SOFTWARES LIKE STOCK FINDER. YOU KNOW, PARENT VIEW, OF COURSE. AND THEN, YOU KNOW, ANY OTHER APPLICATIONS THAT MIGHT BE HELPFUL AS PARENTS. SO I WAS WONDERING IF THERE IS A WAY THAT, YOU KNOW, MAYBE AS A COUNTY WE'RE ABLE TO DO THAT. I GUESS YOU COULD SAY THAT CONTACT INFORMATION, IT DOESN'T HAVE TO BE EVERY YEAR. BUT LIKE, MAYBE EVERY ONCE EVERY FIVE YEARS AS THE STUDENT'S BEEN IN THE, IN THE SYSTEM, THEY'RE ABLE TO HAVE THAT CONTACT INFORMATION, UPDATED FORM WHERE THEY'RE ABLE TO UPDATE THEIR EMAILS BECAUSE SOMETIMES EVEN EMAILS GET MISTYPED. SO YEAH, WE MIGHT BE SENDING AN EMAIL TO FROM, FOR PARENTS TO JUST SIGN UP FOR PARENT VIEW, BUT THEN THEY'RE NOT RECEIVING IT BECAUSE THE EMAIL IS MISTYPED OR MIS, YOU KNOW, WRITTEN BECAUSE, YOU KNOW, MOST OF THE TIMES WE USE THE PAPER FOR LIKE BACK THEN, BUT MAYBE NOW, YOU KNOW, WE ALL USE COMPUTERS. SO STILL, IT MIGHT BE A LITTLE BIT BETTER NOW, BUT, I THINK THAT'S, YOU KNOW, SOMETHING THAT COULD BE REALLY HELPFUL FOR OUR PARENTS SO THAT THEY'RE ABLE TO STAY CONNECTED NOT JUST WITH THEIR SCHOOLS, BUT WITH US AS A DISTRICT. AND YEAH, THANK YOU. THANK YOU SO MUCH.

WE'RE GOING TO LOSE THE WORKOUT. YOU DON'T NEED TO RESPOND. WE'RE GOING TO MOVE TO OUR SECOND ROUND. I SEE, MR. BRIGGS. IT'S GOING TO BE FOLLOWED BY MR. JACKSON AND THEN THE ROUND BACK ON THE RECOMMENDATION FROM BOARD MEMBER ADAM STAFFORD. WE'LL START WITH MR. BRIGGS. THANK YOU SO MUCH, SO I DID WANT TO GO BACK TO STAFFING, AND I KNOW WE TALKED ABOUT STAFFING, AND I KNOW THAT PEOPLE HAVE HEARD THAT THERE'S A BUS DRIVER SHORTAGE, AND I WAS REALLY CURIOUS TO KNOW WHAT EXACTLY COULD BE SOME OF THOSE FACTORS. SO I LOOKED IT UP AND JUST WANT TO PUT THIS ON THE RECORD, WHICH IS AGE MAKEUP CAME UP, IT SAYS, FOR EXAMPLE, THE ECONOMIC POLICY INSTITUTE RELEASED A REPORT SHOWING THAT IN 2021, 72.6% OF STATE AND LOCAL GOVERNMENT SCHOOL BUS DRIVERS WERE AGED 50 AND OLDER COMPARED TO OTHER SIMILAR INDUSTRIES, THEY TALKED ABOUT STUDENT AND PARENT CONFRONTATIONS, IN THAT SAME STUDY, THEY TALKED ABOUT A RETURN TO IN-PERSON SCHOOLING AND BUS DRIVERS ALSO REPORTING INCREASED CONFRONTATIONS WITH STUDENTS AND PARENTS. AND THEN YOU ALL MENTIONED THE BUS DRIVER WAGES, WHICH I THINK AT THAT TIME, THE TYPICAL SCHOOL BUS DRIVER EARNED $20 AN HOUR IN 2022, WHICH IS 16.8% LESS THAN THE MEDIAN WAGE FOR ALL WORKERS IN THE ECONOMY, WHICH WAS $24, SO I DO WANT TO JUST SHOUT OUT THAT I THINK GETTING AND ACKNOWLEDGING THAT YOU HAVE MADE SOME CONSIDERABLE EFFORTS TO GET THE WAGE UP TO 21.98 AND 43 BETWEEN 21.98 AND 4323, WHICH IS ABOVE THE NATIONAL AVERAGE FOR 2024. AND ALSO IT'S ABOUT COMPARABLE TO $22 FOR MARYLAND, BUT STILL, THE DATA CONTINUES TO SHOW. AND AS YOU ALL MENTIONED, THAT WE HAVE A BUS DRIVER SHORTAGE BELOW PRE-PANDEMIC LEVELS. SO I JUST WANT TO SAY, AND MAYBE THIS IS SOMETHING FOR LATER TO SHARE WITH BOARD MEMBERS, WHAT WE CAN DO TO SUPPORT WITH ADVOCACY HERE, OR CHAMPIONING ANY POLICY INITIATIVES WHEN WE'RE TALKING TO, YOU KNOW, LEGISLATORS, WHEN WE'RE IN ANNAPOLIS, WHEN WE'RE TALKING TO COUNTY OFFICIALS, WHAT ARE THE THINGS THAT YOU ALL NEED AS FAR AS POLICY LEVERS THAT WE CAN SUPPORT WITH, AND WOULD LOVE FOR YOU TO SHARE THAT. AND THEN THE OTHER THING IS, THERE WAS A PRESENTATION ON COVERING OPEN ROUTES. SO I WANT TO RECOGNIZE THAT WHEN WE'RE TALKING ABOUT THIS, WE'RE TALKING ABOUT PEOPLE AND WE'RE TALKING ABOUT HUMANS. AND NOT MACHINES, AND SO I KNOW THAT YOU SHARED THAT IN ORDER TO COVER OPEN ROUTES, YOU'RE DOUBLING DRIVERS IN TIERS ONE AND TWO. I JUST WANT TO KNOW, IS THAT WORKING EFFICIENCY WISE? I KNOW IT'S LIKELY SOMETHING THAT HAS TO HAPPEN SINCE THERE ARE OPEN ROUTES, BUT IS THIS THE BEST SOLUTION? AND THEN WHEN I ASKED THIS, I'M ALSO THINKING ABOUT THE FACT THAT WE HAVE THE DRIVER SHORTAGE ISSUE AND WE HAVE BUS DRIVERS, YOU KNOW, COMING TO SCHOOL BOARD MEETINGS AND REALLY SAYING THAT THE CONDITIONS CAN BE BETTER. SO ARE WE ARE WORKING CONDITIONS BEING TAKEN INTO CONSIDERATION WHEN WE'RE MAKING THE DECISIONS TO HELP RETAIN DRIVERS AND NOT PUSH THEM AWAY FROM THE FIELD BECAUSE THEY'RE COVERING THESE EXTRA ROUTES. SO THANK YOU SO MUCH FOR THAT COMMENT, BECAUSE WE DEFINITELY ARE WORKING IN CONCERT WITH OUR UNION PARTNERS AROUND THE EXTRA STRAIN THAT IT REPRESENTS WHEN DRIVERS HAVE TO DOUBLE AND SOMETIMES TRIPLE ROUTES. AND SO

[01:35:07]

THAT IS AN ONGOING POINT THAT WE CONTINUE TO MONITOR WITH OUR UNION PARTNERS. THE PLUS END MEMO THAT ALLOWS DRIVERS TO BE COMPENSATED FOR THAT ADDITIONAL WORK WAS ONE DEMONSTRATION OF THE FACT THAT WE KNOW THAT IT'S ADDITIONAL WORK FOR THEM. AND I WOULD JUST LIKE TO POINT OUT THERE ARE INSTANCES WHERE THE DOUBLING, AND DOES WORK JUST BECAUSE OF THE, THE, THE LIMITATION OR THE LESS NUMBER OF STOPS THAT THEY'RE MAKING A LOT OF APARTMENT COMPLEXES WHERE THE BUS CAN GO PICK UP A FULL BUS LOAD, GO BACK TO THE SCHOOL AND STILL MANAGE TO GO BACK OUT AND MAKE IT BACK IN A DECENT TIME WHERE THE BUS IS STILL ON TIME. SO THERE ARE INSTANCES WHERE THAT WORKS. THANK YOU SO MUCH. BOARD MEMBER JACKSON. THANK YOU. I JUST WANTED TO GO BACK TO MY LAST QUESTION, AND I DEFINITELY I'M DEFINITELY ON YOUR SIDE, AND I WANT TO SEE OUR TRANSPORTATION PLAN SUCCEED, BUT I JUST WANT TO MAKE SURE THAT THE COMMUNITY ACTUALLY UNDERSTANDS THE NUMBERS THAT THEY'RE LOOKING AT, AND WHEN YOU SAY AN INCREASE, IN THE MEDIUM BY 12.5, 12.5%, I DON'T WANT US TO THINK THAT THAT MEANS THAT 12.5% ON AVERAGE, WHICH, YOU KNOW, IT COULD KIND OF BE MISLEADING, SO, THAT'S WHY I WOULD LIKE TO KNOW, I THINK A MORE IMPACTFUL STATISTIC WOULD BE IF WE KNOW THE MEAN OR THE AVERAGE, AND IF YOU DON'T HAVE THAT RIGHT OFF THE HAND, THAT'S THAT'S OKAY TOO. MAYBE WE CAN GET THAT, LATER BECAUSE THAT CAN GIVE US A LITTLE BIT MORE COLOR ON, YOU KNOW, EXACTLY WHAT WE'RE DEALING WITH, AND I THINK THAT AN INCREASE IN BUS UTILIZATION IN GENERAL IS GREAT, YOU KNOW, AND THAT'S, THAT'S DEFINITELY A FEATHER IN THE CAP. BUT I WANT TO KNOW THAT HAS THE INCREASE IN UTILIZATION ADDED TO THE LENGTH OF THE, THE RISE, OUR STUDENTS, OUR SCHOLARS, RISE HOME OR TO SCHOOL. THANK YOU. SO THAT IS THE EXTRA 2.1 MILES WHERE ON AVERAGE WE WERE AT 17, 17.2. AND NOW IT'S GOING TO 19.3. SO IT HAS INCREASED A LITTLE BIT, OVERALL. BUT BASED ON OUR REALITY, THE RISE OF LONGER BECAUSE WE HAVE A DRIVER SHORTAGE AND THIS GOES BACK TO THE DOUBLING, THE COMBINING AND SPLITTING. SO OUR TEAM MAY HAVE TO COMBINE TWO ROUTES INTO ONE. SO WHERE A TRIP WAS 15 MINUTES, NOW IT'S 30 MINUTES BECAUSE THEY PICKED UP AN ADDITIONAL ROUTE. A TRIP TO TAKE TO THAT SCHOOL. SO IN THIS INSTANCE WHERE WE ARE RIGHT NOW, THERE WILL BE EXTENDED RIDES. BUT ON THE THEORETICAL POINT, WE IT WOULD THEY MATCH WHAT WHAT WE'RE LOOKING FOR IN OUR PLAN. AND IF I COULD ADD TO THAT, IT'S IMPORTANT TO LOOK AT THE VARIABLES COLLECTIVELY AND NOT JUST ONE INDIVIDUALLY. SO THE BUS UTILIZATION HAS GONE UP. SO YES, THERE COULD THEORETICALLY BE MORE CHILDREN ON THE BUS AND A LONGER RIDE TIME. BUT WE'RE ALSO LOOKING AT REDUCING THE NUMBER OF BUS STOPS. AND SO THAT ALSO STREAMLINES THE EACH INDIVIDUAL BUS TRIP AND ALLOWS US TO HAVE MORE COVERAGE, MEANING DISTANCE ON AN AVERAGE OF TWO MILES LONGER, BUT ONLY FOUR MINUTES INCREASE IN RIDE TIME. THANK YOU SO MUCH, I DID WANT TO ROUND BACK TO BOARD MEMBER ADAM STAFFORD'S, RECOMMENDATION THAT SHE MADE. DID YOU WANT TO SAY IT ONE MORE TIME? SURE. SO FROM MY UNDERSTANDING, THE YOUNGEST AGE, SOMEONE CAN BECOME EMPLOYED AS A BUS DRIVER IS 21, YET THEY HAVE TO HAVE THREE YEARS EXPERIENCE. AND SO MY QUESTION IS HOW MIGHT WE, PERHAPS CONSIDER DEVELOPING A GROW YOUR OWN PROGRAM WITH INTERESTED STUDENTS AS THEY GRADUATE FROM OUR SCHOOL SYSTEM TO ENTER INTO A CAREER AS A BUS DRIVER WITH BENEFITS, WORKING WITH THE SCHOOL SYSTEM AND PROVIDING THEM WITH MAYBE SOME TYPE OF, TRAINING PROGRAM TO GET THEIR CDL AND BEGIN TO WORK WITHIN THE SYSTEM. SO THAT'S JUST AN IDEA, BUT I'D LOVE TO HEAR YOUR THOUGHTS ON THAT. I THINK THAT'S A GREAT SUGGESTION IN TERMS OF SOMETHING FOR US TO REALLY LOOK INTO. AND I GUESS THE 21 YEARS IS REALLY THE CRUX OF IT IN TERMS OF YOU HAVE TO BE AT LEAST 21, BUT THAT DOESN'T MEAN THEY CAN'T TRANSITION INTO OTHER POSITIONS WITHIN TRANSPORTATION. AS A SEGUE, AS AN ATTENDANT, AND THEN TRANSITION INTO LIKE A BUS DRIVER. SO THAT'S SOMETHING WE CAN DEFINITELY LOOK AT AND PARTNERING. YES, CERTAINLY YOUNG PEOPLE ARE DRIVING AMAZON TRUCKS. THEY'RE DRIVING OTHER, YOU KNOW, MAJOR VEHICLES. AND SO, YOU KNOW, IF THEY IF THEY DON'T START OFF AS A BUS DRIVER, PERHAPS THEY CAN WORK THEIR WAY UP TO THAT. SO WE CAN BUILD A PIPELINE FOR SURE. THANK YOU SO MUCH. THANK YOU. EXCELLENT. THANK YOU SO MUCH. SEEING NO

[01:40:01]

MORE LIGHTS, I WILL JUST ASK MY QUESTION, WHAT WORK IS BEING DONE WITH STOP FINDER? YOU THOUGHT IT WAS OVER? I KNOW I JUST HAVE ONE. WHAT WORK IS BEING DONE WITH STOP FINDER ON ENSURING THAT WE'RE NOT ONLY TRACKING THE BUSSES, BUT THERE'S FAR TOO MANY INSTANCES THAT ARE STILL THERE ABOUT NOT BEING ABLE TO SEE IT, ON THE APP. SO IF YOU COULD JUST TALK TO US ABOUT THAT, ESPECIALLY HEARING THE COMMENTS TONIGHT. AND I JUST KNOW THAT WE STILL SEE I FORGET WHAT THE LANGUAGE IS, BUT, YOU KNOW, THE ONE THAT'S, LIKE, NOT ABLE TO FIND IT. THANK YOU.

YEAH. SO WHAT'S IMPORTANT, WHAT WE'VE DONE TO MAKE SURE THAT THAT CONSISTENCY IS MAKING SURE THAT WE HAVE THE FOUR DIGIT BUS NUMBER, ALONG WITH THE THREE DIGIT ROUTE NUMBER IS DISPLAYED UNDER YOUR STUDENT CARD IN THAT APP. IF YOU DON'T SEE THAT FOUR DIGIT NUMBER, THEN YOU'RE NOT GOING TO SEE A BUS. AND I WANT YOU TO LET US KNOW, BECAUSE THAT'S THE EFFORT THAT WE'RE TAKING TO MAKE SURE THAT THAT'S DISPLAYED, THAT'S OUR INTERNAL PIECE THAT WE PUSH. IF YOU CAN SEE THE FOUR DIGIT BUS NUMBER AND THE THREE DIGIT ROUTE NUMBER, YOU SHOULD SEE THE BUS.

NOW, AGAIN, IF YOU GET A MESSAGE THAT SAYS NO VEHICLE LOCATION. YEAH, THAT'S IT. CHANCES ARE THAT BUS IS NOT MOVING THE APP TRACKS ACTIVE GPS POINTS. AND SO THERE'S A SETTING THAT IF THAT BUS IS SITTING FOR A CERTAIN AMOUNT OF TIME, IT'S NOT GOING TO TRANSMIT ANY DATA. SO THAT'S THAT MESSAGE THAT YOU SEE ACROSS THE SCREEN. IF NO VEHICLE LOCATION, IT'S JUST THAT BUS IS STILL. AND IF IT'S LONGER THAN FIVE MINUTES, PLEASE LET US KNOW BECAUSE THAT'S SOMETHING THAT WE WOULD WANT TO KNOW. ON ON MAKING SURE THAT WE'RE CONSISTENT ABOUT PROVIDING ACCURATE DATA. IN ADDITION TO THAT, IF I CAN, BOARD MEMBER WALKER, IS THAT WE'RE REALLY PUSHING THE COMMUNICATION, FOR EVERY BUS CHANGE, WE SHOULD GET A MESSAGE, WHETHER IT'S THROUGH THE STOP FINDER APP OR THROUGH SCHOOL MESSENGER, THAT THE BUS HAS BEEN DELAYED. IT'S BEEN CHANGED.

WE'RE DOUBLING, WE'RE SPLITTING. THAT'S THE PIECE THAT'S NEW THIS YEAR, AND THAT'S THE PIECE THAT WE'RE PUSHING OUR TEAM MEMBERS TO MAKE SURE THAT'S DONE IN AN ACCURATE MANNER. BECAUSE OUTSIDE OF THAT APP, WHAT'S HAPPENING, A LOT OF OUR PARENTS ARE JUST NOT CREATING THE GEO ALERTS. IT GOES BACK TO THE 24,000 THAT ACTUALLY HAVE DOWNLOADED THE APP. AND YOU CAN SEE THE DRIVE PATH. YOU CAN SEE YOUR STOPS, AND YOU CAN ACTUALLY SEE THE BUS WHEN IT'S ROLLING. BUT YOU WON'T GET A PUSH NOTIFICATION THAT LETS YOU KNOW THAT, HEY, THE BUS IS NEAR MY STOP. AND SO THAT'S OUR PUSH AND THAT'S THAT REQUEST THAT I, IF THERE'S ANYTHING WE CAN DO, THAT'S THE PUSH FOR OUR PARENTS IS TO CREATE THAT GEO ALERT. THANK YOU SO MUCH, BOARD MEMBERS, FOR ANY ADDITIONAL

[13. Reports of the Committees]

QUESTIONS, WE WILL PUT THEM THROUGH OUR TRACKER WITH OUR STAFF. THANK YOU, WE'RE GOING TO MOVE INTO THE REPORT OF THE COMMITTEES. THE CHAIR RECOGNIZES THE STANDING COMMITTEES FOR THEIR COMMITTEE HIGHLIGHTS. EACH MEMBER WILL HAVE 2.5 MINUTES TO PRESENT. WE'RE GOING TO KEEP TO OUR 2.5 MINUTES, BECAUSE THIS IS AN OVERVIEW. SO THAT OUR PUBLIC CAN RECOGNIZE THE STANDING COMMITTEES THAT WE DO HAVE, AND THEN WE'LL GO INTO OUR ALREADY PLANNED, TWO COMMITTEES THAT WE HAVE WITH REPORTS TONIGHT, PARENT AND COMMUNITY ADVISORY COUNCIL. THE CHAIR RECOGNIZES BOARD LIAISON, DOCTOR KENNETH HARRIS FOR 2.5 MINUTE REPORT. WONDERFUL. THANK YOU. CHAIR WALKER. SO THE PURPOSE OF THE PARENT AND COMMUNITY ADVISORY COUNCIL IS TO ADVISE THE SUPERINTENDENT AND BOARD OF EDUCATION, PROVIDING INSIGHT AND PRACTICAL ADVICE TO AID IN IMPLEMENTING SUSTAINABLE PRACTICES THROUGH PROACTIVE, STIMULATING, HIGH QUALITY CONVERSATIONS. UPDATES. TRANSPORTATION UPDATES. SAFETY AND SECURITY UPDATES. STUDENT INFORMATION SYSTEM UPDATES, SUSTAINABILITY AND RESILIENCY UPDATES AS WELL A TENTATIVE, NONBINDING WORK PLAN HAS BEEN ESTABLISHED, WHICH INCLUDES THE ANTICIPATED DATES FOR THE DISCUSSIONS OF EVERY THROUGHOUT THE SCHOOL YEAR. AND MADAM CHAIR, AT OUR LAST, AT TWO, MEETINGS AGO, WE PASSED A MOTION THAT I'D LIKE TO PRESENT TO THE BOARD, WHICH IS ON THE MAINTENANCE PLAN, AND SO I, I MOVE THAT THE ADMINISTRATION'S MAINTENANCE DEPARTMENT PROVIDE THE BOARD WITH AN AUDIT OF THEIR MAINTENANCE PROGRAM, INCLUSIVE OF COST DELIVERY AND QUALITY OF THE PROJECTS. AND THAT MOTION WAS ADOPTED AT OUR MEETING. KAREN STAFFORD IS THAT TO IS THAT TO PULL OUT FROM THE CONSENT AGENDA TO DISCUSS? I WASN'T SURE IF THAT WAS THE PLACE BECAUSE I WAS UNDER THE IMPRESSION THAT IT HAD TO COME AS PART OF THE COMMITTEE UPDATE. YEAH MAYBE ONE SECOND.

OKAY. THANK YOU. CHAIR ADAM STAFFORD, CAN YOU RESTATE THE MOTION? THANK YOU, I MOVE THAT THE ADMINISTRATION'S MAINTENANCE DEPARTMENT PROVIDE THE BOARD WITH AN AUDIT OF THEIR MAINTENANCE PROGRAM, INCLUSIVE OF COST DELIVERY AND QUALITY OF THEIR PROJECTS. AND THIS MOTION WAS ADOPTED TWO MEETINGS PREVIOUSLY. MISS ADELINE, PLEASE CALL THE ROLL. CAN YOU REPEAT THE MOTION, PLEASE? BOARD MEMBER ADAM, I MOVE THAT THE ADMINISTRATION'S MAINTENANCE DEPARTMENT PROVIDE THE BOARD WITH AN AUDIT OF THEIR MAINTENANCE PROGRAM, INCLUSIVE OF COST DELIVERY AND QUALITY OF PROJECTS. AND DID YOU HAVE A TIMING ON THAT JUST YET? WE WILL TAKE DISCUSSION, IN TERMS OF TIMELINE, WHEN IT WOULD BE COMPLETED OR THE AUDIT. YEAH, IT CAME OUT OF THE. YEAH, YEAH. SO I MEAN, I'M HOPING THAT THIS WOULD BE LIKE WITHIN THE NEXT, YOU KNOW, SIX MONTHS. IT MAY TAKE LONGER, BUT I THINK THAT THIS IS SOMETHING THAT, YOU KNOW, BASED ON WHAT WE'VE DISCUSSED IN BOFFA, THAT THE BOARD NEEDS TO LOOK AT.

EXCELLENT. LET'S OPEN THIS. THANK YOU VERY MUCH FOR THE CLARITY, WE'LL OPEN FOR DISCUSSION BEFORE WE TAKE THE ROLL CALL. SEEING NO HANDS. ARE THERE DISCUSSION. DID YOU HAVE DISCUSSION? THANK YOU. IS THERE ANY DISCUSSION? COLLEAGUES NO. I UNDERSTAND, THANK YOU SO MUCH, MISS ADLER. PLEASE TAKE THE ROL. I JUST WANT TO REALLY QUICKLY BEFORE WE TAKE THE ROLL, IF YOU CAN JUST RESTATE THE, THE MOTION WITH THE TIMELINE. SIX MONTHS, PLEASE, OF WHAT YOU HAVE DOWN.

DO YOU ALREADY HAVE? THE MOTION WAS THAT THE ADMINISTRATION'S MAINTENANCE DEPARTMENT PROVIDE THE BOARD WITH AN AUDIT OF THEIR MAINTENANCE PROGRAM, INCLUSIVE, INCLUSIVE OF COST, DELIVERY AND QUALITY OF THEIR PROJECTS WITHIN SIX MONTHS. IS THAT CLEAR TO THE ADMINISTRATION OR DID YOU HAVE ANY QUESTIONS? THANK YOU SO MUCH, MISS ADLER. PLEASE TAKE THE ROLL. JUST A QUICK POINT OF INFORMATION. IF I CAN, CHAD AND STAFFORD, I'M NOT. I DON'T RECALL WHAT TIMELINE WE SAID.

NO, BUT MAYBE WE JUST PULL IT. I YEAH, WE DIDN'T CLARIFY ONE, BUT BECAUSE CHAIR WALKER ASKED, I'M SAYING SIX MONTHS. I MEAN, IF YOU HAVE A SUGGESTION, I'M OPEN TO THAT BECAUSE WE IT WASN'T SPECIFIED DURING THE MEETING. SURE. YEAH. I'M THINKING OF SIX MONTH WINDOW DUE TO THE I MEAN, RIGHT NOW WE'RE PASSING THIS MAINTENANCE PLAN, BUT I'M THINKING IN PREPARATION FOR NEXT YEAR. SO THAT'S MY THAT WAS MY REASONING FOR SIX MONTHS IN ORDER TO DO A COMPREHENSIVE AUDIT. OKAY. WE RESOLVED IT, I, I DID I ASKED THEM IF THEY UNDERSTOOD AND IS IT A FEASIBLE REQUEST IN THAT TIMELINE? I'LL TELL YOU WHAT. WE'LL IF I CAN GET BACK WITH YOU AT LEAST BY TOMORROW, TO BE ABLE TO COLLABORATE, TO SEE WHAT IT WILL TAKE WITHOUT THE SPECIFICITY OF PARTICULARLY EXACTLY WHAT IT IS IN OPERATIONS, BECAUSE THERE'S SO MANY DIFFERENT FACETS TO OPERATIONS AS A WHOLE, WE MIGHT NEED A LITTLE BIT MORE CLARITY SPECIFICALLY AROUND THE WHAT.

YEAH, THIS IS SPECIFICALLY AROUND THE MAINTENANCE PLAN, SO WE WERE DISCUSSING ISSUES OF QUALITY ASSURANCE AND QUALITY CONTROL ON OUR MAJOR MAINTENANCE PROJECTS IN TERMS OF COST

[02:00:08]

COMPARISONS FOR PROJECTS THAT, YOU KNOW, ARE BACKLOGGED. UNDERSTANDING OUR SPECIFICALLY THE QUALITY OF THE PROJECTS. AND SO WE WERE TALKING SPECIFICALLY ABOUT, JUST GENERALLY WHEN A MAINTENANCE PROJECT IS DEPLOYED, YOU KNOW, HOW THAT IS FOLLOWED UP ON, YOU KNOW, WHAT ARE OUR PROCESSES THERE COMPARED TO THE COST THAT, THAT IT COSTS SPECIFICALLY FOR SOME OF OUR MOST COMMON MAINTENANCE ITEMS? AND UNDERSTANDING THAT FROM A LONGITUDINAL PERSPECTIVE OVER TIME, HOW THOSE COSTS HAVE EITHER SHIFTED OR CHANGED OR SO WE WERE ZONING SPECIFICALLY IN ON MAINTENANCE, AND THAT WAS THAT WAS WHAT CAME OUT OF THE MOTION. OKAY. WELL, I THINK THE 6 TO 8 MONTHS WOULD BE REASONABLE FROM FROM THAT STANDPOINT. THANK YOU FOR THAT RECOMMENDATION. OKAY. GREAT. 6 TO 8 MONTHS IS THE TIMELINE FOR THE FOR THE RECORD, MISS ADLER, PLEASE TAKE THE ROLL. THANK YOU. MRS. ADAM STAFFORD I MISS BUDDHA SCHROEDER. HI, MR. BRIGGS. HI, MRS. FRAZIER. HI, DOCTOR. HARRIS. AYE, MR. JACKSON. AYE MR. JANGO, I. DOCTOR MILLER, I MISS WALKER. I NOT IN THE AFFIRMATIVE. I'M SORRY. NOT IN THE AFFIRMATIVE MOTION. THANK YOU SO MUCH. WE'LL MOVE FORWARD WITH THAT PLAN IN 6 TO 8 MONTHS. IF WE CAN ADD IT TO THE TRACKER, THAT WILL BE REALLY HELPFUL. JUST FOR OVERALL VISIBILITY. THANK YOU. THANK YOU. DOES THAT CONCLUDE THE OPERATIONS BUDGETING? THANK YOU. SO MUCH. WE'LL MOVE FORWARD WITH POLICY AND GOVERNANCE COMMITTEE REPORT. THE CHAIR RECOGNIZES CHAIR JONATHAN BRIGGS FOR THE REPORT.

CHAIR RECOGNIZES MRS. SONIA WILLIAMS, FORMER VICE CHAIR OF THE BOARD OF EDUCATION, FOR HER PRESENTATION ON ENVIRONMENTAL EDUCATION PROGRAMING. THANK YOU, MISS WILLIAMS. GOOD EVENING.

GOOD EVENING. GOOD EVENING. I'M SO HAPPY TO BE HERE AGAIN IN THIS BUILDING, THANK YOU, MADAM CHAIR AND SUPERINTENDENT HOUSE FOR ALLOWING ME TO PRESENT TO YOU TONIGHT. AND I'M EXCITED TO BE HERE. I SPENT NINE YEARS HERE REPRESENTING THE DYNAMIC DISTRICT NINE, AND I SERVED AS

[02:10:01]

VICE CHAIR OF THE BOARD FOR MY LAST TWO YEARS ON THE BOARD. MY NAME IS SONIA WILLIAMS. I AM CURRENTLY THE PROGRAM MANAGER FOR THE CLEAN WATER PARTNERSHIP AT THE CORVIAS INFRASTRUCTURE SOLUTIONS. WE CONSTRUCT AND MAINTAIN STORMWATER MANAGEMENT DEVICES THROUGHOUT PRINCE GEORGE'S COUNTY IN PARTNERSHIP WITH THE PRINCE GEORGE'S COUNTY DEPARTMENT OF THE ENVIRONMENT.

THE PROGRAM THAT WE ARE IN PARTNERSHIP WITH THE DEPARTMENT OF ENVIRONMENT IS CALLED THE CLEAN WATER PARTNERSHIP. WHEN I WAS A MEMBER OF THE BOARD, I WAS ALWAYS AMAZED AT THE PROGRAMS THAT WE HAVE HERE FOR OUR STUDENTS. AND WHEN I LEFT THE BOARD, I WAS AMAZED TO SEE THAT WE DO THINGS THAT I DIDN'T KNOW ABOUT AT OUR BUILDINGS. SO FOR ME TO FIND OUT THAT WE ACTUALLY ARE IN PARTNERSHIP WITH THE DEPARTMENT OF ENVIRONMENT TO CONSTRUCT, STORMWATER MANAGEMENT DEVICES, AND WE BUILD OUTDOOR CLASSROOMS TO EDUCATE OUR STUDENTS ON HOW THOSE DEVICES WORK. I WAS LIKE, WHERE WAS I? SO I'M HERE TONIGHT TO MAKE SURE THAT MY PREVIOUS COLLEAGUES ARE AWARE OF THIS AMAZING PROGRAM. I'M JOINED HERE WITH MY COLLEAGUES FROM THE CLEAN WATER PARTNERSHIP, MR. ROLAND JONES, MISS MARY ROMAN AND MISS KENDRA BIERMAN. TONIGHT WE WILL SHARE INFORMATION WITH YOU ABOUT THE CLEAN WATER PARTNERSHIP, A PROGRAM THAT WE CALL THE TREAT AND TEACH PROGRAM. OUR STORMWATER MANAGEMENT DEVICES TREAT THE STORMWATER THAT LEAVES OUR SCHOOL BUILDINGS AND THEN OUR STUDENTS LEARN HOW THOSE DEVICES WORK. I WILL NOW ASK MR. JONES TO JOIN. JOIN ME HERE AT THE PODIUM TO INTRODUCE THE CORVIAS INFRASTRUCTURE SOLUTIONS AND THE CLEAN WATER PARTNERSHIP PROGRAM TO YOU, MR. JONES. GOOD EVENING. THANK YOU. SONIA, THE CLEAN WATER PARTNERSHIP IS THE WORLD'S FIRST COMMUNITY BASED PUBLIC PRIVATE PARTNERSHIP DEALING WITH STORMWATER MANAGEMENT. THE PARTNERSHIP REALLY COVERS THREE ASPECTS TO INCREASE THE WATER QUALITY AND QUANTITY WITHIN PRINCE GEORGE'S COUNTY. TO DEVELOP ECONOMIC DEVELOPMENT PROGRAMS TO ENSURE THAT BUSINESSES WITHIN PRINCE GEORGE'S COUNTY WOULD HAVE AN OPPORTUNITY TO PARTICIPATE IN THIS PROGRAM AND TO DO EDUCATION TO THE PUBLIC SCHOOL SYSTEM, WHICH IS WHAT WE'RE HERE TONIGHT REGARDING THE PROGRAM WAS CREATED IN 2014 BY ADAM ORTIZ, LARRY KAUFMAN AND MYSELF WITHIN THE PRINCE GEORGE'S COUNTY GOVERNMENT. WE HAD CORVIAS WHO IS OUR PRIVATE PARTNER, WAS THE PRIVATE PARTNER AT THAT POINT IN TIME THAT CAME IN AND BID ON THIS OPPORTUNITY TO ENSURE THAT WE COULD BE IN COMPLIANCE WITH THE REQUIREMENTS OF THE MARYLAND DEPARTMENT OF ENVIRONMENT. THE PROGRAM HAS MANAGED OVER $350 MILLION WITHIN PRINCE GEORGE'S COUNTY. WE HAVE A MENTOR PROTEGE PROGRAM, WHICH HELPS FIRMS WITHIN PRINCE GEORGE'S COUNTY DEVELOP SKILL SETS. BUT MOST IMPORTANTLY, BECAUSE OF THE PROGRAM, THEY NOT ONLY GO THROUGH A PROGRAM TO BE BETTER BUSINESS AND ENTREPRENEURS, THEY ACTUALLY HAVE AN OPPORTUNITY AT THE END OF THE PROGRAM, A MENTOR PROTEGE PROGRAM WITHOUT OPPORTUNITY OR SIMPLY WORDS ON PAPER. SO WE MADE SURE THAT INCORPORATED IN THIS PUBLIC PRIVATE PARTNERSHIP WOULD BE OPPORTUNITIES. 78% OF OUR SPEND IN THIS PROGRAM HAS GONE TO SMALL AND DIVERSE LOCAL BUSINESSES WITHIN PRINCE GEORGE'S COUNTY. THE OTHER ASPECT THAT WAS ALWAYS KEY WAS TO MAKE SURE THAT WE COULD EDUCATE PEOPLE TO THE VALUE AND THE BENEFIT THAT WE BROUGHT REGARDING WATER QUALITY AND WATER QUANTITY. SO THIS IS THE P3, THE CLEAN WATER PARTNERSHIP THAT WE WORK WITH. THE DEPARTMENT OF ENVIRONMENT AND ALSO THE DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION TO ENSURE THAT THE MOST PRECIOUS ELEMENT ON EARTH WATER IS GREAT WITHIN PRINCE GEORGE'S COUNTY. NOW I WILL BRING UP MARY ROMAN. IF I CAN ASK THE SLIDES TO GO FORWARD. YEAH, SORRY ABOUT THAT, SO THANK YOU FOR HAVING US HERE TONIGHT, SO TO GET, SONJA INTRODUCED THE PROGRAM TO GET A LITTLE BIT MORE SPECIFIC. IS IT GET CLOSER. OKAY, THE TREATING AND TEACHING PROGRAM IS PART AND CARRIED OUT THROUGH THE CLEAN WATER PARTNERSHIP. AS SONYA AND ROLAND HAD MENTIONED. SO I'M GOING TO TALK TO YOU A LITTLE BIT ABOUT WHAT TREATING AND TEACHING IS. SO TREATING FIRST IS CREATING A BEST MANAGEMENT PRACTICE. STORMWATER MANAGEMENT

[02:15:03]

PRACTICE, TO PROVIDE TREATMENT OF THE WATER, STORMWATER RUNOFF AND THE TEACHING PART IS BASICALLY TO EDUCATE THE STUDENTS ABOUT THAT BMP AND WHAT IT'S DOING FOR THE ENVIRONMENT.

SO KEEP GOING. AND IT WAS STARTED BACK IN 2016 AT PARKDALE WAS THE FIRST SCHOOL. SO THESE ARE TWO BMPS. I THINK IT WAS EISENHOWER MIDDLE SCHOOL. I FORGET I'M STEPPING IN FOR SOMEONE ELSE TONIGHT. THESE ARE TWO BEST MANAGEMENT PRACTICES. AND WHAT THESE DO IS THEY'RE REDUCING NITROGEN PHOSPHORUS, SEDIMENT. THIS IS WHAT THE PURPOSE OF A BEST MANAGEMENT PRACTICE IS. BUT WHAT'S INTERESTING BECAUSE THIS IS A PARTNERSHIP AGAIN WITH THE DEPARTMENT OF THE ENVIRONMENT, THESE BEST MANAGEMENT PRACTICES SERVE TO HELP PRINCE GEORGE'S COUNTY MEET THE REQUIREMENTS OF THE ENVIRONMENTAL PROTECTION AGENCY. RIGHT. SO WE'RE PROVIDING A BENEFIT TO THE COUNTY TO HELP THEM MEET THEIR PROGRAM GOALS. NEXT SLIDE PLEAS.

AND SO FAR, WE'VE PUT IN 62 BEST MANAGEMENT PRACTICES THROUGHOUT THE COUNTY. SO THAT'S THAT'S PRETTY GOOD. THAT'S PRETTY EXCITING. SO THIS IS REACHING OVER 40,000 STUDENTS. THESE ARE STUDENTS THAT SEE THESE BEST MANAGEMENT PRACTICES EVERY DAY WHEN THEY THEY SHOW UP AT THEIR SCHOOLS, BUT WHAT'S REALLY EXCITING IS THE NEXT SLIDE GOING INTO THE TEACHING IS AS PART OF THE BEST MANAGEMENT PRACTICES, WE'RE ALSO CONSTRUCTING OUTDOOR CLASSROOMS, THESE OUTDOOR CLASSROOMS CONTAIN SEVERAL ITEMS. THEY THEY THEY HAVE A PLACE TO STORE MATERIALS FOR.

THEY HAVE SEATING. THEY HAVE ADA ACCESS AND AVAILABILITY. AND THEY PROVIDE AN ENVIRONMENT FOR THE CHILDREN TO COME OUTSIDE AND TO BE PROVIDED EDUCATION ABOUT THE BEST MANAGEMENT PRACTICE.

AND KENDRA IS GOING TO COME UP HERE IN A MINUTE TO TALK A LITTLE BIT ABOUT THAT EDUCATION PIECE, SO NEXT SLIDE, PLEASE. THANK YOU FOR ALL YOUR FLIPPING, SO, SO FAR 39 CLASSROOMS HAVE BEEN INSTALLED. WE'RE TRYING TO GET CLOSER AND HAVE HAVE THE MORE MATCHUP BETWEEN THE BEST MANAGEMENT PRACTICES AND THE CLASSROOMS. BUT THIS IS QUITE A FEW. I WAS EXCITED TO GO TO ARDMORE ELEMENTARY SCHOOL, TO THEIR, THAT TO THEIR BEST MANAGEMENT PRACTICE. PLANTING EVENT AND RIBBON CUTTING AND VERY SOON ARDMORE ELEMENTARY WILL ALSO HAVE A CLASSROOM. SO THAT'S WHAT WE'RE TRYING TO DO IS CATCH UP TO HAVE BOTH. SO THE NEXT SLIDE PLEASE. AND MY LAST SLIDE IS, SO LAST YEAR WE DECIDED WE NEEDED TO MAKE SURE THAT WE WERE LOOKING, EQUITABLY ACROSS THE ENTIRE COUNTY AND MAKING SURE THAT WE HAD, KIND OF A CONSISTENT NUMBER OF CLASSROOMS AND BMPS, THROUGHOUT THE, THE NINE SCHOOL DISTRICTS. AND LOOKING AT THIS FACTOR. SO THIS IS REALLY HELPFUL, FOR US TO MAKE SURE THAT WE'RE FOCUSING THROUGHOUT THE COUNTY AND THE DIFFERENT SCHOOL DISTRICTS, AND WE'RE PRETTY EXCITED BECAUSE ALREADY NOW THIS YEAR, WE HAVE NINE SCHOOLS THAT WERE STARTING UP TO MOVE FORWARD WITH BMPS AND CLASSROOMS TO CONSTRUCT THOSE.

SO, WHICH IS ALSO EXCITING NOW TO HEAR KENDRA BIERMAN, MY COLLEAGUE, TALK ABOUT SOME OF THE EDUCATIONAL OUTREACH ACTIVITIES THAT HAVE OCCURRED THROUGH THE TREATING AND TEACHING PROGRAM. GOOD EVENING EVERYONE, MY NAME IS KENDRA BIERMAN. I'M THE DIRECTOR OF EDUCATION AND OUTREACH FOR THE ANACOSTIA WATERSHED SOCIETY, AND WE ARE ONE OF THE PARTNERS INVOLVED IN THIS PROJECT. AND WE ARE SPECIFICALLY FOCUSED ON THE TEACHING ELEMENTS AND THE EDUCATIONAL COMPONENTS. THANK YOU. SO MUCH, AS AN ORGANIZATIO, WE ARE FOCUSED ON PROTECTING AND RESTORING THE ANACOSTIA RIVER. AND ALSO CONNECTING STUDENTS TO OUR BEAUTIFUL NATURAL RESOURCE THAT IS THE RIVER AND SURROUNDING WATERSHED. THROUGH THIS PROGRAM, WE ARE SPECIFICALLY FOCUSED ON CONNECTING STUDENTS TO THOSE BEST MANAGEMENT PRACTICES AS WELL AS, TOOL TOOLKITS AND OPPORTUNITIES FOR TEACHERS TO ENGAGE WITH THEIR OUTDOOR CLASSROOMS, WHICH ARE BEING CREATED, SO WE REALLY DO AIM FOR STUDENTS, TEACHERS AND FACILITIES MANAGERS OF OUR SCHOOLS TO GAIN AN INCREASED UNDERSTANDING OF STORMWATER, STORMWATER RUNOFF AND THE THREATS THAT IT POSES TO LOCAL WATERWAYS, WATERWAYS ACROSS THE DISTRICT. AND THIS PROGRAM DOES INVOLVE BOTH BOTH PROFESSIONAL DEVELOPMENT OPPORTUNITIES FOR TEACHERS AS WELL AS STUDENT SPECIFIC OPPORTUNITIES TO LEARN ABOUT STORMWATER MITIGATION, AS WELL AS CLIMATE CHANGE. NEXT SLIDE PLEASE. SO OUR TEACHER PROFESSIONAL DEVELOPMENT, WE HAVE REALLY TWO CORE ELEMENTS. ONE, WE CALL OUR STORMWATER 101 SESSION. THIS IS A CONVENING OPPORTUNITY WHERE WE BRING ALL OF THE DIFFERENT PARTNERS OF THIS PROGRAM TOGETHER, AND THIS DURING THIS SESSION, THE TEACHERS GET AN OVERVIEW OF THE PROGRAM. BASICALLY ALL THE ELEMENTS FROM DESIGN OF THE BMP TO DESIGN OF THE CLASSROOM, AS WELL AS A TAKE HOME KIT OF LESSONS AND ACTIVITIES THAT THEY CAN BRING BACK TO THE CLASSROOM, FOCUSED ON STORMWATER MITIGATIO.

[02:20:01]

AND WHILE WE'RE OUT IN THIS SPACE, WE ALSO LIKE TO PROVIDE SOME GREAT OPPORTUNITIES TO GET A BROADER PICTURE OF THE IMPACTS OF THOSE BMPS BY GETTING GETTING TEACHERS OUT ONTO THE ANACOSTIA RIVER ITSELF FOR A BOAT TOUR WHENEVER POSSIBLE. BECAUSE AS AS THIS IS A PROGRAM TO RESTORE OUR SCHOOL SPACES AND REDUCE IMPACTS SUCH AS FLOODING, THE BMPS ALSO EFFECTIVELY HELP TO IMPROVE THE STORMWATER IMPACTS THAT WE SEE ACROSS THE ENTIRE ANACOSTIA WATERSHED. SO WE REALLY DO TRY TO DRAW THOSE BROADER CONNECTIONS. THE OTHER ELEMENT THAT WE INCLUDE HERE, AND I'M SORRY, BACK TO THE PREVIOUS SLIDE QUICKLY, THE OTHER ELEMENT THAT WE INCLUDE IS TRAINING SPECIFICALLY FOR THE OUTDOOR CLASSROOM SPACES, AND THAT TRAINING IS PROVIDED BY THE MARYLAND ASSOCIATION FOR ENVIRONMENTAL AND OUTDOOR EDUCATION. SO WE WORK, WE PARTNER WITH THEM SPECIFICALLY TO GO OUT TO EACH INDIVIDUAL SCHOOL THAT HAS RECENTLY RECEIVED AN OUTDOOR CLASSROOM TO REALLY GAIN THOSE BEST PRACTICES FOR HOW TO ENGAGE STUDENTS IN THE OUTDOOR WORLD. AND SPECIFICALLY IN THAT OUTDOOR CLASSROOM THAT'S BEEN CREATED.

NEXT SLIDE, PLEASE. ANOTHER ELEMENT, AND PERHAPS ONE OF OUR MOST CRUCIAL ELEMENTS IS STUDENT ENGAGEMENT, WE WORK TO NOT ONLY ENSURE THAT THE TEACHERS ARE PREPARED TO USE THESE ELEMENTS THAT ARE BEING PROVIDED IN THE SCHOOL SPACE, BUT ALSO THAT THE STUDENTS ARE EXPOSED TO REALLY CRUCIAL INFORMATION THAT CORRELATES TO THE IMPACT OF THOSE BMPS. AS WELL AS HOW THEY CAN USE THEIR OUTDOOR CLASSROOM SPACES. SO THE ANACOSTIA WATERSHED SOCIETY PROVIDES STORMWATER AND WATERSHED INTRO CLASSES FOR ALL OF THE NEW SCHOOLS THAT ARE BROUGHT INTO THE PROGRAM, WHERE OUR EDUCATORS ACTUALLY GO OUT TO THE SCHOOL, THE SCHOOLS THEMSELVES, AND PROVIDE HANDS ON ACTIVITIES WITH THE STUDENTS FOCUSED ON, YOU KNOW, WHAT IS STORMWATER, HOW DO WE BEST MITIGATE IT, AND WHAT DO THOSE BEST PRACTICES LOOK LIKE IN YOUR SCHOOL SPACE, AS WELL AS THE SURROUNDING WATERSHED? IN ADDITION, WE COORDINATE FIELD TRIP OPPORTUNITIES FOR STUDENTS ACROSS THE DISTRICT. THE ANACOSTIA WATERSHED SOCIETY IS JUST ONE OF THE FIELD TRIP PARTNERS THAT WE COORDINATE WIT. CHESAPEAKE. THE CHESAPEAKE BAY FOUNDATION IS ANOTHER EXAMPLE OF A PARTNERSHIP WHERE WE PROVIDE TRANSPORTATION AS WELL AS PROGRAM FEE COVERAGE FOR STUDENTS TO GO OUT AND REALLY GAIN MORE HANDS ON LEARNING OPPORTUNITIES IN THE REALM OF STORMWATER AND WATERSHED WATER. WATERSHED STEWARDSHIP AS WELL AS OPPORTUNITIES TO GAIN SKILLS TO BE PREPARED TO POTENTIALLY ENTER THE GREEN GREEN CAREERS PATHWAYS THAT WE REALLY DO WANT STUDENTS TO BECOME EXCITED ABOUT THROUGH THIS PROGRAMING, AND THIS IS A RELATIVELY NEW ELEMENT OF THE PROGRAM. LAST YEAR WE REALLY INTRODUCED ALL OF THESE FIELD TRIP OPPORTUNITIES WITH OUR ABILITY TO PROVIDE 36 FIELD TRIPS ACROSS THE DISTRICT, THIS UPCOMING SCHOOL YEAR, WE'RE HOPING TO EXPAND THAT TO 60 FIELD TRIPS. NEXT SLIDE PLEASE. ANOTHER ELEMENT OF THIS PROGRAM THAT WE SUPPORT IS THE STUDENT ENVIRONMENTAL ALLIANCE SUMMIT. THIS IS A SUMMIT THAT'S BEEN GOING ON FOR QUITE SOME TIME. AND IT'S COORDINATED BY THE SCHMIDT CENTER, THE WILLIAM S SCHMIDT ENVIRONMENTAL EDUCATION CENTER. AND THROUGH THIS PROGRAM WE WORK TO PROVIDE RESOURCES AS WELL AS HANDS ON OPPORTUNITIES SUCH AS BOAT TOURS. AGAIN, TO GET STUDENTS OUT IN, OUT ON THE RIVER AND REALLY UNDERSTANDING THE IMPACTS THAT WE HAVE ON A DAILY BASIS. THIS IS ALSO A SPACE WHERE STUDENTS ARE ABLE TO SHARE THE WORK THAT THEY ARE DOING IN THEIR OWN SCHOOLS, AND THEIR OWN LEADERSHIP WHEN IT COMES TO ENVIRONMENTAL STEWARDSHIP, AS THIS IS AN OPPORTUNITY THAT IS ALSO LED BY STUDENT LEADERS ACROSS THE MANY HIGH SCHOOLS THAT WE HAVE IN PRINCE GEORGE'S COUNTY. NEXT SLIDE. AND THEN THE OTHER REALLY CORE ELEMENT THAT WE PROVIDE IN THIS PROGRAM IS ADDITIONAL CLASSROOM SUPPORT. SO WE WANT THIS TO BE A CONTINUOUS PROCESS WHERE TEACHERS ARE GETTING EXCITED. STUDENTS ARE LEARNING MORE AND ALSO BECOMING INTERESTED IN THESE GREEN CAREER PATHWAYS LIKE I MENTIONED. AND SO WE WANT TO CONTINUE TO SUPPORT THOSE EFFORTS THROUGH MATERIALS AND SUPPLIES THAT CAN THEN THAT CAN THEN BE CONTINUOUSLY USED IN THE CLASSROOM SPACE. SO LAST YEAR, ONE OF THE THINGS THAT WE DID IS WE PROVIDED AND VIRUS GATE MODELS, WHICH ARE WATERSHED MODELS TO ALL OF THE HIGH SCHOOLS THAT ARE TEACHING BIOGEOCHEMICAL SYSTEMS. AND NOW THOSE MODELS ARE BEING ACTIVELY USED IN THAT CURRICULUM. WE ALSO PROVIDE WHAT WE CALL GO GREEN GRANTS TO ANY TEACHERS THAT ARE INTERESTED IN REALLY PROVIDING ADDITIONAL GREENING OPPORTUNITIES AND EDUCATIONAL OPPORTUNITIES TO THEIR STUDENTS, SUCH AS VEGETABLE GARDENS, NATIVE PLANT GARDENS, OR ANY OTHER OPPORTUNITIES THAT REALLY FOCUS IN ON ON ENVIRONMENTAL LITERACY. SO SOME OF THE PHOTOS THAT YOU SEE ON THE RIGHT HAND SIDE OF THE SCREEN ARE REALLY FOCUSED ON THAT EFFORT. NEXT SLIDE PLEASE. AND THEN THIS IS JUST A GENERAL OVERVIEW OF IMPACT THROUGH 2024 AND

[02:25:08]

PROJECTED THROUGH 2025. AND WE ARE LOOKING TO REALLY DOUBLE THAT IMPACT OVER THE NEXT YEAR.

AND WITH THAT, I'M GOING TO QUICKLY PASS IT OVER. THANK YOU. THANK YOU SO MUCH, MISS KENDRA.

SO AS YOU CAN SEE, WE ARE DOING A LOT HERE IN SUPPORTING THE SCHOOL SYSTEM IN THE ENVIRONMENTAL EDUCATION AND FOR ME, EVERY DAY WHEN I DROP MY SON OFF AT FREDERICK DOUGLASS HIGH SCHOOL, MR. DJANGO THERE IS A BEST MANAGEMENT PRACTICE DEVICE THERE. AND FOR, FOR ME TO NOW UNDERSTAND WHAT IT'S DOING FOR THE ENVIRONMENT. I WANTED TO MAKE SURE THAT YOU ALL KNEW THAT THIS IS WHAT'S HAPPENING IN THE SCHOOL SYSTEM. SO I'M EXCITED TO CONTINUE TO WORK WITH YOU ALL IN EDUCATING OUR STUDENTS AND PROVIDING OPPORTUNITIES TO EDUCATE OUR STUDENTS IN THE ENVIRONMENT. ALSO, WE ARE THIS COMING YEAR, INCREASING THE CONNECTION WITH SOME OF OUR OTHER PROFESSIONALS THAT THAT DO THIS WORK ARE ARCHITECTS, OUR LANDSCAPE ARCHITECTS, OUR, CONTRACTORS AND THINGS LIKE THAT SO THAT THEY CAN THEY KNOW STUDENTS WILL KNOW THERE ARE JOBS AVAILABLE IN THE ENVIRONMENT. AND THEY THEY LOOK LIKE THEM. SO AS YOU CAN SEE, WE HAVE A VERY DIVERSE, COHORT OF PEERS HERE. OUR STAFF AND OUR CONTRACTORS ARE VERY DIVERSE AS MR. ROWLAND JONES MENTIONED, WE SPEND ABOUT 78% OF OUR MONEY IN THE SMALL MINORITY BUSINESS, LOCAL BUSINESSES HERE IN THE COUNTY. SO IF THERE ARE NO QUESTIONS, I'M GOING TO BID YOU ALL GOOD. THERE ARE A COUPLE OF QUESTIONS. AND SO AS THE LIGHTS POP ON, WHAT I WOULD LOVE TO SAY IS, THANK YOU SO MUCH FOR BRINGING THE AWARENESS OF ADDITIONAL PROGRAMING THAT'S HAPPENING INSIDE OF PRINCE GEORGE'S COUNTY. IT'S ALWAYS SO EXCITING, TO, TO SEE HOW THE IMPACT IS BEING MADE. SO LET'S GO AHEAD AND GO TO QUESTIONS. REMEMBER BOARD MEMBERS, 2.5 MINUTES TOTAL, FOR YOUR QUESTION AND A RESPONSE, OUR FIRST WE WILL GO TO DOCTOR ZAPPA. MILLER I AM SO EXCITED TO SEE THIS AS A SCIENCE EDUCATOR, FORMER SCIENCE SUPERVISOR HERE IN PRINCE GEORGE'S COUNTY. I LIVED THE DREAM TO SEE AN OUTDOOR CLASSROOM AND TO SEE THIS IS SO EXCITING. THIS GIVES OUR STUDENTS THE OPPORTUNITY TO RECOGNIZE THAT LEARNING SPACES ARE NOT LIMITED TO AN INDOOR, TO AN INDOOR SPACE. BUT, MORE IMPORTANTLY, IT MAKES THE CURRICULUM RELEVANT TO THEM. YOU KNOW, WHEN THEY'RE LEARNING SCIENCE, THEY CAN ACTUALLY SEE IT ON A DAY TO DAY BASIS. AND I THINK ONE OF YOUR TEAM MEMBERS SAID IT. AND THEN INTRODUCING THEM TO A CAREER PATH ALL IN ONE. I REMEMBER THE DAY WHEN THEY WOULD HAVE TO WE WOULD HAVE TO SCHEDULE THEM TO TRY TO GET THEM TO THE WILLIAM SCHMIDT CENTER AND MAKE SURE EVERY STUDENT IN THE FIFTH GRADE GOT THERE. NOW THEY CAN ACTUALLY JUST GO INTO THEIR BACK, THE BACK OF THE SCHOOL, TO AN OUTDOOR CLASSROOM. SO I JUST WANT TO SAY KUDOS. I WANT TO SAY THANK YOU. I CAN'T WAIT TO COME VISIT ONE OF THEM. SO I WANT TO SCHEDULE A VISIT TO ONE OF THE OUTDOOR CLASSROOMS AS SOON AS POSSIBLE. I REMEMBER LOOKING AT THE MAP JUST A FEW MINUTES AGO AND I WAS LOOKING ON THE WRONG SIDE AND I WAS LIKE, THERE ARE NONE IN DISTRICT FIVE. AND BUT THEY ACTUALLY FIVE IN DISTRICT FIVE. SO I AM EXCITED TO SEE IT. THANK YOU AND KUDOS FOR PROVIDING THIS OPPORTUNITY FOR OUR STUDENTS. YOU'RE SO WELCOME. THANK YOU SO MUCH. WE'LL MOVE TO BOARD MEMBER ESTRADA. THANK YOU SO MUCH, CHAIR. AND THANK YOU TO, TO SONIA WILLIAMS AND THE ENTIRE TEAM FOR THE PRESENTATION, I JUST WANTED TO, THANK ALL OF YOU ON BEHALF OF THE CLIMATE CHANGE ACTION PLAN WORKGROUP, THAT THAT, A FEW OF YOU WERE EXPERTS TO HELP GUIDE OUR STORMWATER MANAGEMENT SECTION OF THE PLAN, AND WE COULDN'T HAVE DONE IT WITHOUT YOU. AND WE, ACKNOWLEDGE THAT THE BASE OF THIS PLAN INCLUDED 5 OR 6 REALLY KEY AREAS IN THE SCHOOL SYSTEM IN THIS PART, CLEAN WATER PARTNERSHIP WAS ABSOLUTELY, ACKNOWLEDGED AS THAT THAT BASE, MY QUESTION IS, I KNOW THAT WHEN THE PROGRAM WAS LAUNCHED, THERE SEEMED TO BE A SIGNIFICANT AMOUNT OF COUNTY FUNDING, THAT MANY PROJECTS WERE DONE AND IT WOULD SEEM LIKE A SHORT PERIOD OF TIME DOESN'T SEEM LIKE THE PROJECTS ARE MOVING AT THAT SAME PACE. I WAS WONDERING IF WHAT IS THE FUNDING MECHANISMS TO SAY DOUBLE THESE IN A SHORTER PERIOD OF TIME. THE FUNDING SOURCE IS STILL THE SAME. PRINCE GEORGE'S COUNTY DEPARTMENT OF ENVIRONMENT SUPPORTS THE FUNDING. THIS YEAR WE ARE LOOKING AT HOW TO, MANEUVER THE HOW WE DISTRIBUTE

[02:30:04]

THE BUILT ENVIRONMENT VERSUS THE CURRICULUM ENVIRONMENT AND SENDING THE BUILT ENVIRONMENT TO ONE, A DIFFERENT LINE ITEM VERSUS THE CURRICULUM. SO WE'RE ABLE TO INCREASE THE CURRICULUM SPIN. THAT'S HOW WE'RE ABLE TO PROVIDE MORE TRIPS AND TIME IN THE CLASSROOM AND THINGS LIKE THAT. SO THE FUNDING SOURCE DID NOT CHANGE. WE HAD A SLOWDOWN DUE TO COVID AND THINGS LIKE THAT. BUT WE ARE WE'RE GEARING BACK UP, WHICH IS WHY THERE IS NINE SCHOOLS ON THE ON THE IN THE PIPELINE TO BE DESIGNED AND PRODUCED I THINK. GREAT. THANK YOU. THANK YOU. SO MUCH. WE'LL MOVE TO BOARD MEMBER DOCTOR HARRIS. THANK YOU. CHAIR WALKER. HEY, COLLEAGUE. HELLO. HOW ARE YOU? GOOD TO SEE YOU, SO THANK YOU FOR YOUR PRESENTATION. I APPRECIATE YOU COMING OUT AND SHEDDING LIGHT ON THIS VERY IMPORTANT TOPIC. NOT ONLY WHEN IT COMES TO STORMWATER MANAGEMENT AND THE CLEAN WATER PARTNERSHIP, BUT JUST ALSO WHAT WE'RE DOING IN PRINCE GEORGE'S COUNTY, AS A PGCC GRADUATE, IT'S OPPORTUNITIES LIKE THIS THAT HELP TO IGNITE THAT SPARK IN ME.

WHEN I WAS A STUDENT COMING THROUGH THE SCHOOL SYSTEM AND TO SEE THAT OPPORTUNITY STILL, HAPPENING IS AN AMAZING IS AN AMAZING THING. AND NOW, AS A BOARD MEMBER, I HAVE THE OPPORTUNITY WITHIN EVEN DISTRICT SEVEN TO NOT DO, YOU KNOW, ONE OUTDOOR CLASSROOM. BUT WE'RE ACTUALLY WORKING ON THREE FOR THIS UPCOMING YEAR IN TOTAL. AND I'D BE INTERESTED TO SEE HOW WE COULD BETTER PARTNER WITH CLEAN WATER PARTNERSHIPS TO TIE INTO THINGS THAT ARE ALREADY EXISTING. MAYBE GRANT DOLLARS WERE ALREADY PULLING DOWN IN THOSE CASES, SO I'D LOVE TO HEAR, I'D LOVE TO HAVE A SEPARATE SPIN OFF MEETING JUST TO HAVE SOME FOLLOW UP AND GET SOME SYNERGY AROUND THAT. ABSOLUTELY. WE'RE ALWAYS LOOKING FOR WAYS TO PARTNER, WITH THE DEPARTMENT OF ENVIRONMENT AND THE DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION. IF WE COULD ADD, PRINCE GEORGE'S COUNTY BOARD OF EDUCATION AS ANOTHER PARTNER, WE CAN PURSUE OTHER GRANTS AND OTHER OPPORTUNITIES TO HAVE FUNDING MADE AVAILABLE TO EVEN EXPAND THE PROGRAM FURTHER. THERE IS A GAP, AS YOU SAW, BETWEEN WHERE WE HAVE THE BMPS, THE STORMWATER MANAGEMENT DEVICES, AND WHERE WE HAVE CLASSROOMS. OUR GOAL CURRENTLY IS TO REDUCE THAT GAP, AND WE WILL. OUR ATTEMPT IS TO BUILD THE BEST MANAGEMENT PRACTICE IN THE CLASSROOM AT THE SAME TIME.

THAT GIVES STUDENTS THE OPPORTUNITY TO NOT ONLY SEE THE CONSTRUCTION OF THESE DEVICES, BUT ALSO IMMEDIATELY GO INTO, LEARNING ABOUT THOSE DEVICES. THERE HAS BEEN A GAP BETWEEN WHEN WE FINISHED THE DEVICE AND WHEN CLASSROOMS ARE BUILT. WE'RE TRYING TO NOW REDUCE THAT GAP AND BUILD THEM TOGETHER SO THEY CAN SEE THE FULL CYCLE OF DESIGN, CONSTRUCTION, AND THEN LEARN HOW THESE DEVICES ARE ARE USEFUL IN THE ENVIRONMENTAL SPACE. YEAH, I THINK TYING INTO THAT FULL LIFE CYCLE WOULD BE BE GREAT. BUT THANKS. WE'LL BE IN TOUCH. OKAY ABSOLUTELY, LET'S RECOGNIZE OUR SMOB JAMAL JUNCO. HI, MISS WILLIAMS. I DON'T KNOW IF YOU KNOW. I ACTUALLY KNOW YOUR SON. YES, I KNOW, YEAH. WE'RE CLASSMATES, GREAT. GREAT INDIVIDUAL, I WANT TO FIRST SAY THAT, I ACTUALLY AM REALLY IMPRESSED BY THE, OH, I'M REALLY IMPRESSED BY THE, PRESENTATION.

AND I WANT TO SAY THAT, YOU KNOW, I KIND OF WISH THAT I'M ABLE TO, YOU KNOW, KIND OF JOIN THIS PROGRAM. YOU KNOW, SINCE I'M A SPECIALTY STUDENT, YOU KNOW, I DON'T GET AS MUCH TIME TO BE IN, LIKE, BIOGEOCHEMICAL OR, YOU KNOW, BE ABLE TO SEE OUTSIDE AS MUCH. BUT I DO SEE, YOU KNOW, MOST OF IT IN MY SCHOOL. AND I CAN SAY IT IS WORK AND IT'S EFFECTIVE. STUDENTS ARE LEARNING AND IT'S ACTUALLY REALLY GREAT. AND I ACTUALLY WANTED TO KNOW, HOW DO HOW DOES YOUR TEAM PLAN TO, YOU KNOW, GET MORE SCHOOLS INVOLVED INTO THIS PROGRAM? IS THERE LIKE A SPECIFIC STRATEGY OR MARKETING SITUATION, I JUST WANTED TO KNOW THAT. SO I'M GOING TO BRING MISS KENDRA UP TO SPEAK ON IT. BUT OUR, WE HAVE CERTAIN REQUIREMENTS AND SOME OF THEM ARE WHAT THEY CALL ENVIRONMENTAL JUSTICE AREAS. TYPICALLY URBAN ENVIRONMENTS, AND THEN WE'RE TRYING TO BE EQUITABLE ACROSS THE COUNTY AS WELL. AND SO I'M GOING TO BRING MISS KENDRA UP TO SPEAK A LITTLE FURTHER ON THE SELECTION OF SCHOOLS. YEAH, I WILL FIRST, JUST ECHO THE ENVIRONMENTAL JUSTICE ELEMENT IS A PRIMARY FOCUS OF OURS IN REALLY UNDERSTANDING WHICH SCHOOLS ARE ALREADY RECEIVING, YOU KNOW, A DECENT AMOUNT OF ENVIRONMENTAL LITERACY OPPORTUNITY AND WHICH MAYBE ARE NOT. BUT I WILL ALSO MENTION THAT THIS PARTNERSHIP IS IN DIRECT CONNECTION, DIRECT CONNECTION WITH PG, CPS. WE WORK VERY CLOSELY WITH MR. DONALD BELL OF THE SCIENCE OFFICE, AND THAT GIVES US THE OPPORTUNITY TO REALLY GET AN INSIDE VIEW OF

[02:35:02]

WHERE THOSE OPPORTUNITY AREAS ARE, AND ALSO WHICH SCHOOLS ARE READY AND INTERESTED IN STEPPING IN, SO IT'S A MIX OF US ASSESSING WHERE THERE IS MORE NEED AND MORE OPPORTUNITY, AS WELL AS WHICH SCHOOLS ARE ACTIVELY LOOKING FOR THOSE OPPORTUNITY SPACES. THANK YOU.

YEAH, MY PLEASURE. AND RECENTLY WE COMPLETED A SURVEY OF ALL THE REMAINING SCHOOLS AND WE'RE TRYING TO RANK THEM BASED ON THE ENVIRONMENTAL JUSTICE REQUIREMENT. AND WE'RE ALSO LOOKING AT THE SCHOOL BOARD LOCATIONS THAT ARE DEFICIENT WITH THE CLASSROOMS. THANK YOU SO MUCH. WE APPRECIATE YOU STAYING AND YOU GIVING THAT PRESENTATION TO THE ENTIRE TEAM.

WE APPRECIATE YOU. THANK YOU SO MUCH. OKAY COLLEAGUES, WE ARE MOVING STEADILY AND WE ARE
