I WAS PERSONALLY CONTACTED BY AN ENGLISH LANGUAGE ARTS TEACHER TO CONDUCT A DEMONSTRATION INTRODUCING A CONCEPT THAT THE CLASS WAS PREPARING TO EXPLORE. THIS WAS AN EXAMPLE OF HOW HOME AND SCHOOL WAS A UNIFIED APPROACH TO LEARNING. UNFORTUNATELY, NOT ALL SCHOOLS FOSTER THIS KIND OF CONNECTION. IN MANY CASES, THE EXTENT OF PARENT INVOLVEMENT IS LIMITED TO LOGISTICAL DUTIES LIKE LUNCHROOM SUPERVISION OR FIELD TRIPS CHAPERONING. BUT WE MUST RECOGNIZE THAT PARENT ENGAGEMENT IS ABOUT SO MUCH MORE. IT'S A CRITICAL PART OF A HOLISTIC APPROACH TO DEVELOPING OUR SCHOLARS. RESEARCH CONSISTENTLY SHOWS THAT WHEN PARENTS FEEL ACTIVELY INVOLVED, THEY ARE MORE SUPPORTIVE, AND THIS LEADS TO BETTER ACADEMIC OUTCOMES FOR OUR STUDENTS. THAT BEING SAID, WE FACE CHALLENGES THAT CAN IMPEDE OUR ABILITY TO ENGAGE PARENTS IN A MEANINGFUL WAY. THESE CHALLENGES, HOWEVER, SHOULD NOT BE VIEWED AS BARRIERS, BUT RATHER AS OPPORTUNITIES FOR GROWTH. TRUST AND CONFIDENCE ARE KEY IN BUILDING A CONNECTION

I BELIEVE THE DEPARTMENT OF EDUCATION, THE DEPARTMENT OF SPECIAL EDUCATION IS ON THE RIGHT PATH. TONIGHT THEY STARTED THEIR PARENTS AND PARTNERS SERIES, BUT AS WE MOVE FORWARD, IT IS IMPORTANT TO NOT ONLY CONSIDER THE LIMITATIONS FAMILIES MAY FACE, BUT ALSO FIND CREATIVE WAYS TO INCLUDE THEM IN THE EDUCATIONAL PROCESS. THIS YEAR, THOSE MEMORIES ARE PART OF HER STORY, BUT MEMORIES THAT SOLELY FOCUS ON APPEARANCES AVOID DEEPER INTERNAL REALITIES.I WONDER WHAT FOCUSING ON SHOUT OUTS AND UNSUNG HEROES, SAYS TO STUDENTS WHO ARE STRUGGLING SOCIALLY, EMOTIONALLY AND ACADEMICALLY. MOREOVER, IT'S HARD TO BELIEVE YOU CAN SEE, HEAR OR FEEL OR UNDERSTAND THE MAGNIFICENT BURDEN OF TEACHERS. HUMBLE PEOPLE CHANGED THEIR FOCUS IN 2013. I SERVE AS THE PRESIDENT CEO OF THE LATIN AMERICAN YOUTH CENTER, A REGIONAL MULTI-SERVICE ORGANIZATION SERVING OVER 4000 YOUTH ANNUALLY IN PRINCE GEORGE'S COUNTY. WE ARE KNOWN AS LA MARYLAND MULTICULTURAL YOUTH CENTERS, AND WE SERVE ABOUT 800 YOUTH AT OUR PRINCE GEORGE'S COUNTY SITE. WE CURRENTLY PARTNER WITH 11 PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS, AND THROUGH OUR COMMUNITY EVENTS, WE SERVE ABOUT 1800 COMMUNITY MEMBERS. I'M SUBMITTING THIS TESTIMONY TODAY IN STRONG SUPPORT OF THE MOU. LIKE RIVERDALE HILLS AND PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS, THIS MOU IS A CRITICAL STEP TO HELPING US MOVE FORWARD WITH THE RENOVATIONS THAT ARE MUCH NEEDED TO CONTINUE TO SERVE OUR CHILDREN, YOUTH AND FAMILIES IN AN UPLIFTING ENVIRONMENT THAT IS DIGNIFIED. ORIGINALLY BUILT IN 1957 AS RIVERDALE HILLS ELEMENTARY SCHOOL, THE 16 200 SHERIDAN STREET BUILDING WAS LATER REPURPOSED TO SERVE THE COMMUNITY. IN 2006, LHC AND THE UNIVERSITY OF MARYLAND, COLLEGE PARK PARTNERED AND PARTIALLY RENOVATED THE BUILDING, LEAVING A LARGE PORTION GUTTED AND UNFINISHED. ELEMENTS RECEIVED A BOND BILL, AND HELPED RAISE $1 MILLION TOWARDS THE INITIAL RENOVATION. IT WAS IN 2018 THAT THE BUILDING WAS TRANSITIONED TO PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS FROM THE UNIVERSITY OF MARYLAND. BOTH THE COUNTY EXECUTIVE, ANGELA ALSOBROOKS, AND AT THE TIME ALSO THE CEO, MONICA GOLDSON, AGREED TO INVEST $15 MILLION TOWARDS THIS RENOVATION, OUTLINED IN THIS MOU THAT WILL INCLUDE THE BUILD OUT OF A 15,000FTā !S EARLY, EARLY CHILDCARE CENTER FOR 200 CHILDREN. THAT'S AMAZING. LHC IS CURRENTLY WAITING ON AN EARMARK REQUEST FROM SENATORS VAN HOLLEN AND CARDIN THAT WAS SUBMITTED MONTHS AGO FOR $3 MILLION TO CONTRIBUTE TO THE RENOVATIONS OF THIS BUILDING. FOR THIS PARTICULAR SITE, LHC HAS A TEAM OF 56 STAFF THAT INCLUDES 16 AMERICORPS MEMBERS. PROGRAM SERVICES INCLUDE YEAR ROUND AFTERSCHOOL SUPPORT, SUMMER PROGRAMS, AND CIP WELLNESS, HIV, STI TESTING. HOUSING PROMOTORAS.THERE ARE NINE SCHOOLS, GED CLASSES, ENGLISH CLASSES FOR PARENTS, COMMUNITY SCHOOLS, COLLEGE ACCESS AND DIAPER DISTRIBUTION. WE ALL KNOW THAT THE PANDEMIC EXACERBATED CHALLENGES OUR COMMUNITIES WERE ALREADY FACING. SADLY, IN THE AFTERMATH OF THE PANDEMIC, THROUGH OUR DIRECT SERVICES, WE CONTINUE TO SEE THE NEEDS DEMANDS CONTINUE TO INCREASE, AND I KNOW THAT YOU ALL UNDERSTAND THE IMPORTANCE OF THESE SERVICES. SO I THANK YOU, ALL OF YOU, ON BEHALF OF THE CHILDREN AND FAMILIES IN PRINCE GEORGE'S COUNTY, AND ASK FOR YOUR SUPPORT IN THIS EXCITING INITIATIVE. CURRENTLY, THE STATE OF THE FACILITY HAS CREATED A CHALLENGING WORK ENVIRONMENT WHEN IT RAINS, LEAKS REQUIRED FOR US TO PLACE BUCKETS AROUND THE SPACE AND DURING A RECENT STORM, THE CEILING IN OUR AMERICORPS MEMBERS COLLAPSED.
OUR HVAC SYSTEM REQUIRES RENTAL UNITS. WE'VE SPENT ABOUT 45,000 TEMPORARY UNITS, AND MOST BATHROOMS LACK HOT WATER OR ARE ENTIRELY NONFUNCTIONAL, WITH ONLY FOUR OUT OF SIX IN OPERATION. APPRENTICES. ADDITIONAL COURSEWORK AND TRAINING WILL GET THE APPRENTICE A COVETED JOURNEYMAN'S LICENSE. AND WE HAVE SOME STUDENTS HERE THAT HAVE ACTUALLY STEPPED INTO THEIR OWN VEHICLE AND MAKING THEIR OWN WORK ORDER REPAIRS, RUNNING THEIR OWN CALLS, AND HAVE DONE NOTHING BUT INCREASE OUR PROGRA.
IT FEELS GREAT BECAUSE YOU ALWAYS WANT TO GIVE BACK TO THE COMMUNITY WHERE YOU GREW UP. AND FOR THE YOUNG TRADESMEN AND WOMEN, THEIR CAREERS ARE OFTEN ABOUT MORE THAN A GOOD PAYCHECK.

NOW, WHILE OUR TEAM IS REALLY STILL THUMBING THROUGH THAT DATA AND ANALYZING IT, I WILL SHARE A FEW HIGHLIGHTS. NUMBER ONE, MORE THAN MORE SCHOOLS INCREASE THEIR STAR RATING THAN DECREASED.SECONDLY, A MAJORITY OF OUR SCHOOLS EITHER IMPROVE OR MAINTAIN THEIR STAR RATING FROM THE PREVIOUS YEAR. NUMBER ONE, A CONTINUED DECLINE IN FEDERAL FUNDS DUE TO THE EXPIRATION OF COVID RELIEF DOLLARS THAT WE ALL KNOW SO MUCH ABOUT THE STATE FACING SUBSTANTIAL GAPS BETWEEN SPENDING COMMITMENTS AND ONGOING REVENUE, WHICH REALLY IS EXPECTED TO IMPACT LOCAL SCHOOL BOARDS ACROSS MARYLAND. BALANCING THE IMPACT OF INCREASING COST FOR PROVIDING EDUCATIONAL SERVICES WHILE CONTINUING TO RESET OUR BUDGET AND FACING PERMANENT REDUCTIONS IN OUR BASE FUNDING DURING THE FY 25 BUDGET CYCLE. NOW, SEPTEMBER 30TH, ACTUALLY ENROLLMENT IS THE BASIS FOR OUR FUNDING. AND THAT'S, YOU KNOW, PRETTY MUCH THE CASE FOR ANY SCHOOL SYSTEM ACROSS ACROSS MARYLAND. THIS WILL HELP TO DETERMINE THE FUNDING FOR FY 26.NOW, TO BE ELIGIBLE FOR STATE AID, THE STUDENTS MUST BE A RESIDENT OF THE STATE ENROLLED IN THE SCHOOL SYSTEM. PRESENT. ONE DAY IN SEPTEMBER, AND HAVE AN APPROPRIATE VACCINATION. AS YOU ALL KNOW THAT THERE'S CURRENT LEGISLATION OUT THERE TO SUPPORT WHAT THAT LOOKS LIKE AS WELL. NOW WHAT I WILL SAY IN WORKING WITH MY COLLEAGUES ACROSS THE COUNTRY, WE'VE BEEN FAIRLY FORTUNATE IN PRINCE GEORGE'S COUNTY TO HAVE A PRETTY STEADY ENROLLMENT, BUT WHAT I WILL SAY IS THAT THERE ARE A LOT OF UNCERTAINTIES OUT THERE AT THE FEDERAL LEVEL AS WE TRANSITION, AND THIS IS SOMETHING THAT WE HAVE TO PAY CLOSE, CLOSE ATTENTION TO. K-12 ENROLLMENT, AS YOU'LL SEE REPRESENTED WITH THE BLUE LINE, HAS REMAINED STEADY OVER THE LAST SEVERAL YEARS BUT HAS NOT REBOUNDED FROM PRE-PANDEMIC LEVELS. NOW, FARM STUDENTS COUNT REPRESENTED ON THE RED LINE EXPERIENCED A SHARP INCREASE, AS YOU'VE HEARD. HOWEVER, THIS THIS COUNT HAS HAS REALLY LEVELED OFF IN THE PAST COUPLE OF YEARS. FARM STUDENTS COUNT IS REALLY USED TO DETERMINE OUR FUNDING FOR COMPENSATORY EDUCATION AS WELL AS CONCENTRATION OF POVERTY GRANTS. NOW, WHILE OUR ELIGIBLE STUDENT COUNT HAS REMAINED RELATIVELY FLAT, THE PER PUPIL AMOUNTS FOR EACH OF OUR CORE STATE AID PROGRAMS ARE INCREASING. FOR THE. OVER THE FY 25, I'LL DISCUSS A LITTLE BIT MORE DETAIL IN THE COMING SLIDES OF REALLY HOW THESE FUNDING AMOUNTS ARE GOING TO BE UTILIZED AND HAVE BEEN UTILIZED IN THE PAST. NOW, LET'S REALLY TAKE A LOOK AT THE IMPACT ON OUR PROJECTED UNRESTRICTED, AND I REPEAT, OUR UNRESTRICTED OPERATING REVENUE FOR FY 26. REALLY TO FULLY FUND THE INTEGRITY AND COMPLIANCE OFFICE MANDATED BY THE COUNTY, AS WELL AS FUNDING TO SUPPORT THE EXPANSION OF OUR SUSTAINABILITY AND RESILIENCE FUNCTION, WHICH IS REALLY A PRIORITY OF THE COUNTY SCHOOL DISTRICT AND THE COMMUNITY. AS A WHOLE. FURTHERMORE, WE'RE ANTICIPATING A $2 MILLION INCREASE IN THE INTEREST INCOME UNDER THE BOARD SOURCES. NOW, THE PROJECTED INCREASE IN STATE AID, COUNTY BOARD SOURCES ARE OFFSET BY THE DECREASE IN USE OF FUND BALANCE BY OF OUR OF OUR 2026 FIVE FY 2006. THIS PARTICULAR INCREASE REPRESENTS YEAR FOUR OF THE PLAN TO USE FUND BALANCE THROUGH FY 29, IN ORDER TO STABILIZE THE IMPACT OF SALARY INCREASES IN THE CURRENT NEGOTIATED AGREEMENTS. NOW, FURTHERMORE, IT'S IMPORTANT TO KNOW AND REALIZE THAT A PORTION OF OUR FUND BALANCE WILL BE USED TO COVER ONE TIME INVESTMENTS IN TECHNOLOGY, WHICH WILL REALLY HELP US TO REVIEW WHAT IT IS THAT OUR CHILDREN NEED. NUMBER ONE, 87 MILLION GOING DIRECTLY TO EMPLOYEE RAISES OUTLINED IN OUR MULTI-YEAR NEGOTIATED AGREEMENT, PRIMARILY SUPPORTING SCHOOL BASED POSITIONS. SECOND THING IS ANOTHER $15 MILLION THAT WILL COVER THE OTHER POST-EMPLOYMENT BENEFITS LIABILITY PAYMENTS THAT ARE ALSO REMOVED FROM THE THAT WAS REMOVED FROM THE PRIOR BUDGET DURING LAST YEAR'S RECONCILIATION AND MUST BE REINSTATED MOVING FORWARD. 20.1 MILLION MUST BE USED TO COVER OPERATIONAL COSTS OF DOING BUSINESS, INCLUDING LEASE PURCHASE, UTILITIES AND TECHNOLOGY MAINTENANCE AND ANOTHER 19.4 MILLION WILL BE INVESTED IN CRITICAL ORGANIZATIONAL IMPROVEMENTS. THESE EXPENDITURES REALLY WILL CHANGE THE RESULT IN IN AN INITIAL FY 26 BUDGET DEFICIT OF OVER $42 MILLION. NOW, MOST OF OUR RESOURCES ARE INVESTED IN RECRUITING, DEVELOPING, RETAINING WORLD CLASS TALENT TO REALLY PROVIDE THE QUALITY INSTRUCTION AND SUPPORT WHICH ALL OF OUR SCHOLARS NEED, DESERVE AND OUR COMMUNITY WANTS. NOW, IN MY PROPOSED BUDGET, WE CONTINUE TO PRIORITIZE OUR COMMITMENT TO COMPETITIVE COMPENSATION FOR OUR EMPLOYEES. IN FY 26, WE'LL ALSO BE NEGOTIATING COST, THAT COST OF LIVING ADJUSTMENT THAT WE KNOW OUR EMPLOYEES WANT AND DESERVE.EXCEPT THE SEIU, WHICH WILL ALREADY HAVE, HAS A RATIFIED AGREEMENT ENDING JUNE 30TH, 2026. NOW, NEGOTIATIONS ARE ONGOING FOR AS ASP AND WILL BE BEGINNING IN EARLY 2025 FOR LOCAL 2250 AND PGCE. NOW, IN ORDER TO CLOSE THE FY 25 BUDGET IN FINAL RECONCILIATION LAST JUNE, WE MADE AN EARLY PAYMENT TOWARDS THE OTHER POST-EMPLOYMENT BENEFITS LIABILITY FOR RETIREES. THIS ACTION REINSTATES THE NECESSARY FUNDING FOR FY 26. NOW STARTING IN F IN FY 23 KIND OF BACKING UP THE BLUEPRINT MANDATED PRE-K FUNDING TO BE PASSED THROUGH THE ELIGIBLE PRE-K PROVIDERS. THIS SHORTFALL IS REALLY COVERED WITH FOUNDATIONAL COMP ED AND ML FUNDING. NOW PRE-K FUNDING IS RECEIVED FOR THREE AND FOUR YEAR OLDS ENROLLED IN FULL DAY PROGRAMS AND MEET INCOME ELIGIBILITY REQUIREMENTS. AS YOU KNOW, ELIGIBLE PROGRAMS MAY ALSO INCLUDE OUR PUBLICLY FUNDED PRIVATE PROVIDERS. IN ADDITION TO THE UNRESTRICTED, UNRESTRICTED BLUEPRINT PROGRAM FUNDS, WE ALSO RECEIVE FUNDS WHICH ARE RESTRICTED TO USE SUPPORT SIMILAR TO POST COLLEGE AND CAREER READINESS PATHWAYS.ALSO, INSTRUCTIONAL SUPPORT FOR K THREE STRUGGLING LEARNERS AND ALSO A PERFORMANCE BASED CAREER LADDER, WHICH CURRENTLY INCLUDES FUNDING FOR NATIONAL BOARD CERTIFICATION. THE REMAINING 25% CAN BE USED TO SUPPLEMENT OTHER PROGRAMS SUCH AS SPED TRANSPORTATION, BOTH PROGRAMS OF WHICH HAVE COSTS IN EXCESS OF THE FUNDING THAT WE OF COURSE RECEIVE. THAT SHORT SHORTFALL AS WELL. IT HELPS TO COVER ESSENTIAL CENTRAL OFFICE COSTS THAT THAT WE KNOW THAT WE HAVE NOW AS OUR STUDENT DEMOGRAPHICS DRIVE THE FUNDING FOR EACH SCHOOL. SADLY, THAT EXPERIENCE IS NOT GERMANE TO US IN PRINCE GEORGE'S COUNTY. IT IS ONE ACROSS OUR STATE. WE JUST SAW AT OUR STATE BOARD OF EDUCATION MEETING YESTERDAY A SIMILAR ISSUE. WE SERVE OVER 14,000 STUDENTS IN THIS DISTRICT WHO HAVE BEEN IDENTIFIED AS STUDENT WITH DISABILITY. THERE'S NEARLY 10% OF OUR STUDENT POPULATION. YET THE REALITY THAT MEETING THE NEEDS OF OUR STUDENTS WITH DISABILITIES REQUIRES MORE COMPLIANCE WITH FEDERAL AND STATE MANDATES. IT REQUIRES INNOVATION, INVESTMENT AND INTENTIONALITY. WE MUST ENSURE THAT OUR SPECIAL EDUCATION PROGRAMS ARE EQUIPPED TO ADDRESS THE DIVERSE NEEDS OF STUDENTS WITH ACADEMIC, BEHAVIORAL, AS WELL AS PHYSICAL AND HEALTH CHALLENGES. AS SOMEONE WHO IS A BLACK MALE, WE FIND OFTEN THAT BLACK BOYS ARE OFTEN REFERRED TO SPECIAL EDUCATION FAR MORE THAN ANY OTHER GROUP OR SUBGROUP IN OUR DISTRICT.
