AS AN ENGLISH TEACHER AT INTERNATIONAL HIGH SCHOOL AT LANGLEY PARK. TONIGHT, WE'RE PROUD TO SHARE A GLIMPSE OF THAT MOMENT AND MORE IMPORTANTLY, THE IMPACT BEHIND IT. THIS VIDEO HIGHLIGHTS NOT ONLY MISS ALSOP'S, BUT ALSO OUR OUTSTANDING FINALIST, REBECCA BENSON FLANNERY OF COLLEGE PARK ACADEMY, OUR FIRST RUNNER UP, AND DOCTOR, JULIETA LIZARDO OF LARGO HIGH SCHOOL, OUR SECOND RUNNER UP. SHE TEACHES ABOUT HER STUDENTS, ABOUT THE WELL-BEING AND SUCCESS OF HER STUDENTS. AND I BELIEVE THAT IN ITSELF IS A REASON WHY SHE SHOULD BE BEST TEACHER. YEAH.

MISS BENSON FLANNERY WAS NOMINATED FOR A FEW DIFFERENT REASONS. FIRST OF ALL, THE ACADEMIC SUCCESS THAT SHE GETS WITH HER STUDENTS, SHE'S BEEN WITH US NOW FOR OVER A DECADE AND HAS CONSISTENTLY SHOWED GREAT ACADEMIC PROGRESS WITH HER STUDENTS. SHE'S JUST AN AMAZING PERSON, NOT ONLY A GREAT TEACHER, BUT A GREAT MOM AS WELL. AND I GET TO SEE THAT EVERY DAY WITH HAVING HER KIDS IN THE MIDDLE SCHOOL AS WELL. ALL RIGHT, SO TODAY TO TALK ABOUT OUR RIGHTS AND EXPRESSION, WE'RE GOING TO USE THE WORD SHOULD A LOT. SO WE'RE GOING TO PRACTICE THAT IN SOME ACTIVITIES TODAY. I WORK WITH A LOT OF AMAZING EDUCATORS, AND I BELIEVE MISS ALSOP BEST ACCENTUATES WHAT WE AT ELP TALK ABOUT AS E C SQUARED EMPOWERMENT, COLLABORATION AND CRITICAL THINKING AND HER ABILITY TO COME UP WITH IDEAS TO COME UP WITH SOLUTIONS TO PROBLEMS IS SECOND TO NONE. SHE'S A WONDERFUL TEACHER. SHE ALWAYS HELPS US IN A SITUATION THAT WE CAN'T FIND SOLUTIONS TO, THAT SITUATIONS MISS ALSO SHOULD BE TEACHER OF THE YEAR BECAUSE SHE CARES ABOUT THE STUDENT AND HELP THE STUDENTS

DEVELOP THEIR ENGLISH. FOR EXAMPLE, WHEN I CAME TO HERE TO SWAP, MY ENGLISH WAS SO LOW THAT I COULD NOT UNDERSTAND AND WHEN I GET TO HER CLASS, SHE EXPLAINED ME WHAT WORDS MEAN AND HOW TO SPELL AND THAT HELPED ME IMPROVE MY ENGLISH. SHE IS AN EXPERT, YOU KNOW, SHE'S NATIONALLY BOARD CERTIFIED. SHE'S HELPED MANY OF OUR NATIONAL BOARD CANDIDATES MENTOR THEM OVER THE YEARS AS WELL. SHE'S SHE'S JUST AN AMAZING IHS, ELP AND PGCC TEACHER. SO BRIAN SAID IT WAS AN OLD HYMN. THEY USED TO SING ALL THE TIME IN THE CHURCH WHERE I GREW UP. I HADN'T HEARD IT IN YEARS. HENRY SANG SLOWLY AND WITH GREAT SINCERITY AND CONVICTION. AS A FORMER TEACHER OF THE YEAR, I UNDERSTAND WHAT GOES INTO REPRESENTING YOUR SCHOOL WITH WITH QUALITY AND WITH DIGNITY, BUT ALSO WHAT IT TAKES TO REPRESENT PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS AS KIND OF YOUR MARQUEE EDUCATOR. DOCTOR LUZARDO IS ONE OF THE FINEST EDUCATORS THAT I'VE EVER MET, REGARDLESS OF ROLE. SHE'S SOMEONE WHO LOVES TO TEACH. SHE HAS SPENT CLOSE TO 30 YEARS DOING THIS WORK, AND WHEN I CAME TO LAGO DOCTOR LUZARDO, SHE DEFINITELY CARES FOR LIKE THE FIRST TWO QUARTERS. I DIDN'T LIKE HER BECAUSE SHE WAS SO STRICT, BUT SHE BECAUSE OF HER STRICTNESS, SHE'S DEFINITELY SHAPED ME INTO THE STUDENT THAT I AM NOW. AND YOU KNOW, I REALLY APPRECIATE HER STRICTNESS. IT REALLY LIKE IT REALLY, IT REALLY PUSHES YOU IN THE DIRECTION YOU NEED TO GO FORWARD. IT REALLY HELPS YOUR GROWTH. IN HER CLASS, WE INTERACT WITH THE OTHER PEOPLE AROUND US. YOU KNOW, WE GET UP AND WE DO STUFF. WE HAVE A LOT OF HANDS ON ACTIVITIES AND IT HELPS US TO LEARN BETTER. AND SHE TEACHES US ABOUT WAYS WE CAN LEARN AND TO IMPROVE IN THOSE WAYS. IF WE CANNOT LEARN IN THOSE WAYS, WE CAN GO INTO A CLASSROOM. IT PRACTICALLY RUNS ITSELF WHERE STUDENTS ARE HELD TO HIGH EXPECTATIONS. THEY'RE ENGAGED THROUGH HER PASSION, BUT ALSO WITH HER COMMAND OF THE PEDAGOGY. AND MANY OF HER STUDENTS GO ON TO DO TREMENDOUS THINGS. AND SHE DOESN'T DO IT FOR RECOGNITION OR FOR SHOW. SHE DOES IT BECAUSE SHE JUST WANTS TO SEE THE PROFESSION GET BETTER. ATTENDANCE MATTERS, AND IT REMAINS A TOP PRIORITY FOR OUR DISTRICT, BECAUSE BEING IN SCHOOL EVERY DAY IS ESSENTIAL TO STUDENT SUCCESS. THIS WORK IS ABOUT SHOWING UP FOR OUR STUDENTS AND WITH OUR COMMUNITY ACROSS OUR DISTRICT. WE'RE BRINGING STAKEHOLDERS TOGETHER THROUGH MEET AND GREETS AND ONGOING CONVERSATIONS TO STRENGTHEN ATTENDANCE AND SUPPORT EVERY LEARNER. OUR ATTENDANCE TASK FORCE MEETS MONTHLY TO IDENTIFY CHALLENGES, SHARE SOLUTIONS, AND DRIVE MEANINGFUL ACTION. IN OUR EFFORTS TO INVOLVE ALL STAKEHOLDERS, WE ARE LAUNCHING OUR NEW ATTENDANCE AMBASSADOR PROGRAM, INVITING OUR PARTNERS AND COMMUNITY MEMBERS TO BE AN ACTIVE PART OF THIS WORK. WE ARE PROUD OF THE MEASURABLE RESULTS FIVE YEARS LATER HERE. SUSTAINABILITY IS NOT AN INITIATIVE. IT'S A LONG TERM COMMITMENT TO STUDENT SUCCESS, OPERATIONAL EXCELLENCE, AND MORE RESILIENT FUTURES FOR OUR COMMUNITIES THAT WE PROUDLY SERVE. WE KNOW FROM STUDIES THAT THE INDOOR ENVIRONMENT ACCOUNTS FOR 50% OF THE IMPACT ON LEARNING FACTORS RELATED TO ECO FRIENDLY DESIGN, SUCH AS THE QUALITY AND QUANTITY OF NATURAL LIGHT, THERMAL COMFORT IN THE CLASSROOM, AND AIR VENTILATION. IMPROVE STUDENT FOCUS, MOOD, AND ACADEMIC PERFORMANCE. WITH THIS IN MIND, ADVANCED HVAC SYSTEMS ARE BEING INSTALLED DISTRICT WIDE SO THAT WE CAN ENHANCE THE AIR QUALITY.

WE'RE MAKING STRATEGIC INVESTMENTS THAT ADVANCE SUSTAINABILITY, STRENGTHEN RESILIENCE, AND SUPPORT HEALTHY, HIGH PERFORMING LEARNING ENVIRONMENTS. WE'RE SYSTEMICALLY REDUCING OUR CARBON FOOTPRINT WHILE IMPROVING INDOOR AIR QUALITY FOR OUR STUDENTS AND STAFF. PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS IS RECOGNIZING THE LARGE DISTRICT CATEGORY FOR ITS LEADERSHIP AND ADVANCE HEALTHY LEARNING ENVIRONMENTS THROUGH A COMPREHENSIVE IQ PLAN LED BY ITS ENVIRONMENTAL OFFICE. WE RELY ON THE SUPPORT OF THE SCHOOL SYSTEM AND THE COMMISSION, WHICH IS MARYLAND-NATIONAL CAPITAL PARK AND PLANNING COMMISSION. SOME 50 YEARS AGO AND PERHAPS EVEN EARLIER, AN AGREEMENT WAS MADE TO ALLOW THE COMMUNITY ACCESS TO THE SCHOOL BUILDINGS FOR AFTER SCHOOL PROGRAMS DURING THE WEEK AND ON THE WEEKENDS.

PARKING PLANNING PROVIDED THE TURN KEY PERSONNEL TO OPEN THE SCHOOLS WHEN THE BUILDINGS WERE OTHERWISE CLOSED. I WAS RECRUITED BY THE COMMISSION TO SERVE AS THE TURNKEY FOR LARGO HIGH SCHOOL, WHILE I WAS VICE PRESIDENT OF THE GREATER CANTON AREA REC COUNCIL AND ALSO A VOLUNTEER WITH KLM. THIS WAS IN 1992, AND THE PRINCIPAL AT THE TIME, MR. GORDON SAMPSON, APPROVED MY APPLICATION FOR THAT OPPORTUNITY. BOTH THE COMMUNITY AND I REMAIN GRATEFUL.

THE ISSUE BEFORE YOU TODAY IS THAT THE TURNKEY PROGRAM HAS BEEN GRADUALLY REDUCED. A DECISION WAS MADE THAT TURNKEY SHOULD ONLY BE SCHOOL PERSONNEL AND ALL OTHERS WERE DENIED.

COMMISSION HIRED AS MANY SCHOOL EMPLOYEES AS POSSIBLE WITH THE POOL OF APPLICANTS HAD ALREADY SHRUNK. NOW THE REQUIREMENT HAS CHANGED SO THAT THE TURNKEY MUST BE GRADE SIX LEVEL MAINTENANCE EMPLOYEE IS PART OF THE SCHOOL SYSTEM. HEREIN LIES THE PROBLEM. AS TURNKEY, I EARN $15 PER HOUR. KLM GC WAS THE BEGINNING OF VOLLEYBALL PROGRAM FOR GIRLS AND SUBMITTED A FACILITY REQUEST FOR LARGO HIGH SCHOOL'S GYM FOR TWO AND A HALF MONTHS, TOTALING 64 HOURS. THE COST IS $960, $960 PLUS FACILITY CUSTODIAL FEE OF $192. HOWEVER, USING CUSTODIAL LABOR AT 52 HOURS, $52.50 PER HOUR ON SATURDAYS AND $69.50 PER HOUR ON SUNDAYS, THE TOTAL INVOICE BECAME $4,096. THESE CUSTODIAL RATES ARE FINANCIALLY DRAINING FOR A COMMUNITY, COMMUNITY AND VOLUNTEER BASED COMMUNITY ORGANIZATION LIKE OURS. THE TURNKEY NEEDS TO BE RETURNED TO THE COMMISSION AS ORIGINALLY INTENDED. RECREATION CENTERS CANNOT HANDLE ALL THE BOYS AND GIRLS CLUB NEEDS, WHICH IS WHY THE PROGRAM WAS CREATED IN THE FIRST PLACE. OVER TIME, AS PERSONNEL RETIRED AND VOLUNTEERS MOVE ON, CHANGES ARE MADE, BUT NOT ALWAYS FOR THE BETTER. WEDNESDAY STILL HAD A FEW CONCERNING SMELLS IN SOME AREAS OF OUR BUILDING, INCLUDING SOME CLASSROOMS, HALLWAYS AND BATHROOMS. TODAY, MOST OF THOSE SMELLS ARE ARE GONE, ALTHOUGH THIS DOES HIGHLIGHT THE NEED AGAIN FOR TRANSPARENCY AROUND AIR QUALITY TESTING TO BE RELEASED. NO RESPONSE IS GOING TO BE PERFECT, AND THERE'S ALWAYS GOING TO BE ROOM FOR REFLECTION AND REFINEMENT, WHICH HAS HAPPENED DURING THIS ONGOING SITUATION. OF THE MARYLAND GENERAL ASSEMBLY SINCE AUGUST 2025, THE POLICY AND GOVERNANCE COMMITTEE HAS MET MONTHLY TO REVIEW AND DISCUSS POLICIES, ENSURING THEY ALIGN WITH THE MISSION OF PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS TO EMPOWER COMMUNITIES TO PROVIDE HIGH QUALITY EDUCATION FOR EVERY STUDENT. THE COMMITTEE CONCENTRATED ON POLICIES RECOMMENDED BY THE BOARD AND THE SUPERINTENDENT THAT REQUIRED REVISIONS RESULTING FROM POTENTIAL LEGAL RAMIFICATIONS, CITATION CORRECTIONS, RECESSIONS AND CYCLE UPDATES. THE STATUS OF THE RECOMMENDED POLICIES IS AS FOLLOWS. THE TOTAL NUMBER OF POLICIES RECOMMENDED FOR THE SCHOOL YEAR 2425 WERE 31. WE ENACTED TO DATE. TEN OF THOSE, WE RESCINDED SIX OF THOSE. TO DATE, WE HAVE 13 THAT ARE CURRENTLY UNDER REVIEW, AND WE ONLY HAVE TWO THAT ARE AWAITING REVIEW. BEYOND OUR WORK AS A COMMITTEE TO DEVELOP POLICIES FOR THE SCHOOL SYSTEM, WE WORK TO DEVELOP A 2026 LEGISLATIVE PLATFORM THAT WE BELIEVE WAS BEYOND SUCCESSFUL FOR THE MARYLAND GENERAL ASSEMBLY THIS YEAR. FOR THE MARYLAND GENERAL ASSEMBLY, WE TRACKED 179 BILLS, 67 OF THOSE PASSED, 108 OF THOSE WERE STALLED. AND THEN THE BILLS, WITH UNCERTAINTY AT THE END OF THE SESSION, WERE FOR A COUPLE OF HIGHLIGHTS FROM OUR WORK IN THE GENERAL ASSEMBLY, WE WERE BEYOND SUCCESSFUL WITH NO UNFUNDED MANDATES DURING THIS LEGISLATIVE SESSION, WHICH IS A CORE PRIORITY OF THE BOARD. SOME OF THAT WE'D LIKE TO HIGHLIGHT TONIGHT IS THAT OUR VICE CHAIR, AMY OLIVO, AND OUR FEARLESS BOARD MEMBER, BOOZER STRUTHERS, WORKED WITH THE COMMUNITY TO ENSURE THAT A PRE-FILED SCHOOL RENAMING BILL OF NORTHWESTERN HIGH SCHOOL WAS REVOKED BEFORE THE SESSION COULD GET STARTED. GOOD. SO WE ARE THANKFUL FOR THEIR LEADERSHIP IN THAT WORK. SB 672, WHICH IS AN EARLY CHILDHOOD BILL. O, WAS STALLED. THIS WAS SUCCESSFULLY BLOCKED. IT WAS AN UNFUNDED MANDATE. THE SENATE DID NOT CONCUR. BEFORE SIGNEE DIE. WE SPENT THE LAST 48 HOURS OF THE LEGISLATIVE SESSION ENSURING THAT THIS BILL DOES NOT PROCEED. SB 863, ITS HOUSE COMPANION, HB 1013, WHICH WAS A SPECIAL EDUCATION BILL THAT WOULD HAVE SHIFTED OUR ACCEPTED WISDOM ABOUT WHAT WE WANTED TO DO AS IT RELATES TO SPECIAL EDUCATION. THANKS TO THE LEADERSHIP OF OUR INTERIM SUPERINTENDENT, DOCTOR JOSEPH, WHO PROVIDE WHO PROVIDED COUNTER-OFFENSIVE IN REAL TIME AT THE GENERAL ASSEMBLY. THIS WAS A MAJOR WIN FOR PGCC AND THEN SOME THREE THINGS THAT WE FIND TO BE VERY SUCCESSFUL. WE WORKED WITH DELEGATE TAVARES. WE'VE DONE SO FOR THE LAST TWO YEARS, I BELIEVE, TO GET DRUG DETECTION PRODUCTS IN OUR SCHOOL SYSTEMS. HB 423 ACTUALLY PASSED. WE WORKED WITH HER OVER THE LAST TWO YEARS TO GET CHANGES TO THE BILL LANGUAGE, AND ONE OF THE OTHER BILLS THAT I WANT TO MAKE SURE I HIGHLIGHT IS SB 311. THIS WAS REVISIONS TO THE BLUEPRINT. THIS INCLUDED THE CONCENTRATION OF POVERTY GRANT PROVISION THAT HB 352 AND SB 2889 SOUGHT INDEPENDENTLY. SO LOTS OF WORK IN PROTECTING THE CONCENTRATION OF POVERTY GRANTS. AND THEN HB 430. WHILE WE REMAIN NEUTRAL ON THIS BILL, THIS BILL DID PASS. WE WE WERE ABLE TO WORK WITH SENATOR ROOSEVELT DURING THIS LEGISLATIVE SESSION TO ENSURE THAT CHARTER SCHOOLS ACTUALLY GET A $200 PER CHILD FACILITY FEE. THIS WAS A KEY PROVISION THAT SENATOR ROOSEVELT PASSED. SO WE WERE ABLE TO WORK WITH HIM THIS YEAR TO ENSURE THAT THAT BILL WAS NOT STRUCTURED IN A WAY WHERE IT WOULD DISPROPORTIONATELY IMPACT OUR SCHOLARS WHO ARE IN OUR TRADITIONAL PUBLIC SCHOOLS. AND THEN THE LAST THING I'LL TALK ABOUT IS HB 525, THE PHONE FREE SCHOOLS ACT. THIS PASSED, I WILL TELL YOU, THIS BILL WAS WRITTEN, BY AND LARGE, BASED ON THE WORK THAT HAS ALREADY BEEN DONE IN PG CPS AROUND HOW DO WE SUPPORT CAMPUSES. SO I'VE GOT TO BE HONEST, WE HAD A AN AMAZING LEGISLATIVE SESSION.

REGULAR ON TIME ATTENDANCE IS A SHARED RESPONSIBILITY AND A POWERFUL PREDICTOR OF STUDENT SUCCESS. AS ARTICULATED THROUGHOUT THE YEAR, ATTENDANCE REMAINS A BIG ROCK FOR THE DISTRICT. EACH YEAR, WE DEEPEN OUR COMMITMENT TO ENSURING ACCURATE DAILY ATTENDANCE TAKEN REVIEWING DATA, IDENTIFYING STUDENTS WHO NEED ADDITIONAL INTERVENTIONS DUE TO THE RATE OF CHRONIC ABSENTEEISM AND MONITORING OUR PROGRESS THIS YEAR, WE WE HAVE INTENSIFIED OUR EFFORTS ON EXPANDING OUR OUTREACH TO ENGAGE COMMUNITY AGENCIES, NONPROFITS, BUSINESSES, PARENTS, AND FAITH BASED ORGANIZATIONS TO GARNER THEIR SUPPORT IN UTILIZING THEIR RESOURCES TO ADDRESS CHRONIC ABSENTEEISM. LOOKING AT OUR DATA JUST BRIEFLY, MOST RECENT DATA EXAMINING OUR INVESTIGATIVE MEASURES THAT WE'VE TAKEN THIS YEAR TO UNDERSTAND THE WHY AND IDENTIFY ROOT CAUSES, AND THEN DISCUSS THE PROGRESS THAT WE'VE MADE WITH OUR TRUANCY REDUCTION PLAN, AND THEN LOOK AT OUR NEXT STEPS IN EVOLVING THE WORK. SO FOR OUR PARENTS AND STAFF WHO ARE WATCHING ONLINE, WE ALWAYS WANT TO TAKE AN OPPORTUNITY TO LEVEL SET AND DEFINE WHAT CHRONIC ABSENTEEISM IS. AND SO OUR CHRONIC ABSENTEEISM IS DEVELOPED OR CONSIDERED BY STUDENTS WHO ARE ABSENT FOR ANY REASON, COULD BE EXCUSED OR UNEXCUSED ABSENCES. 10% OF THE DAYS THAT THEY HAVE BEEN ENROLLED. SO IN, FOR EXAMPLE, IF THEY'VE BEEN ENROLLED 30 DAYS AND THEY ARE ABSENT THREE DAYS FOR ANY REASON, THEY CAN BE CONSIDERED AND THEY ARE CHRONICALLY ABSENT. SO WHEN WE LOOK AT THIS SLIDE OF THE DISTRICTWIDE DATA, OUR MOST RECENT DATA FROM THE OFFICE OF MONITORING AND ACCOUNTABILITY, THE MARCH REPORT HIGHLIGHTS THAT WE ARE TRENDING IN THE RIGHT DIRECTION. WE HAVE REDUCED OUR CHRONIC ABSENTEEISM BY ALMOST 3%. THE NEXT SLIDE TALKS ABOUT MORE ABOUT GRADE BANDS AND LOOKING AT OUR CHRONIC ABSENTEEISM DATA. HERE WE SEE THAT WE HAVE EXPERIENCED A REDUCTION IN OUR CHRONIC ABSENTEEISM DATA AND ALL GRADE BANDS, WITH THE EXCEPTION OF MIDDLE SCHOOL, THAT INCREASED ITS CHRONIC ABSENTEEISM RATE BY 0.5% IN MARCH. AND SO WHILE WE KNOW THAT DATA ALONE DOES NOT TELL THE FULL STORY, WE HAVE BEEN INVESTIGATIVE AND UNDERSTANDING THE WHY. AND SO THIS SLIDE JUST SHOWS AN EXAMPLE OF TRENDS THAT WE SEE THAT IMPACT OUR CHRONIC ABSENTEEISM DATA. AND SO YOU'LL SEE THAT DURING TIMES OF THE YEAR OF EARLY DISMISSALS, HOW OUR CHRONIC ABSENTEEISM RATE GOES UP, WE ALSO SEE THROUGH

SOME OF THE SNOW THAT WE'VE RECEIVED THIS YEAR. YOU SEE WITH THE LATE START DUE TO SNOW, AS WELL AS WHEN WE ARE DISMISSING EARLY. THEN YOU SEE AGAIN, THOSE CHRONIC ABSENTEEISM RATES GOES UP, ESPECIALLY AS WELL AROUND HOLIDAYS DAYBREAKS THANKSGIVING AS WELL AS SPRING BREAK. YOU SEE THAT THE DATA INCREASES. SO JUST BEING INVESTIGATIVE ABOUT WHAT THE DATA SHOWS. AND SO WE TOOK A STEP FURTHER THIS YEAR. WE WERE CHALLENGED BY OUR INTERIM SUPERINTENDENT TO DO MORE WORK AROUND UNDERSTANDING ROOT CAUSES AROUND OUR STUDENTS NOT COMING. WHAT ARE SOME OF THE BARRIERS? AND SO WE INTERVIEWED PUPIL PERSONNEL WORKERS AND PARENT ENGAGEMENT ASSISTANTS WHO WORK WITH OUR STUDENTS AROUND CHRONIC ABSENTEEISM TO GAIN THIS INFORMATION. AND WHAT WE SAW WERE SOME PREVAILING THEMES AROUND WHY STUDENTS ARE NOT COMING. AND AS THE INFORMATION IS REFLECTED, SOME OF OUR STUDENTS HAVE FAMILY RESPONSIBILITIES DUE TO ECONOMIC ISSUES IN THE HOME.

SOME OF THEM ALSO LACK ENGAGEMENT. WE KNOW THAT PART OF OUR WORK FOR ATTENDANCE CAN BE TWOFOLD. ONE PART IS TO ENCOURAGE STUDENTS TO COME TO SCHOOL. THE OTHER PART IS TO KEEP THEM COMING. AND SO THERE ARE ISSUES SOMETIMES WITH STUDENTS WHO SAY THAT THEY DON'T FEEL ENGAGED IN THE CLASSROOM. AND ALSO, TOO, WE KNOW THAT STUDENT WELL-BEING IS A CONCERN. WE WANT BULLYING AND CULTURE AND CLIMATE IN OUR CLASSROOMS TO BE POSITIVE MORE.

BUT WE UNDERSTAND THAT CULTURE AND CLIMATE PLAY A BIG PART IN STUDENTS BEING ABLE TO ACCESS THE ACADEMIC INSTRUCTION, AND SO DOES MENTAL HEALTH AND EMOTIONAL WELL-BEING. AND SO, BY THE SAME TOKEN, WE ALSO WANTED TO LOOK AT WHAT ARE SOME WINNING STRATEGIES. SO WHEN WE LOOKED AT FEBRUARY DATA PROVIDED BY THE OFFICE OF MONITORING AND ACCOUNTABILITY, THEY HIGHLIGHTED SCHOOLS WHO WERE ABLE TO REDUCE THEIR CHRONIC ABSENTEEISM RATE BY MORE THAN 10%. AND SO WE TOOK AN OPPORTUNITY TO QUERY THOSE SCHOOLS AND PRINCIPALS TO LEARN, WHAT DID YOU DO THAT MADE IT WORK? WHAT MADE WHAT WERE THOSE WINNING STRATEGIES? AND SO AS YOU SEE, THERE WERE FIVE THEMES THAT CAME FROM THOSE PHONE CALLS TO THOSE FIVE SCHOOLS THAT SAW A 10% REDUCTION BETWEEN FEBRUARY OF LAST YEAR AND FEBRUARY OF THIS YEAR'S DATA. AND SO WHEN WE TALK ABOUT DEDICATED TEAMS AND ADMINISTRATION, WE SAW THAT THEY WERE ABLE TO SEE GAINS WHEN TEAMS MET, WHEN ATTENDANCE TEAMS MET, WHEN THEY MET FREQUENTLY, WHEN THE INFORMATION WAS DOCUMENTED, DOCUMENTED WHEN THERE WAS STRONG ADMINISTRATIVE AND PRINCIPAL INVOLVEMENT. THEY ALSO SAW WITH FAMILY ENGAGEMENT AND COMMUNICATION THAT THEY WERE ABLE TO. I'M SORRY, I'M SKIPPING. LET ME GO BACK A SECOND. THE SECOND THING THEY TALKED ABOUT WAS TARGETED INTERVENTION. SO MEETING DURING THE MEETING, THEY WANT TO MAKE SURE THAT THEY'RE PROVIDING OR PLANNING FOR TIER TWO AND TIER THREE INTERVENTIONS BASED ON THE STUDENT. ADDITIONALLY, WITH THOSE INTERVENTIONS IS THE DOCUMENTATION, THOSE SYSTEMIC PROCESSES. WHAT ARE WE CONTINUOUSLY DOING FOR EVERY STUDENT WHO NEEDS IT ALL THE TIME? BEING CONSISTENT AND WORKING WITH FIDELITY? LASTLY, WE LOOKED AT THE PARENT ENGAGEMENT THAT THESE SCHOOLS SAID MADE A DIFFERENCE. PACAC WAS ONE PARENT ORGANIZATION THAT HAD ADOPTED SCHOOLS AND PROVIDED INCENTIVES THAT MADE A DIFFERENCE. AND LASTLY, INCENTIVES AND CELEBRATIONS. WHILE WE WANT CHILDREN TO COME TO SCHOOL AND HAVE THAT BE AN INTRINSIC MOTIVATION FOR THEM, WE KNOW THAT SOME STUDENTS STILL THRIVE FROM INCENTIVES AND REWARDS. AND SO THAT WAS ALSO SOMETHING THAT THE STUDENTS REFERENCED AND THE SCHOOLS REFERENCE THAT WERE CONTRIBUTING TO THEIR WINNING STRATEGIES AND SEEING DOUBLE DIGIT REDUCTIONS IN THEIR CHRONIC ABSENTEEISM DATA. AND SO OUR TRUANCY REDUCTION PLAN, AND YOU WILL SEE IT LINKED IN THE APPENDICES. OUR TRUANCY

REDUCTION PLAN REALLY HAD FIVE FOCUSES THIS YEAR AROUND COMMUNICATING OUR GOAL, LOOKING AT DAILY ATTENDANCE, MAKING SURE OUR DATA IN IS ACCURATE. ALSO IMPLEMENTING PROACTIVE STRATEGIES, GOING BACK AGAIN TO INTERVENTIONS FOR STUDENTS. AND THEN HOW ARE WE AGAIN WORKING WITH OUR COMMUNITY PARTNERS? BECAUSE WE KNOW THAT CHRONIC ABSENTEEISM IS NOT JUST A PGC ISSUE. IT IS A PRINCE GEORGE'S COUNTY AND COMMUNITY ISSUE. AND SO WE BEGIN TO DO MORE INTENSIVE WORK AROUND THAT, AS WELL AS MONITORING OUR DATA AND OUR PROGRESS. SO I WANTED TO JUST HIGHLIGHT A FEW THINGS ON THIS PARTICULAR SLIDE THAT TALKS ABOUT HOW WE WERE ABLE TO EXECUTE OR OPERATIONALIZE THESE FIVE STRATEGIES. APPENDIX WHERE OUR COUNTY GOVERNMENT, OUR INTERIM SUPERINTENDENT, AS WELL AS OUR COUNTY EXECUTIVE AND CHAIR, HAVE CREATED A MESSAGE FOR THE COUNTY ALSO TO. AS THE VIDEO SHOWED EARLIER, WE HAVE MET WITH OVER 60 PARTNERS FROM COUNTY ORGANIZATIONS, FAITH BASED ORGANIZATIONS, PARENT ORGANIZATIONS, BUSINESSES, AS WELL AS COUNTY GOVERNMENT TO SET LEVEL SET AROUND WHAT THE SCHOOL SYSTEM IS DOING TO ADDRESS OUR CHRONIC ABSENTEEISM RATE AND ALSO TO ENGENDER THEIR SUPPORT AROUND THIS WORK. ADDITIONALLY, JUST LOOKING AT DOCTOR JOSEPH, ASK WHO OWNS ATTENDANCE IN A SCHOOL, WHO IS WORKING WITH STUDENTS, WHO MAKES SURE THAT STUDENTS ARE COMING, THAT THEY HAVE THAT ONE CARING ADULT THAT WE'RE LOOKING AT INTENSIVE CASE MANAGEMENT AROUND THOSE STUDENTS WHO'S MAKING SURE THAT WE'RE CREATING INTERVENTIONS FOR THOSE STUDENTS AND THAT THEY'RE WORKING. AND IF THEY AREN'T WORKING, WHO KNOWS? AND WHO'S REFERRING THESE STUDENTS BACK TO THE STUDENT INTERVENTION TEAM FOR AN ADJUSTMENT IN INTERVENTIONS. I DON'T THINK THEY THEY UNDERSTOOD NECESSARILY HOW MANY OF OUR SENIORS GET OUT EARLY VERY LEGITIMATELY. AND SO AT 1 OR 2:00 IN THE AFTERNOON MAY BE LEGITIMATELY AT A FAST FOOD RESTAURANT OR A FOOD STORE. AND SO UTILIZING THAT TOOL, WE UNDERSTOOD JUST BY WORKING WITH CURRICULUM AND INSTRUCTION, THAT EDUCATORS NOT ONLY NEED TO KNOW HOW TO CREATE A PLAN IN SYNERGY, BUT THEY ALSO NEED SOME BASICS AROUND, YOU KNOW, A REFRESH AROUND WHAT MTS IS.
